Lach Huyen Port is the largest deep-water port and international transshipment port
in the North, it is located in the Don Luong area, Cat Hai Town, Cat Hai district, Hai
Phong City, Vietnam. Lach Huyen Port has a flat terrain, which is convenient for
port construction and development. It is located in an area with few storms, waves,
and wind, convenient for shipping activities. Moreover, The district's creek has a
deep draft and deep channel, which makes it superior to other river ports in the North.
Lach Huyen Port is the lifeline connecting the northern provinces to the world. It is
near key economic regions such as Hanoi, Hung Yen, Vinh Phuc, Bac Ninh, and
Quang Ninh. On the other hand, it is also an important link and gateway for trade
with ASEAN and China. It is connected to highways such as Hanoi - Hai Phong,
Hanoi - Thai Nguyen, and Hanoi - Lang Son Expressway. These highways help link
and shorten the distance and time between large industrial parks in the north such as
Nam Dinh Vu, DEEP C, Yen Phong II (Bac Ninh), and Yen Binh (Thai Nguyen) to
ports and ports. especially Lach Huyen, helping goods to be quickly exported
worldwide. In addition, there is Cat Bi International Airport, which makes a multi-
transport system for the air, sea, and road (Hict-facility, n.d.)
Regarding geographical advantages, Lach Huyen has a water level up to 12.9m deep.

Within the bottom of the 160m wide navigation channel, limited and guided by the
maritime signal system, the depth reaches 12.6m (twelve meters six). The section of
the channel from the turning basin in front of Wharf No. 1, No. 2 - Hai Phong
International Gateway Port (Lach Huyen) to the area of a pair of buoys No. "29"-
"30". Within the bottom of the 120m wide navigation channel, limited and guided
by the maritime signal system, the depth reaches 7.3m (seven meters three).
Turnaround area for ships in the Lach Huyen area (in the area in front of Wharf No.

Thanks to the above advantages, Lach Huyen Port has the potential to become the
freight transportation center of the entire North, becoming the largest deep-water

