2.0 Introduction
This report sets out the findings and recommendations from a detailed review of the
health and safety performance at the company, which for the purposes of this report will
be referred to as “Chemical Storage & Distribution Solutions Ltd” or CS&D Solutions for
short.

2.1 Aims and objectives


The aims of this report are to:
 Set the context and legal environment in which CS&D Solutions operates.
 Provide a detailed analysis of the company’s health and safety management system.
 Identify and prioritise work place hazards and associated risks
 Risk assess the prioritised hazards and risks.
 Consider whether the current health and safety management system is fit for
purpose.
 Make recommendations for improvement to the health and safety management
system.

2.2 Methodology
Knowledge of the company, along with documentary evidence including the company’s
business accounts will be used to set the context. The legal environment relating to
health and safety will be researched online and using text books.

The company’s health and safety management system will be reviewed by considering
the company’s documented system, including company policy statements, standard
operating procedures, and risk assessments and comparing these to legal and
regulatory requirements. The objectives of the company health and safety policy will be
centred around the following priorities:
 Protecting People
 Protecting the Environment
 Compliance with Regulatory requirements
 Protecting Company Assets and Reputation

Any risk assessments and subsequent mitigations will be prioritised in such way to meet
the objectives above

Consideration will also be given to how well the company’s documented system works in
practice. Job safety analysis and work place inspections will be carried out to identify the
potential risks and comparison will be made between the viewed risks and those
documented to ensure relevance and thorough identification of all the hazards and risks.

Risk assessments will be carried out for the hazards that are seen as priority areas.
Prioritisation will be determined using the following criteria, high potential impact of the
risk, high likelihood of the risk occurring, whether a risk assessment has not been done
and is up to date, and previous incidents or near misses.

Areas of strength will be discussed in the report’s conclusions, along with


recommendations and an action plan for improvement.

2.3 Description of the organization


CS&D Solutions provides chemical storage, handling and packing operations for both
packed and bulk products. Our specialist chemical distribution department manages the
transportation and supply chain logistics of the chemical products.

The company was established in 1987 and has grown since then and now has 127
employees, all of whom are based at our 22,800m2 warehouse and adjacent office
building in Wigan, North-West England.

Our vision is to be the chemical supply chain provider of choice, recognised for our
innovation and operational excellence. Our strategy is to increase our business in the
retail and consumer manufacturing sectors, supply chain management and freight
forwarding and future investment will be channelled into these areas.

The culture at CS&D Solutions is one which encourages openness and communication,
boldness and initiative. We value teamwork and mutual support. Motivating and
developing our employees is key to helping us achieve our goals. Where hazardous

goods are concerned, there can be no question of compromise. Health and safety is
embedded in the culture at CS&D Solutions.

4.0 Hazard Identification


The process of hazard identification was carried out by the carrying out of a Job Safety
Analysis of the various activities which are:

physical 1. Poorly stacked Pallets Collapse of unstable stack on personnel, shear weight, presence of nails and
sharp edges can cause serious penetration injuries

2. Moving Vehicles, Fork lift Trucks Serious injuries and possible fatalities due to being hit or run over by a moving
vehicle

3. Extreme weather conditions Exposure to either low or high temperatures can cause stress and other physical
conditions such as heat stress and heat stroke in high temperature environments
and hypothermia in low temperature environments

Chemical 4. Major loss of containment Staff can be exposed to liquid or fumes either during the event or during the
decontamination process, there is also a potential environmental impact
depending on the location of leak, quantity and type of chemical as well as the
leak configuration. There is also a possibility of off-site risks to the public

5. Incompatibility of chemical stocks Storage of incompatible materials in one area without adequate physical
segregation can lead to chemical reactions between different chemicals with
different properties which may lead to vigorous and violent chemical reactions.
This can lead to mixing and production of intermediate chemicals that can be
difficult to manage.

6. Lack of sanitation facilities and This can lead to cross contamination between employees, chemicals can spread
proper hygiene procedures to the sterile working stations thus exposing more population, and this may also
lead to spread of contaminants outside the working environments such as
employee’s homes if not controlled properly.

Environmental 7. Poor chemical waste management Soil and Water pollution due to exceedingly unacceptable levels of chemical
systems concentrations allowed accessing the water courses; this can have serious

consequences on aquatic life, humans and livestock. Impact can be either short
or long term or both.

Fire and Explosion 8. Highly flammable chemicals Risk of fire due to the chemical properties of these materials, fires can have a
huge impact on people, environment and company assets due to ease of incident
escalation and domino effect on adjacent facilities

9. Explosive gases stored under Risk of explosion especially in poorly ventilated areas and the presence of
pressure and explosive pressurized storage, if gas leaks ignited can lead to almost instantaneous
atmospheres overpressures that can destroy buildings and structures within the immediate
vicinity and may extend off site in the form of pressure waves and projectiles
exposing the public and emergency responders to unacceptable risk.

Transportation 10. Traffic Road traffic accidents involving hazardous materials have the potential to expose
the public and the emergency responders to unacceptable levels of risk due to
the uncontrolled nature of the incident environment

Biological 11. Uncontrolled Contact with This may lead to acute effects on the exposed population especially if the amount
chemicals/irritants exceeds the threshold limits set by the occupational institutions
