1. Introduction
This proposal is submitted by Ibabaza Media Rwanda Ltd, a reputable media
and software development company registered in both Rwanda and
Uganda. We specialize in developing digital solutions for government
institutions, NGOs, and international organizations. Our team has extensive
experience in large-scale system architecture, AI integration, mobile
application development, and e-governance platforms.

In response to the Terms of Reference (ToR) provided, we propose the


development, testing, deployment, and operationalization of the Rwanda
Amategeko Mobile Application, utilizing our expertise in Agile methodology.
Our goal is to provide a user-friendly, AI-powered mobile application that
increases legal literacy among Rwandan citizens and supports the digital
transformation of the justice sector.

2. Objective
The main objective of the consultancy is to design, develop, test, and deploy
the Amategeko Mobile App to provide citizens with easy access to Rwanda's
Constitution, laws, and other legal documents. The mobile app will be
equipped with AI-powered features and will be accessible on both
smartphones and feature phones, promoting inclusivity across different social
groups.

Specific Objectives:

1) Easy Access to Legal Content: Simplified access to legal materials,


including the Constitution, laws, and policies.
2) Simplified Legal Content: Legal documents will be presented in user-
friendly language and formats for easier comprehension.
3) Inclusive Design: Accessible to all users, including those with feature
phones and individuals from marginalized communities.
4) Citizen Participation: Tools for citizens to engage in legal discussions and
provide feedback on draft laws and policies.
3. Scope of Work
We will execute the following key tasks as per the ToR:

3.1 Requirements Collection and Documentation

We will conduct a comprehensive requirement gathering phase to ensure


that all stakeholders' inputs are captured. This will include:
• Stakeholder Consultations: Engage with government institutions such as
MINIJUST, UNDP, civil society, and the private sector.
• Business Process Mapping: Analyze existing systems to map out processes
that need integration with the new mobile application.
• Workshops & Focus Groups: Collect feedback from end users, including
citizens, to ensure the system addresses their needs.

3.2 Solution Design

Based on the requirements, we will provide:


• Technical Architecture: Design a robust, scalable architecture that
supports the integration of AI, IVR, and other modern technologies.
• Technology Stack: Leverage AI for natural language processing (NLP),
recommendation algorithms, and interactive voice response (IVR)
systems.
• UI/UX Design: Create a responsive, user-friendly interface for mobile and
feature phone users.
• Agile Implementation Plan: Develop and deliver the application in
iterative cycles, allowing for continuous improvements and feedback.

3.3 Development and Integration

We will develop two primary components:


1. Content Management Portal (CMP): A back-end system that allows
administrators to manage legal content, track user interactions, and
generate analytics.
• AI-powered Features: Content suggestions, automated grammar
checking, and trend analysis.
• User Management: Tools for managing user accounts and engagement.
• Content Versioning: AI for automatic version control and change tracking.

2. Mobile Application: A mobile app that will serve as the primary interface
for users.
• AI Chatbot & IVR Integration: Allow users to search and access legal
information using natural language queries and voice commands.
• Educational Content: Include legal tutorials and policy updates.
• Secure User Accounts: Provide personalized alerts, legal news, and a
feedback mechanism.
3.4 Testing and Quality Assurance

Our quality assurance strategy includes:


• Unit and Integration Testing: Ensure that each component functions as
expected and integrates smoothly.
• User Acceptance Testing (UAT): Engage selected stakeholders and end-
users in testing the system before full deployment.
• Performance and Security Testing: Conduct extensive load testing and
implement security measures such as encryption, two-factor
authentication, and secure data storage.

3.5 Security and Compliance

To comply with local and international data privacy regulations (e.g., GDPR),
we will:
• Implement Encryption: Protect all data, both in transit and at rest.
• Adopt Security Best Practices: Use secure coding standards and
encryption for document authentication and signing.
• PKI and QR Codes: Integrate Public Key Infrastructure (PKI) for digital
signatures and QR codes for document verification.