But Lach Huyen Port still has certain disadvantages, because it is located at the river
mouth and the tide causes the port to become silted, leading to the port's depth being
only 8.6 to 9 m and ships being unable to operate at full capacity and forced to
reduce the load when entering ports. On the other hand, port dredging is also
extremely difficult and expensive.
Berth 1,2 :
By the end of 2023, only Port No. 1 and 2 will be operational (since May 2018),
which will be invested by Tan Cang Hai Phong International Container Port Co.,
Ltd the investor (Joint venture between Saigon Newport Corporation, Company
Limited MITSUI O.S.K Lines (Japan), Wan Hai Lines Company (Taiwan) and
Group
Itochu (Japan).
Berths 1 and 2 are built on an area of about 57 hectares including 45 hectares of land
and land. 12 hectares of water surface. The scale includes 02 750m long container
ports, road items, yards, technical infrastructure, and synchronous equipment. Can
receive container ships and general ships 100,000DWT full load, initial design
capacity of about 1.1 million TEU/year. TC-HICT Port is investing in depth, adding
investment in equipment to increase capacity designed to about 1.4 million
TEU/year. Goods throughput in 2023 will reach above 1.2 million TEU (exceeding
initial design capacity).
Closing out the year 2023, Tan Cang Hai Phong International Container Terminal
(TC-HICT) has set a record for annual cargo handling volume with 1,272,859 TEU
of goods passing through, demonstrating that TC-HICT is one of the leading port
operators in Hai Phong City today.
In the final months of the year, TC-HICT had continuously broken its handling
records:
• May 2023: Set a record for ship handling with 61 ships calling at the port.
• July 2023: Set a record for cargo handling productivity with 126 moves/hour,
exceeding the average productivity of 120 moves/hour.
• October 2023: Throughput reached 144,200 TEU, the highest monthly
throughput since the port's inception. This is a proud and unprecedented
record in TC-HICT's 5 years of operation, as well as in a year of global
economic volatility.
• Berth 3,4 :
Marking a significant milestone, Hai Phong Port Joint Stock Company proudly
celebrated the completion of wharves 3 and 4 at the Hai Phong International
Gateway Port's Lach Huyen area on May 10th, 2024. This event commemorated
major May holidays, including Hai Phong Liberation Day and the Red Poinciana
Festival.
The project, spearheaded by Hai Phong Port Joint Stock Company, encompasses two
main wharves stretching 750 meters each, a 150-meter barge wharf, storage yards,
road networks, auxiliary facilities, and advanced technical infrastructure. Upon
completion, these wharves will be able to accommodate vessels ranging from 8,000
to 14,000 TEUs (Twenty-foot Equivalent Units), translating to a capacity of 100,000
to 160,000 Deadweight Tonnage (DWT). The project boasts a projected cargo
throughput of 1.1 million TEUs annually.
Construction commenced in July 2022, and by May 10th, 2024, the project had
achieved 70% completion. Notably, the construction of the two main wharves is
already finalized, exceeding the planned schedule by three months.
With an ambitious target of operational launch in the first quarter of 2025, the
remaining construction aspects are being expedited. Hai Phong Port Joint Stock
Company is committed to dedicating all resources to ensure project completion and
full operation by 2025.
Berth 5,6 :
In the coming time, the 5.6 Lach Huyen wharf project will start construction on the
port's operating house to be completed by the end of 2024. In addition, the container
yard road item will also start construction in early February 2024. As for equipment,
the investor has currently ordered a crane package with 5 STS cranes and 12 RTG
cranes.
The 5.6 Lach Huyen wharf project has a total investment of about VND 8,900
billion. Investment project in 2 docks with a length of 990m (each dock is 450m
long) to receive container ships of 12,000 - 18,000 TEUs; 1 barge berth with a width
of 100 meters, receiving ships with a capacity of 160 TEUs; Port protection works,
warehouse systems, port service infrastructure, ship parking areas and areas
connected to public navigation channels in Lach Huyen district.
Berth 7,8 :
One year ago, the Prime Minister had just approved the investment policy and at the
same time approved the investor for the project to build wharfs 7 and 8 at Lach
Huyen port area in Hai Phong seaport. According to the decision, Saigon Newport
Corporation Limited was approved as the project investor. The total investment
capital of the project is about 12,792.637 billion VND. Of which, investors'
contributed capital is about 1,918,896 billion VND, mobilized capital is about
10,873,741 billion VND. The project scale includes 02 wharves with a total length
of 900m, next to receive container ships up to 12,000-18,000 TEU; The berth is
200m long and can accommodate ships of 160 TEU capacity. Land use scale : 57.53
hectares (part on the coast). The project's operating term is 70 years and the project
implementation schedule is 5 years (2023 - 2027).
Thus, by 2027, the Lach Huyen container port will have 8 berths (from berths 1 to
8) with a total length of 3,300m and a container throughput capacity of 6 million
Teu invested and operational in accordance with rules. Approve the planning
roadmap to ensure that the region's capacity can fulfill current and future demand
for commodities. By 2030, the goal is to establish and develop Hai Phong into a
major seaport city that will lead the country in industry, modernization, and digital
transformation. That is also the driving force behind the growth of the Northern
area and the entire country into a modern, smart, and sustainable sector. In
addition, there is advanced synchronized transportation infrastructure, as well as
convenient domestic and international links via road, train, sea, air, and interior
waterways. Becoming a contemporary, international, and leading maritime
commercial center in Southeast Asia, with an emphasis on seaport services,
logistics, and marine tourism...
III. Equipment system
The terminal features 2 main berths stretching 750 meters with a 50-meter width and
a front depth of 16 meters. Additionally, a 150-meter barge quay caters to smaller
vessels with a 30-meter width and a 5-meter front depth. (Hict-facility, n.d.)
The extensive 41-hectare container yard offers ample space for cargo handling. This
yard has 28 lanes, including dedicated 22 lanes for dry containers, 2 refrigerated
containers, and 4 empty containers. Plugging the reefer container helps maintain the
temperature in the cold container to avoid damage to the goods being stored there.
For efficient ship-to-shore (STS) operations, Lach Huyen Terminal boasts eight
modern cranes with a range of 65m, height under the frame of 46m and lift below
the frame of 65t. The 3 remaining STS cranes were part of a package that included
six quayside cranes and 24 modern eRTG cranes manufactured by Mitsui E&S in
Japan in 2018. These modern cranes can lift up to 50 tons in single-container loads
and 65 tons in double-container loads, their 46-meter lifting height and 65-meter
width, which can handle 24-row container vessels. (Cẩu Bờ MES - Huỳnh Thy,
2022). The terminal's capabilities are further enhanced by a fleet of 24 eRTG cranes
which have the group drive system facilitates maintenance as well as the replacement
and eliminates the use of transmission gears to increasing efficiency. (Cẩu Khung
RTG MES - Huỳnh Thy, 2022). The current warehouse of container handling
equipment (CHE) includes 30 sets of Tractors and Chassis, 2 Reach Stackers, and 2
Side Lifters. Realizing the need for improvement when building 4 more berths 3, 4,
5, and 6, Lach Huyen port plans to purchase more equipment in 2023 and 2024,
including 2 STS cranes, 15 Trucks and Chassis, 2 Reach Stacker and 2 Empty
Handlers. The Kalmar TL2 is a specialized internal terminal tractor designed for the
port and can tow containers up to 75 tons. Besides, the Kalmar DRG100-120 is a
versatile reach stacker employed in port operations, capable of handling containers
weighing up to 12 tons. Its unique design incorporates a rotation system that enables
maneuverability within confined spaces. An increase in the number of trucks and
chassis will likely enhance container handling capacity, while the addition of reach
stacker and empty handler will improve overall yard operations. (Cảng Lạch Huyện

After receiving shipment information through the Packing List, the customer or
shipping company will have the documents checked by the Production Operations
Center to be considered for shipping conditions for exported goods at and
implemented delivery and receipt procedures at port. Documents to evaluate product
prices and conditions at HICT include many documents related to the shipment,
seller and buyer. This includes the Bill of Loading (B/L), which is a document from
the transfer of goods by sea, issued by the shipping operator. In the process of
supporting the export of goods at the meter, the Bill of Loading acts as a document
confirming that goods have been received on board, proving ownership of the
shipment as well as supporting customs in inspecting goods at port.

