1. 1 Introduction
This method statement has been prepared to cover the test & commissioning activities of 11/6.6kV Power
Transformer.

1.1.1 Installation and Inspection


The installation and inspection of the transformers will follow all of the recommended procedures by the
transformer manufacturer in the manufacturer’s installation instructions. The transformer manufacturer’s
installation checklist will be utilized to verify that necessary checks have been performed to validate the
warranty of the equipment.

1.1.2 Testing

The tests to be performed include:


 Visual Inspection
 Insulation Resistance Test test voltage level and duration
 Measurement of Voltage Turn Ratio
 Measurement of Vector Group
 Testing of Supervisory Devices ( Oil Level Gages, Pressure Relief Device,
Bucholtz Rela y, Oil Te mperature Gages, Win ding Temperature Ga g es)
 DC Winding Resistanc e
 Operation Test of the OLTC OCTC
 Oil Breakdown Test

1.2 Preliminary
1.2.1 All works are to be carried out in accordance with the precautions identified in risk assessment.
1.2.2 Vehicles to be parked on site, within the substation and out of the way of other vehicles or staff.
1.2.3 The high voltage cabling is to be left unconnected during test & commissioning.
1.2.4 Access equipment and ladders on site are to be checked for suitability and soundness.

1.3 Test

1.3.1 Visual and Dimension check

1) Purpose
The transformer will be inspected and measured according to approved drawings and will be made sure
complying with the general specification of contract.
2) Performance
Refer to attached test sheet of site test

1.3.2 Insulation resistance test

1) Purpose
To check for ground in transformer winding or transformer core. (Applied standard: IEC 60076-1)

a. Transformer must be ground


b. Common all terminal of each winding together.
c. Insulation resistance is measured by means of megger tester at the between windings and ground.
d. Insulation resistance is measured MΩ unit.
e. Voltage should be increased in increments of usually one kilovolt to one(or two) kilovolts and held for
one minute while the current is read.

1.3.4 Measurement of voltage ratio


1) Purpose
To ensure proper connections and turns ratio of transformer. (Applied standard : IEC 60076-1)
2) Performance
a. Supply low voltage (3phase 600V below) on the high voltage winding.
b. Measured voltage of the HV and LV of each phase by volt meter (V1 and V4, V2 and V5, V3 and V6)

1.3.5 Measurement Vector group


1) Purpose
To ensure proper connection and phase relation between HV and LV windings. (Applied standard: IEC
60076-1)
2) Performance
a. Connect 1R of HV winding and 2R of LV winding together.
b. Power supply AC (3phase below 600V) on the high voltage winding.
c. Measure the voltage between high and low voltage terminal.

1.3.9 Functional test of local control panel


1) Purpose
To check all control circuit and relays if their functions are operated normally according to approved drawings.

1.3.10 Operation test of the OLTC & the Cooling systems


1) Purpose octc
a. To check control of OLTC circuit and relays if their functions are operated normally according to approved
drawings.

1.3.11 Insulation Oil test


1) Purpose
To check the insulation condition of insulation oil
2) Performance
a. This test has to be carried out before any site tests.

1.4 Completion

1.3 Test
1.3.1 Insulation resistance test
1) Purpose
To check for ground in transformer winding or transformer core.
2) Performance
a. 5000Vdc Megger will be used for this test.
b. The leads from the Megger will be placed from the Primary terminal pad to the secondary termination
points.
c. The Megger will be energized for 1minute and the reading will be recorded on the appropriate test form.
d. The leads from the Megger will be placed from the secondary termination points to the earthing point of
the transformer.
e. 1000Vdc Megger will be used for this test.
f. The Megger will be energized for 1minute and the reading will be recorded on the appropriate test form.

1.3.2 Measurement of ratio


1) Purpose
To ensure proper connections and turns ratio of transformer.
2) Performance
a. Transformer Turns Ratio test set will be used to perform these tests.
b. The test set will be connected to each transformer using the leads provided with the test set.
c. The ratio test of the VT is conducted by applying a voltage to the Primary winding, and measuring the
voltage on the secondary winding.

d. The ratio of the VT will be calculated using the two voltage values (Primary voltage/Secondary voltage)
and recorded in the testing documents.

1.3.3 Burden checks


1) Purpose
To ensure proper connections and burden of transformer
2) Performance
a. The VT) secondary terminals will be disconnected from the load.
b. The current leads of the test set will be connected to the wiring of the load at the VT termination box.
c. The voltage detection leads from the test set or volt-meter will be connected to the same two points
paying close attention to match polarity.
d. Current will be injected until the nominal Phase to ground voltage is achieved.
e. The nominal AC voltage and the amount of AC current required to achieve nominal voltage will be
measured and recorded.
f. The current input and the voltage measurement will be used to calculate and record the burden (VA).
g. During this procedure, the devices that are in the secondary circuit under test will be checked for correct
phase.

