I. Title of the Project


Empowering English Teachers Through Communicative Competence:
A School-Level Upskilling Initiative in Language Instruction

II. Project Rationale

In today's knowledge-driven society, the ability to comprehend and


interpret written text effectively is paramount for students' academic success
and future endeavors. Reading comprehension is a fundamental skill that
underpins success in all subject areas. However, many students struggle with
reading comprehension due to various factors, including limited exposure to
reading materials, lack of effective reading strategies, and insufficient teacher
training in reading instruction.

This proposal, titled Empowering English Teachers Through Communicative


Competence: A School-Level Upskilling Initiative in Language Instruction, aims
to address this challenge by empowering English teachers through
professional development focused on communicative competence. By
equipping teachers with the knowledge and skills to create engaging and
effective reading instruction, we can significantly improve students' reading
comprehension abilities.

Specifically, this project will focus on:


Teacher Training and Development: Providing comprehensive training to
English teachers on evidence-based reading instruction strategies, including
comprehension monitoring, questioning techniques, and text analysis.

Classroom Implementation: Supporting teachers in implementing these


strategies in their classrooms through coaching, mentoring, and collaborative
planning sessions.

Curriculum Alignment: Ensuring that the reading curriculum aligns with national
standards and emphasizes critical thinking, analysis, and interpretation skills.

Resource Development: Providing teachers with a variety of high-quality reading


materials, including leveled texts and digital resources. By investing in teacher
professional development and providing the necessary resources, this project seeks to
create a culture of reading excellence within the division. This initiative aligns with the
Department of Education's vision of a literate and critical-thinking citizenry and will
have a lasting impact on students' reading comprehension and overall academic
achievement.
This project is grounded in the following legal frameworks: Republic Act No. 9155
(Governance of Basic Education Act), emphasizes the importance of continuous
professional development for teachers to improve the quality of education.
Department of Education Order No. 32, s. 2010, highlights the need for ongoing
training programs to enhance teachers' pedagogical skills. Philippine Professional
Standards for Teachers (PPST), outlines the necessary competencies for effective
teaching, including reading instruction. K to 12 Curriculum, provides guidelines for
reading instruction at all grade levels. By addressing the need for improved reading
comprehension, this project will contribute to the overall educational goals of the
division and the nation.

III. Project Description


This project, titled "Empowering English Teachers Through Communicative
Competence: A School-Level Upskilling Initiative in Language Instruction,"
aims to enhance the teaching and learning of reading comprehension through
a comprehensive professional development program. The initiative will focus
on equipping English teachers with the knowledge, skills, and resources to
create engaging and effective reading instruction that promotes critical
thinking and deep understanding of texts.
1. Workshops: Interactive sessions focusing on evidence-based reading
instruction strategies, including Comprehension monitoring techniques
Effective questioning strategies Text analysis and interpretation
Differentiated instruction to meet diverse learner needs Practical
application of these strategies through lesson planning and development.
2. Collaborative Sessions: Regular meetings for teachers to share
experiences, best practices, and resources Collaborate on lesson planning
and curriculum development Engage in peer observation and feedback
Foster a supportive and collaborative learning community.
3. Classroom Observations: Opportunities for teachers to observe each
other's classrooms to learn from experienced colleagues and Identify areas
for improvement in their own teaching practices.
4. Reflective Practice: Encouraging teachers to document their experiences
and insights

IV. Project Objectives

1. To equip teachers with a diverse range of teaching strategies, including


task-based learning, cooperative learning, and project-based learning.
2. To encourage teachers to critically analyze their teaching practices,
identify areas for improvement, and implement innovative strategies.
3. To enhance students' reading, writing, speaking, and listening skills.
4. To equip students with the ability to analyze, evaluate, and synthesize
information.

VI. Source of Fund


The project will be funded through the school's MOOE and other potential
grants from educational partners.

VII. Target Beneficiaries


1. Primary Beneficiaries: The five English teachers who attended the initial
training.
2. Secondary Beneficiaries: Students in the English classes, who will benefit
from enhanced teaching practices and improved communicative
competence.

VIII. Expected Outputs


1. Development of at least five comprehensive lesson plans integrating
communicative competence principles.
2. Establishment of a collaborative teacher community with regular meetings
and shared resources.
3. Implementation of peer observation sessions with documented feedback
and reflections.
4. Improved student engagement and communicative skills, as evidenced by
student assessments and feedback.
5. Creation of conversation clubs or writing journals where students can
engage in extended discourse without interruptions for immediate
correction and free expressions of themselves.
