Sub:- Dr. NTR UHS – Admissions – 2nd phase of web-based counseling for admission
into B.Sc., (N) 4YD course for the academic year 2024-25 – Certain instructions -
issued – Regarding.

After Re-inviting the Online applications from the candidates alongwith uploading
scanned original certificates, the Provisional Final Merit Position list has been prepared basing
on the uploaded original certificates.
In continuation to this office letters cited, I am to inform you that the 2nd phase of
web-based counseling for admission into B.Sc., (Nursing) 4 YD course for the academic year
2024-25 is held on 06.12.2024 and allotments are released on 06.12.2024.
b. Admit the candidates with all Original Certificates who have been allotted a seat
afresh in Phase-II counseling.
c. Admit the allotted candidates with the copy of the custodian certificate issued by the
earlier college and inform the candidate by giving time to collect the original certificates
from the previous college and to submit at the present college.
d. Return the original certificates and entire fee paid to the candidates who slid from
previous college to other college in this phase of counseling.
e. Before admitting the allotted candidate, verify the name in the selected candidates list and
also eligibility as per rules, which were communicated in the references cited.
f. Verify the list of allotted candidates in the 2nd phase of counseling which was displayed
on the University website and also on reporting portal.
g. Inform those candidates, who were admitted in earlier phase counseling in
one college and now slid to other college, to report to the newly allotted
college immediately by returning their original certificates and entire fee.
Shall not continue any candidate who is not in the list of selected candidates
in this phase of counseling.
h. Any lapse in this regard will be viewed seriously.
i. Reporting is not required again in respect of candidates admitted in earlier phase and
again allotted same college in 2nd phase counseling due to change of seat category.
j. Principal has to correctly mark either Reported or Not Reported for all the candidates
irrespective of Phase of allotment before freezing the data.
Further, the APHERMC vide ref. 3rd cited has stated that, students and parents across the
state have complained that certain Private Unaided Higher Educational Institutions are engaging
in unethical practices, which includes –
Retaining Original Certificates of students even after the completion of their programs.,
Collecting Fees in excess of the amounts prescribed by the Government in the relevant
G.Os.
Such practices not only cause undue mental distress to students and their families but also
obstruct students’ opportunities for higher education and employment.
As per Rule 11A(1)(d) of the APHERMC Rules,2019, read with Section 10 of the
APHERMC Act,2019, the Commission has the authority to impose penalties of upto Rs.
15,00,000/- for deliberate and willful retention of Original Certificates. Also, the Commission
can recommend the disaffiliation of Institutions indulging in such erratic practices.
Vide UGC Regulation of October, 2018 – Para 4.2, the University Grants Commission
(UGC), also strictly prohibits the retention of Original Certificates. The Commission is
continuously and closely monitoring this issue on a priority basis through its “Grievance Cell” and
official communication with HEIs, as cited in the Notice No. 04/APHERMC/ADMN/2021, Dt.
05.02.2021.
The commission further noted that the Institution found guilty of such acts will be
liable for punishment as per their rules.
Therefore, all colleges are requested to adhere to:
The provisions of the APHERMC Act, 2019, and its related rules and regulations.
the Fee Structure notified by the APHERMC & other Regulations issued by Dr.
NTR UHS from time to time regarding fee & verification of original certificates.
Severe Disciplinary action will be initiated against the college who withholds the original
certificates of the candidates even after completion of verification of original certificates of
admitted candidates by the University and APHERMC.
