Excerpts from the minutes of the Regular Session of Sangguniang Barangay members
of Buli, San Agustin, Romblon held at barangay hall on December 13, 2022 at 9:00
o’clock in the morning.

RESOLUTION NO. 19
Series of 2022

“A RESOLUTION AUTHORIZING THE OFFICE OF THE MUNICIPAL TREASURER


TO COLLECT THE BARANGAY FEES SUCH AS PERMIT FEES, CLEARANCE
FEES AND OTHE CERTIFICATION FEES OF BARANGAY BULI, SAN AGUSTIN,
ROMBLON”

WHEREAS, Amending the Republic Act No. 9485 or the Anti-Red Tape Act of 2007,
Republic Act No. 11032 also known as Ease of doing Business and Efficient
Government Service. Delivery Act of 2018 mandates all government offices and
agencies including Local Government Units (LGUs), Government – Owned or
controlled Corporations (GOCCs) and other government instrumentalities to provide
services covering business and non-business-related transactions, which adopts
simplified procedures that will reduce red tape and expedite transactions in
government;

WHEREAS, Pursuant to Republic Act 11032: EODBEGSD Act of 2018 Section 11 (f):
Barangay Clearances and Permits related to doing business shall applied, issued and
collected at the city/municipality in accordance with the processing time of said Act.
Provided, that the share in the collections shall be remitted to the respective barangays
;
WHEREAS, the barangays may designate one of their representatives in municipality
to issue Permits, Clearance and other Certifications for any business or activity
particularly in time for the annual renewal of business permits and deadlines for
payment of local impositions;

WHEREAS, the Municipality may not issue any license or permit for any business or
activity unless a clearance is first obtained from the barangay where such business or
activity is located or conducted;

WHEREAS, promoting the Business One Stop Shop (BOSS) shall provide a
convenient and efficient service to the clients and consumers that seek to speed up the
processing of permits of individuals or establishments operating business within the
Municipality;

WHEREAS, the Office of the Municipal of Treasurer shall generate revenues thru
efficient collection of taxes and other fees and charges in accordance with existing
laws and ordinances to promote a resilient local economic activities of the Local
Government Unit (LGU) of San Agustin, Romblon;

WHEREAS, on the regular session dated December 13, 2022 the Sangguniang
Barangay Council of Buli, have discussed and reviewed about the implementation of
the law promoting the Business One-Stop Shop (BOSS) Program, which aiming to
deliver an effective, efficient and convenient way of service to the clients and
consumers as pursuant to the RA No. 9485 and RA No. 11032;

WHEREAS, the legislative body duly recognized and authorized the Office of the
Municipal Treasurer to collect the Barangay Fees to upgrade the delivery of service to
the people to held ensure efficiency, transparency and fairness in the collection of
permits and clearances.

NOWTHEREFORE, on motion of Kagawad Ma. Louvimin Apolinar a Chairman on


Finance and Appropriation, duly seconded by all members present it has;

RESOLVE as it is hereby resolved that a resolution Authorizing the Office of the


Municipal Treasurer to Collect the Barangay Fees such as Permit Fees, Clearance
Fees and other Certification Fees of Barangay Buli, San Agustin, Romblon.

RESOLVED FURTHER, that copies of the Resolution No. 19 series of 2022 be


furnished the Office of the Municipal Treasurer, Municipal Budget, DILG and other
concern agencies for their information and guidance.