In addition, to be able to meet the conditions for exporting the ship and having the
port organize loading on the ship, the customer or shipping company also needs to
provide the port with an Export Customs Declaration. This is a necessary document
to help confirm the clearance of the shipment by customs, ensuring that exported
goods have complied with regulations and can be exported at the port.
Import D/O
In addition to presenting a delivery order, for shipping companies or customers,
when imported shipments arrive, they also need to present a Bill of Loading (B/L).
With the import process, the consignment has the role of transferring the ownership
and responsibility of the goods from the sender to the recipient, inspecting goods,
determining duties and other requirements related to port import procedures.
Additionally, the customer must also declare the Import Customs Declaration that
has been submitted to the customs department in order to be able to enter the port
conveniently. The presentation of the Import Customs Declaration is considered an
important step in the import process as it will inform the port and customs about the
goods, all the information including the customs code, the declaration number, the
name of the port of import, port of exit, shipping time, etc.

Port Documents are an integral part of export and import of goods at ports. The
application of the necessary documents to the process, customs procedures has
helped the operation, receipt of goods, unloading at the port is conducted
conveniently, bringing many benefits to buyers, sellers and especially the HICT port,
contributing to making this one of the largest international maritime port of the
country.
V. Operating Procedures
A. Ship and cargo receiving process:
First, for the ship to be able to dock at the port, the ship owner or ship agent must
contact the port to register and schedule when the ship arrives at the port. Typically,
the advance appointment process can take place between 24 hours and 72 hours
before the ship arrives at the port. Next, the ship owner will need to declare and the
port will check the following documents:
a. Notice of Arrival: Notification of ship arrival date and time, ship name, trip
number, container number, and information of the consignee company.

After completing the inspection, Lach Huyen port will receive and sign a
confirmation (on receipt of the document) and send it back to the Ministry of
Regulations department SHIP ACCEPTANCE CERTIFICATE, showing
information about the anchorage location and expected time for handling goods on
board.
Once all registration and scheduling procedures have been completed, the vessel will
be guided safely into port by tugboats and pilots who will help anchor it in a position
appropriate to the type of cargo and handling equipment. Large vessels may be
assisted by a fleet of tugboats to ensure safety. The process of guiding ships into port
is an important step to ensure safety and efficiency when ships move from the
offshore area to the wharf area. Below are the detailed steps in this process: (Bộ Luật
Hàng Hải Việt Nam, 2005)
a. Communication and Preparation: Before the ship approaches the port, the
captain will contact the Lach Huyen port pilot station via radio waves (VHF)
to notify the current location, estimated time of arrival (ETA), and related
information. Next, the port will dispatch a suitable pilot and arrange for the
pilot to board the ship at the designated location offshore.
b. Pilot Boarding: The pilot will move to the waiting ship location by pilot boat
and climb on board using the pilot ladder according to safety procedures,
ensuring no incidents occur when boarding the ship.
c. Navigational Guidance: When boarding the ship, the pilot will discuss with
the captain the safest option when entering port based on weather conditions,
currents, and the ship's technical condition. The pilot will use professional
skills and knowledge of the port area to give instructions on speed, direction,
and precise ship control operations, helping the ship avoid obstacles and
dangerous areas. If necessary, ships can use tug boats to assist with navigation
and ensure safety when entering ports, especially for large ships or in
unfavorable weather conditions.
d. Berthing Position: Before entering port, the pilot will liaise with the port
team to ensure that the mooring location is ready and that necessary equipment
(such as mooring lines, mooring poles, and support tools) are in good
condition ready to operate. And the captain and pilot steer the ship to the
anchorage position previously designated by the port.
e. Mooring: Once in the designated position, the pilot will instruct the crew to
anchor and tie the rope to the anchor columns on shore. The port team and
crew will check the mooring lines to ensure the ship is securely and firmly
fixed, avoiding the risk of the ship drifting or moving unintentionally.
The process of guiding ships into port (pilotage) is an important part of ensuring
maritime safety, minimizing the risk of accidents and damage, as well as ensuring
port operational efficiency. Pilots are experts with extensive experience and
knowledge of local conditions, playing a key role in bringing ships safely into port.
B. Cargo handling:
When receiving goods from the ship, the goods on board will be inspected and
classified before loading and unloading. After completing the classification step, the
port will use specialized equipment such as container cranes and cranes to load and
unload goods from the ship and the goods will be stored in warehouses or container
yards according to each separate type. During this storage process, a goods
management system is used to manage and monitor the condition of goods, ensuring
that goods are periodically inspected and properly stored, especially perishable

And when transporting goods out of the port, the goods will be confirmed and
thoroughly inspected by the port. Freight transportation has 2 forms: domestic and
international. When transporting inland, goods are transported to destinations
through road, rail, and inland waterway transportation systems closely linked to the
port. When shipping internationally, goods must be processed through customs
