1. PURPOSE
The purpose of this procedure is to establish the requirements for the Service Test in order to test the
piping systems for lnstrumentationAir at the Rabigh Refinery Plants Project.

2. SCOPE

This procedure describes methods and requirements for the performing of Service Test in order to
perform inspection of weld joints, flanges and threaded connections including in the Test Package No.
IAS-01, lnstrumentation ~ i piping

4. RESPONSIBILITIES
SUB - CONTRACTOR will conduct all testing activities as described in this procedure with special
emphasis on ail associated safety requirements. He shall also satisfy all requirements of the project
specifications.
The CONTRACTOR Quality Engineer I Inspector I Supervisor (the "Inspector") shall witness the
testing, and sign the Test Report, (countersigned by the COMPANY representative, as appropriate).

6. PREPARATION OF SERVICE TEST PACKAGE

The SUB CONTRACTOR will prepare the Test Package for lnstrumentation Air piping, including
pressure test diagrams that define the limits of the pneumatic test as well as relevant documentation,
which will be submitted to the CONTRACTOR /COMPANY for walk through, review and approval.

7. PUNCH LISTING

Each discipline manager will assign personnel to be involved in a system check-ouU walk-down.
Punch list items are generally prioritized. According to their importance, typical priority parameters
include:

Category A) ltems to be completed before Service Test

Category B) ltems to be completed after Service Test

Category C) ltems to be completed by others or Owner items possibly not in scope

8. PREPARATION FOR FILLING AND TESTING

Prior to the testing, all fabrication, erection, inspection and NDE (including weld repairs) within the test
limits must be completed.

SUB CONTRACTOR shall install test blinds in accordance with test limits. The CONTRACTOR
Quality inspector shall ensure that all preparations are completed

9. EQUIPMENT

Pressure Gauges: Minlmum three (03) pressure gauges are required for testing (Interface with
UOU, east end of east-west pipe rack, south end of south -north pipe rack and shall be
calibrated with one (01) month maximum validity. They should preferably have the dial(s) graduated
over a range of approximately double the intended maximum pressure, but in no case shall the range
be less than 1 % nor more than four times that pressure.

10. PNEUMATIC PRESSURE TEST PROCEDURE.

The Test pressure shall be 8.25 bars.

Pressure will be slowly increased to 1 . 7 4


Block in supply of air and hold for 10 min. During the holding time nobody shall enter in pipe rack
zone.
Inspect piping system for leakage at locations such as flanges, weld joints and threaded
connections, using soap solution.
If leaks are discovered, release pressure, repair by seal welding (WPS & PQR) approvedand return
to step 1
If no leaks are discovered, proceed to step 2.

Gradually increase the pressure to 4.125 bars, block in supply of air and hold for 10 min to allow
strains to equalize the piping system. During the holding time nobody shall enter In pipe rack
zone.
Observe the pressure gauge for loss of system pressure. If pressure loss exceeds 10% of test
pressure, the system pressure should be reduced to 25% test pressure (2 bars) and check for leaks.
If no loss of pressure is detected, subject to approval of TRlCompany QC inspector and proceed to
step 3.

a) Gradually increase the pressure to 6.1875 bars, block in supply of air and hold for 10 min to allow
strains to equalize the piping system. Observe the pressure gauge for loss of system pressure. If
pressure loss is observed, reduce pressure to 25% of test pressure (2 bars), and check for leaks. If
necessary, release pressure and perform necessary repairs. Return to step 1.
If no loss of pressure is detected, subject to approval of TRlCompany QC inspector and proceed to
step 4.

a] Gradually increase the full pressure test (8.25 bars), block in supply of air and observe the
pressure gauge for a minimum of 10 min to allow strains to equalize the piping system. During the
holding time nobody shall enter in plpe rack zone. Observe the pressure gauge for loss of system
pressure. If pressure loss is observed, reduce pressure to 25% of test pressure (2 bars), and check
far leaks. If necessary, release pressure and perform necessary repairs. Return to step 1.
If no loss of pressure is detected, reduce system pressure to 6.6 bars and conduct a complete
inspection for leakage of the piping system at locations such as flanges, weldjoints and threaded
connections, using soap solution.
If no leakage is discovered, release system pressure
If leakage that is not acceptable is discovered, relieve all system pressure and repair. Repeat steps 2.

11. DOCUMENTATION AND TEST PACK


All documents relevant to the testing shall be retained in the Test Package. Completed test certificates
and checklists as well as gauge calibration certificates will be in the package following the successful
Service Test.
Contractor shall ensure that, all the parties, who witnessed the test shall sign the test report and all the
documents in the test pack are signed by all the parties.

12 SAFETY CONSIDERATIONS

Personal safety equipment (helmet, safety glasses, safety shoes, safety gloves).
For height works use of safety harness andlor life lines.
Face shield.
At the pressure test time, stop all activity work in the area around the system that will be
tested.
Operation team should be directed by experienced and trained personnel.
Before removing any line accessories, it must be checked that line is under atmospheric
pressure and empty.
Drain points should never be cleared with sticks andlor other manual tools if line is not
completely depressurised.
Access to points where it is needed to operate allows safety movements.
A system to avoid overpressures or vacuum in lines and equipment should be in place.
Portable eye washer should be available (if not available operative safety showersleye

. washer in working area).


System to be tested should be isolated from the other systems connected to it, all vents and
drains should be closed.
A beaconed area should be established around system, only accessible for authorized
people in order to avoid accident in case of testing components failure. The system under
test shall have warning notice as "SERVICE TEST IN PROGRESS - ACCESS BY

. PERMISSION ONLY" posted at the perimeter of limited access area.


Testing liquid and soap water containers should be identified, with safety indications
