(1) Cross-Drainage structure- In DPR all the replacement of existing cross-drainage structure at specific locations has been
proposed by providing 2M X 2M Box culvert after dismantling of existing culvert those are either slab culvert having
narrower vent with fully choaked/partially choked condition or hume pipe culvert of NP-2 category having smaller
diameter with mostly choked/damaged condition. In all the replacement work, provision of temporary diversion road
have been proposed with the presumption that total structure can be constructed monolithically as well to reduce the
time span for construction. During survey as well as on local enquiry it is gathered that some of culverts those are located
within built-up areas are found not fully functional only passing wastewater of household as well as surface run-off during
monsoon. Due to development of surrounding , passage of water channel is blocked resulting, passing of catchment water
is found to be stopped through the said structures. Further in locality areas, construction of temporary diversion road
could not be possible due to want of vacant land. At those locations where box culvert is found to be not feasible,, Hume
pipe culvert of 1 mtr. Dia with NP-4 category may serve the purpose in long run also the cost of construction is found to be
reduced. One table mentioning the existing culvert, proposal, as per DPR along with revised proposal is enclosed herewith
for ready reference please. By doing so, some items of work related to Hume pipe culvert those are not included in
sanctioned DPR as well as in tendered BOQ , are required to be executed and may be included as supplementary item.
(2) Pavement portion: - Nature of improvement work of pavement is proposed at entire road section is Flexible type even
in built up area where poor drainage system is found. The catchment at built up at sone road side areas are found mostly
BOWL like shape with poor outfall and due to accumulation of wastewater in all seasons from nearby household makes
the existing bituminous carriageway damage also un-hygienic for public health. Therefore, from a long run serviceability
point of view, bituminous type pavement is found to be non-effective. At those locations, cement concrete paver block of
100 mm thick, end block concrete wall as well upgradation of underneath crust layer as per the provision of IRC- 63-2018
instead of bituminous pavement is proposed in revised proposal. As per codal mprovision, effective subgradec CBR for CC
paver block is to be 5% but in some portion of builtup area where paver block is proposed, the flank portion is totaly
functioning as drain and full of clay with organic material. This type of soil having LL exceeding 50%, PI exceeding 25%
vand FSI exceeding 50 is found not suitable for use as subgrade and total replacement of subgrade by sandby 500 mm
thick is proposed. Whereas, the subgrade is meeting the all desirable requirement as per design CBR, only 210 mm thick
sand layer over existing soil is prposed to make it effective 5%. Therefore involvement of supplementary items of work
along with deviation in quantity of tendered items is become in evitable.
(3) Road side water body along the alignment of road is found at some location where cement concrete Toe wall is
proposed as per sanctioned DPR, but observing vast area of such water bodies surrounded by localities whose residents
are noticed to be using the water of that water body, dewatering before excavation of foundation trenches is not feasible
at all. Further from environmental aspects, CC toe wall may cause disturbance to the ecology of micro-organism of that
water body. Therefore, to avoid such issue as well to protect the road embankment from further scouring, protective
work, by stone boulder sausage work may serve the purpose. Therefore involvement of supplementary items of work
along with deviation in quantity of tendered items is become in evitable.
(4) Instead of rectangular shape drain, V-shaped drain specially at locality is proposed in some location. Therefore
involvement of supplementary items of work along with deviation in quantity of tendered items is become in evitable.
(5) In sanctioned DPR no provision of metal Beam crush barrier is included but installation of such “W” Metal Beam crush
barrier beside water body, high embankment etc. is required as per the provision of IRC:-119-2015 and subsequent govt
order.
Also Cats Eye is required to be provided as per the provision of IRC:35-2015, table-5.1 at the edges at both side and this
item is also proposed to be included as supplementary item as it is not included in tender BOQ.
Specification of road marking will be followed as per IRC:35-2015 and considering all aspects including junction
improvement, traffic calming measure etc. quantity of road marking may be deviated in higher side. Therefore
involvement of supplementary items of work along with deviation in quantity of tendered items is become in evitable.
Item wise quantity variations and reason/justification for variation in quantity of the items are spell out in remarks
column and as effect to such variations, the total revised amount is established as Rs. 15,77,85,634.00 which is within
the limit of Administrative Approved amount amount.
