Annexure-I

General Principles for lifting Surveillance Samples and sending to lab

To ensure consistency across the country, it is essential that the Food Safety Officers shall
follow General Principles laid down as below while lifting and sending the samples for
surveillance:

1. Surveillance Samples shall be primarily lifted from Manufacturing Units located


within the jurisdiction of Food Safety Officers [FSOs]. – In case of non-conforming
surveillance samples, it would be easier for the same FSO in his/her jurisdiction
to lift enforcement samples directly from the concerned manufacturer. As
manufacturing units are the source of all other food items in the food supply chain,
special focus should be made to lift samples from here. For other raw materials
like spices etc. which are available in the loose form in the market, a targeted drive
can be carried out for those also.

2. For lifting and sending the samples to lab, it is desirable that FSO shall follow
clause 2.4.1 (Procedure for taking sample and manner of sending it for analysis) of
the Food Safety and Standards Rules, 2011.

3. It is mandatory for FSOs to adhere to sub-point 8 of clause 2.4.1, which


highlights the importance of accurately coding samples when sending them
to the labs. This coding process enables the Food Analyst to establish a
connection between the physical sample and its corresponding entry in the
InFoLNet portal. Consequently, the Food Analyst will be able to upload the results
in the InFoLNet portal, which will then be reflected in the FoSCoS portal.

4. The outcomes of laboratory testing conducted on Surveillance samples


serve as the foundation for enforcement measures. Enforcement actions
should not be carried out randomly but rather based on evidence. It is
recommended to prioritize enforcement actions that are supported by evidence.