3.6 Deployment and Operationalization

We will ensure a smooth deployment by:


• Hosting Setup: Set up a secure, scalable, and high-performance cloud
hosting environment.
• API Integrations: Seamlessly integrate the mobile app with existing systems,
including the Amategeko CMS.
• Monitoring Tools: Implement real-time monitoring tools for system
performance and user feedback.

3.7 Training and Knowledge Transfer

Ibabaza Media Rwanda Ltd will offer comprehensive training to MINIJUST and
other stakeholders:
• Training Materials: Prepare detailed user manuals and instructional videos
for system administrators and end-users.
• Workshops: Conduct hands-on training sessions for technical and non-
technical users.
• Ongoing Support: Provide one year of post-deployment technical support
to ensure system stability and performance.
4. Implementation Plan

4.2 Agile Methodology

We will utilize Agile methodologies to ensure that the development is flexible


and adaptive to stakeholder feedback.

This includes:

• Sprint Planning: Organize the project into short, two-week sprints.


• Daily Standups: Facilitate constant communication and progress tracking.
• Sprint Reviews: Conduct regular sprint reviews to assess progress and
incorporate user feedback.

5. Key Features of the Amategeko Mobile App


• AI-powered Search: Users can search legal documents using AI-based
recommendations.
• IVR System: Feature phone users can access legal information via voice
commands.
• Chatbot Integration: An AI-powered chatbot will provide real-time legal
guidance.
• User Personalization: The app will deliver customized alerts, content, and
legislative updates.
• Social Sharing and Citizen Participation: Engage citizens through forums
and feedback mechanisms.
6. Team Composition
We have assembled a multidisciplinary team with the following key roles:

1. Watson ATWINE - Project Manager: Responsible for overall project


coordination and adherence to timelines.
Watson, team leader, is a highly skilled software engineer with over 8 years
of experience in providing digital solutions and managing IT projects. As
the founder and managing director of Ibabaza Media Ltd, he has
successfully implemented several IT projects as a team leader. Notable
projects include SNV CRAFT Project website development, the
development of an online real-time information platform for traders and
transporters through Ntuha Ride (Ntuha Services Ltd) under the USAID-
Feed the Future Inclusive Agricultural Markets Activity.

He also provided technical assistance to Kotido Central Vet Care in the


Karamoja region as part of the USAID Feed-the-Future Inclusive
Agricultural Activity, as well as Uganda Investment Authority’s M&E System
development, Office of Auditor General’s Case Management System,
UNDP Uganda/Uganda Tourism Board’s eGrading and Classification
System. Consultancy and advisory on implementation of M&E system at
Uganda Microfinance Regulatory Authority, implementation of Agro
Supply’s Mobile Layaway System for smallholder farmers in northern
Uganda. With a Bachelor of Science in Software Engineering from
Makerere University Kampala, Watson also holds various professional
certifications, including IBM's Certificate in Enterprise Design Thinking
Practice and UNDP-YouthConnekt Africa Certificate in Entrepreneurship &
Volunteerism. His expertise extends to enterprise development, cross-
border e-commerce, and leadership, making him a versatile and
experienced professional in the field.

2. Joel NIWOGABA - Lead Software Developer: Develop the mobile app and
AI systems, focusing on security, scalability, and performance.
Niwogaba is a Senior Full-stack Developer and he brings a wealth of
technical skills and expertise to the table. With a BSc in Software
Engineering from Makerere University, Joel has honed his abilities to design
and develop innovative digital solutions. Joel's strong background in
mobile app development is evident through his work on various projects
like the AgriDrive tractor booking app and the NARO Seed Information
app and KCVC Enterprise Management System in Karamoja. His expertise
extends to React Native, Swift (iOS app development), and Android SDK,
making him well-equipped to handle diverse mobile platforms. Joel has
experience in blockchain technology and is well-versed in R3 Corda
development and design. Additionally, his skills in cloud computing,
distributed file storage, and USSD/SMPP development make him a
valuable asset for projects involving scalability and real-time solutions.
Having co-founded and worked as a developer at Howwe Uganda
Limited, Joel was instrumental in creating the Howwe news mobile app
and implementing complex back-end algorithms for the website using
PHP. His role in building and upgrading the Mikolo wedding planning
website and app demonstrate his proficiency in Java and Laravel,
contributing to a seamless user experience. With excellent
communication, time management, and organizational skills, Joel has
successfully led and collaborated on various software projects. His
technical prowess and proven track record make him a reliable
candidate to contribute significantly to the success of this proposed
project.