1.4 Completion
All checklists and test reports should be completed and any noted defects pointed out to the client. All
commissioning equipment to be packed away and all access equipment removed.

1.3.2 Measurement of Ratio & Polarity Test


1) Purpose
To ensure proper connections and turns ratio of transformer and polarity
2) Performance
a. The test set will be connected to each current transformer using the leads provided with the test set.

b. The test set will perform the two functions and the values will be recorded on the appropriate test sheet.
c. The test set will be connected to each current transformer using the leads provided with the test set.
d. The ratio test of the CT is conducted by applying a voltage to the secondary winding, and measuring the
voltage on the primary side, paying close attention that the polarity of the connection of the test leads
matches the polarity markings of the CT.
e. The ratio of the CT will be calculated using the two voltage values (Secondary voltage/Primary voltage)
and recorded in the testing documents.
f. An alternative method by injecting current to the primary winding and measuring the current on the
secondary side, paying close attention that the polarity of the connection of the test leads matches the
polarity markings of the CT.
g. The ratio of the CT will be calculated using the two current values (Secondary current/Primary current)
and recorded in the testing documents.
h. The polarity of the CT is checked with a simple turn of a switch. The correct change in the reading shall
be noted for correct polarity.

1.3.1 Excitation Characteristic test


1) The saturation test is performed by connecting just the secondary leads of the test set to the secondary
leads of the CT.
2) The voltage is increased in the test set and the voltage and current readings are recorded at certain
intervals, paying particular attention to the knee of the curve where the voltage starts to level off. Otherwise,
known as the saturation point.
3) The reading will be recorded on the appropriate test form

1.4 Completion
All checklists and test reports should be completed and any noted defects pointed out to the client. All
commissioning equipment to be packed away and all access equipment removed.

1.1.1 Installation and Inspection

The installation and inspection of the circuit breakers will follow all of the recommended procedures by the
circuit breaker manufacturer in the manufacturer’s installation instructions. Also, the circuit breaker
manufacturer’s installation checklist will be utilized to verify that necessary checks have been performed to
validate the warranty of the equipment.

1.1.2 Testing

The tests to be performed include:

1.3 Test

1.3.1 Visual and Dimension Check

1) Purpose
The below content will be checked whether the test objects are suitable according to approved specification
and relevant standards.

2) Performance
The grid will be tested by 3pole or 4pole methodology.
a) Dimension and Nameplate will be measured in according to the approved drawings.
b) Construction, indicator, painting & welding condition will be inspected visually.
c) Other specified items will be checked in approved specification

This test is performed by simple tools and visual inspection.

1.3.2 Resistance Measurement of Main Circuit

1) Purpose
The purpose is to observe the status of internal fabrication and dimensions of conductors which lie in
switchgear

2) Performance
Applying DC current of 100 A to main circuit, the entire resistance of CB shall be measured by voltage
drop method

[Test Circuit]

<Notes>
* The measured value of CB shall not exceed 1.2Re. Where Re means the expected design value at 20' C
* The Re value will be included in the final Factory report.
* Ambient temperature during the test should be considered.

1.3.6 Functional test

1) Purpose
This test is to check CB function which is satisfied with approved schematic drawings.

2) Performance
a. Before applying control voltage, all wiring with the local control cubicles shall be checked with tester or
buzzer based on approved schematic.
b. All interface wiring between LCC & CB shall be checked with tester or buzzer based on approved
schematic. specific meaning
c. All kind of devices & wiring shall be checked by operation at site properly.
d. Mechanical interlocks shall be proved
e. The operating and the interlock circuits shall be proved
f. Wiring relevant to the alarm and warning circuits shall be checked by buzzer or annunciator of the local
control panel. module
g. Check that final setting is applied to all adjustable devices (e.g. Timer, annunciators, thermostat,
humidistat, etc...)

h. Manual operation shall be checked for CB, DS, ES & VT disconnector

1.3.9 Current Transformer Test

A. Polarity Test
1) Purpose
The purpose is to ensure the polarity position of CTs which are installed inside CB.

2) Performance
The test is carried out using inductive kick method (current injection method).

B. Turn Ratio

1) Purpose
The purpose is to check CT turn ratio in LCC and equipment which is related current in LCC.

