QUESTION ONE (30 MARKS)


a) Define the term economics of education (2 marks)
b) With examples drawn from education, distinguish between:
i) Macro planning and Micro planning (2 marks)
ii) Investment good and consumption good (2 marks)
c) Explain the most suitable educational planning method that can be used to
improve access and enrolment into secondary schools in Kenya (4 marks)
d) Describe the opportunity cost of university education in relation to:
i) Student ((2 marks)
ii) Society (2 marks
e) Identify any two (2) tools that have been used by the Ministry of Education
(Kenya) in:
i) Demand side financing of education (2 marks)
ii) Supply side financing of education (2 marks)
f) Using examples explain ‘concept of cost-effectiveness’ of educational programs
(5marks)
g) Imagine a small private college that offers various degree programs. The college
wants to assess the cost of providing education and its impact on tuition fees.
The college's total cost of operation, including faculty salaries, facilities
maintenance, administrative expenses, and other overheads, is estimated at Ksh.
1, 420 million per year. The college has 8,000 students currently enrolled in
various programs. Now, analyse the following:

ii) If the college decides to enrol an additional 100 students, calculate the
marginal cost (2 marks)
iii) Should the college admit more students at this point, and why? (3 marks)

b) Imagine you are tasked with conducting a school mapping exercise for a local
school district. The goal is to gather essential information about each school and
its surrounding community to aid in better resource allocation and educational
planning. Describe the steps you would follow in this school mapping process,
ensuring that the information gathered is comprehensive and useful for decision-
making. (12 marks)

What economic arguments can be made in favour of this policy? (8 marks)
b) Discuss four (4) contemporary issues educational planners face when planning
education in developing countries (12 marks)

QUESTION FOUR (20 MARKS)


a) Explain the trade-offs between equity and efficiency in education (4 marks).
b) How can educational policies balance the need to provide equal opportunities for
all students while ensuring efficient resource allocation (4 marks)
c) Discuss four (4) challenges that educational planners and policymakers face
when developing and implementing effective educational plans in today's rapidly
changing world? (12 marks).

QUESTION FIVE (20 MARKS)


a) Educational planning is often described as a cyclic process. Discuss (5 marks)
b) The table below shows an enrolment distribution for a cohort of Bachelor of
Education program that enrolled in Pwani University in the Year 2019 and
graduated in the Year 2023. The upper date is the total enrolment and the lower
are the repeaters.