2) Performance
Applying current of each CTs from CB ES bushing, it is measured secondary current in LCC.

C. Magnetizing current measurement

1) Purpose
The purpose is to ensure the knee-point voltage and Magnetizing current & voltage specified in CT spec.

2) Performance
After opening primary circuit and applying voltage through secondary terminals, magnetizing current shall
be measured.

D. Insulation resistance (Megger)

1) Purpose
The purpose is I0 ensure the Insulation resistance of CTs which are installed inside switchgear.

2) Performance
Appling 1KV between secondary to ground & between different secondary cores

1.3.10 Voltage Transformer Test

A. Polarity

1) Purpose
The purpose is to ensure the polarity of VT.

2) Performance
The test is carried out using the kick method.

1. 1 Introduction

This method statement has been prepared to cover the commissioning activities of the 11kV RMU.

1.1.1 Installation and Inspection

The installation and inspection, and operation of the medium voltage switchgear will follow all of the
recommended procedures by the manufacturer in the manufacturer’s installation instructions.
Before release of equipment for energization, the switchgear pre-energization inspection checklist will be
filled out following the recommendations in the manufacturer’s O&M manuals.

1.1.2 Testing

The tests to be performed include:

 Resistance Measurement of Main Circuit


 Functional Test
 Current Transformer Test (as per point 4)
 Voltage Transformer Test (as per point 3)
 High Voltage Test HIPOT test

1.2 Preliminary

1.2.1 All works are to be carried out in accordance with the precautions identified in risk assessment.
1.2.2 Vehicles to be parked on site, within the substation and out of the way of other vehicles or staff.
1.2.3 All high voltage cabling is to be left unconnected pending completion of Circuit Breaker
commissioning.
1.2.4 Access equipment and ladders on site are to be checked for suitability and soundness.

1.3 Test

1.3.2 Contact Resistance

a. A 100 Amp Micro-ohm meter will be used to conduct this test.


b. The test leads (voltage and current) will be connected to the appropriate R, S, T phases on the incoming
side of the circuit breaker contact and the outgoing side of the circuit breaker contact.
c. The breaker will be closed and 100 Amps will be passed through the breaker conductor from the
incoming terminal pad to the outgoing terminal pad.
d. A voltage is detected across the closed contacts through the voltage detection leads that are connected to
the same terminal pads of the breaker as the current source leads.
e. The test set calculates the resistance in Micro- Ohm’s. The results will be recorded in the testing
documentation.

1.3.4 Voltage Transformers Test

1.3.6 Bus Duct Insulation

a. A 5 kV DC megger will be used for this test.


b. For this test the circuit breakers will be racked in and in the open condition; therefore falling into the
appropriate zone of bus under test. Therefore, testing the insulation quality of the bus and the circuit
breakers at the same time.
c. The leads from the megger will be placed at the appropriate test points identified in the test document.
d. The megger will be energized for 1 minute and the reading will be recorded on the appropriate test form.
HIPOT test for the CB
1.4 Completion

Test reports should be completed and any noted defects pointed out to the client. All commissioning
equipment to be packed away and all access equipment removed.

1. 1 Introduction

This method statement has been prepared to cover the commissioning activities of the protection relays,
metering equipment, and transducers.

1.1.1 Installation and Inspection

All protection relays, metering equipment, and transducers will be inspected for any signs of visible
damage, loose wires, properly earthed, and if the device is securely mounted in the panel. All information
identifying a particular device will be recorded on the testing documents (i.e. serial #, type, catalogue #,
etc.)

The devices to be tested

 Overcurrent protection

The tests to be performed include:

1. Secondary injection of all current transformer circuits.


2. Secondary injection of all voltage transformer circuits.
3. Secondary injection of all AC and DC relays to verify their operating characteristics.
4. Relay setting verification
5. Metering and Transducer calibration

1.2 Preliminary

1.2.1 All works are to be carried out in accordance with the precautions identified in the risk assessment.
1.2.2 Only qualified personnel will be allowed in the area of where the tests are
being conducted.
1.2.3 All testing equipment to have proper calibration certification.
1.2.4 All testing equipment safety guidelines are to be followed.
1.2.5 Access equipment and ladders on site are to be checked for suitability and soundness.

1.3 Test

1.3.1 Secondary Injection of Current Transformer Circuits

A test set capable of supplying a sufficient variable ac current will be used.

a. Current will be applied to the device inputs via test blocks on the front panels
b. The relay tests, metering & transducer calibration checks will be conducted using this procedure.
c. Phase checking of all current transformers secondary circuit wiring will be done during the primary
injection phase of the current transformer testing phase (see Current Transformer Commissioning).

1.3.2 Secondary Injection of Voltage Transformer Circuits

a. A test set capable of supplying a sufficient variable ac voltage will be used.


b. Voltage will be applied to the device inputs via test blocks on the front panels
c. The relay tests, metering & transducer calibration checks will be conducted using this procedure.

1.3.3 Secondary injection of all AC and DC relays

a. A test set capable of supplying variable ac supply (including variable frequency), and a variable dc
supply will be used.
b. The test set will be connected to the appropriate test block locations identified from the drawings to
perform these tests.
c. The types of relays that will be tested in this manner to prove their settings and characteristics are the
frequency relays, voltage detection relays, and the synchronizing relays.
d. The testing reports of these relays will be generated by the software of the relay test set.

1.3.4 Relay Setting Validation (At Final Settings)

a. All relay settings have been shipped with the final calculated settings before they left the factory. These
settings will be downloaded from the relays to maintain an original copy of the settings. After testing is
complete this file will be compared to the file downloaded after testing is complete
b. A test set capable of supplying ac current and ac voltage will be used for the testing of all the protection
relays.
c. Relay pickup values will be checked for accuracy.
d. Over-current relay characteristics will be checked at multiple points using multiple current values of the
minimum pickup. The test set is capable of determining if the tripping time of the relay falls within the
parameters of the characteristic curve. The directional element of the over-current relay will be tested for
proper functioning.
e. Transformer differential relays will be tested for restrained, unrestrained, and harmonics response.
f. Distance relays, will be checked for zone protection, over-current protection, transfer trip, breaker failure,
and blocking.
g. Bus Differential relaying will be tested for correct tripping zone functions (In the case of the double bus
system at this station, there are three zones.), and breaker failure.
h. Under frequency relays will be checked for proper load shedding functioning
i. Synchronizing relays will be checked for proper operating characteristics.

j. Auto re-closing functions will be checked to operate


k. All relay logic operations will be validated with the use of the logic single line diagram.
l. All test sheets are generated (if possible) for each relay type by the software of the relay test set
m. All appropriate alarm signals from the relaying devices to the operator interface of the
Digital Control System (DCS) will be validated.

Note: During testing of numerical type relays it is sometimes necessary to disable some functions to make
sure the function under test is providing the result such as a trip, and that the trip is not caused by some
other function. Therefore, after the testing of a particular numerical relay is tested, all the settings will be
downloaded into a file and checked to make sure that they are the final settings left in the relay. All of the
numerical relay settings will be placed in a computer file for turnover.

1.4 Completion

Test reports should be completed and any noted defects pointed out to the client. All commissioning
equipment to be packed away and all access equipment removed.

1.5 Checklists and Testing Documentation


The Appendixes include copies of the forms that will be used in the testing and commissioning of the substation.

1. 1 Introduction

This method statement has been prepared to cover the commissioning activities of medium and high cables.

1.1.1 Installation and Inspection

The installation and inspection of the medium and high voltage cables will include evaluating the quality of
the work, and verify the functionality. Included in the inspection of the cables are:

A. Verification of proper installation of cables and terminations


B. Damage to cables or conductors
C. Single Point earthing of screen and/or armouring
D. Bending radius of the cable
E. Verification of tightness of all accessible bolted connections

1.1.2 Testing
DC/AC
The tests to be performed include:

 Jacket Integrity Test (Sheath Insulation D.C. Voltage Withstand Test)


 Insulation D.C. Voltage Withstand Test
 Insulation Resistance Test

1.2 Preliminary

1.2.1 All works are to be carried out in accordance with the precautions identified in the risk assessment.
1.2.2 Access equipment and ladders on site are to be checked for suitability and soundness.

1.3 Test

1.3.1 Insulation D.C. Voltage Withstand Test

a. Once the terminations are completed, the cable will be tested to withstand a D.C. test voltage between the
conductor and the sheath.
b. This test will be completed through the use of a D.C. High Potential test set capable of delivering 2 Uo at
nominal frequency.

c. The D.C. voltage will be applied between the conductor and the sheath with the sheath grounded for a
period of 15 minute.
d. The resulted leakage current of the test will be recorded in the testing documentation.

1.3.2 Insulation Resistance Test

a. The cable insulation resistance will be tested after the D.C. High Pot test to verify no fault occurred during
Hi-Pot test
b. This test will be completed through the use of Megger capable of delivering 5kV

c. The voltage will be applied between the conductor and the sheath with the sheath grounded for a period of 1
minute.
d. The result of the test will be recorded in the testing documentation.