3. Joseph MATOVU - Lead Software Developer: Develop the mobile app and
AI systems, focusing on security, scalability, and performance.
Matovu is proactive and detailed-oriented Software Engineer with 5 years
of experience in mobile and web application development. Has a
bachelor’s degree in Computer Science from Makerere University
Kampala. Proficient in Java, Kotlin, flutter and Web Technologies like
Laravel, React. Adept at collaborating with cross-functional teams to
deliver high-quality software solutions. Passionate about leveraging
technology to solve real-world problems with strong focus on user
experience and performance optimization. He has worked on numerous
projects that include; iKnowFarm Application, LYA Application, Jaguza
Applications, MaxHealthApp & BeBetterApp, Uganda Golf Union App,
and GMove App – Global Diaspora Network.

4. Brazio Ziyal AMANYA - UI/UX Designer: Ensure a seamless user experience,


adapting the interface for different device types.
Amanya currently holds a bachelor’s of science degree in Information
Technology from Mbarara University of Science and Technology and a
certificate in Software Engineering from Refactory, Clarke International
University. He has worked extensively as a web designer and developer for
5 years now. As a web designer and developer, he has an in-depth
understanding of web technologies like PHP, HTML/CSS, JavaScript/jQuery
and LAMPstack servers that host web regular installations. He has worked
in Laravel, Joomla, WordPress, Figma, vTiger and SuiteCRM, Photoshop for
graphic designing, and many Open-Source technologies for many years
on different kinds of web projects and scope and is considered an
advanced user. He has built themes, plugins and other extensions for CMS
platforms – Joomla and WordPress. His experience also includes building
responsive and mobile experiences. In software engineering, he’s
comfortable using source code management tools such as GIT. He also
has familiarity with relational databases such as MySQL and non- relational
databases like MongoDB and an understanding of RESTful Web Services
technologies such as JSON, SOAP, and HTTP. With his interpersonal skills, it is
possible for him to work within a team.
5. Kevin KWIZERA - Business Analyst: Gather requirements, map out business
processes, and ensure alignment with stakeholder expectations.
Kwizera is an accomplished IT consultant and DevOps engineer with over
a decade of experience in IT administration, web development, and
cloud computing. He has held various roles, including system administrator
and project manager at AFRIREGISTER, part-time IT consultant at CENAP,
and IT administrator at the Tujenge Africa Foundation. Kevin has also been
a freelancer since 2020, further expanding his skills in IT infrastructure
management, consultancy, and technical support. His international
experience includes internships in Tunisia and Burundi, where he honed his
expertise in network administration, server configuration, and web
application development.

With strong technical skills in cloud infrastructure, virtualization, and web


development, Kevin has designed and developed dynamic websites, e-
commerce applications, and managed domain names using platforms
like WHMCS and Cpanel. He is proficient in programming languages such
as PHP, Python, and Java, and frameworks like Django and Laravel. His
expertise extends to cloud solutions like AWS and OpenStack, as well as
virtualization tools like VMWare and Docker. Additionally, Kevin has
significant experience in training and mentoring IT professionals, managing
internships, and leading IT projects. His academic background in cloud
computing and IT architecture, coupled with fluency in multiple
languages, further enhances his ability to manage complex IT projects
and drive innovation.

6. Esther NDYOMUGABI - Quality Assurance Engineer: Responsible for testing


and ensuring the system meets quality and security standards.
Ndyomugabi with a background and expertise in IT security and QA
engineering, has a post-graduate diploma in Information Systems from
UMI, an IT degree from Kyambogo University as well as advanced diploma
in software engineering from Aptech.

She has worked with a couple tech companies that include NtactIT, Niche
Kreative, and Andela which elevated her skills in the information systems
security, quality assurance, systems reliability and performance. Her in-
depth understanding of the systems security dynamics and her
experience of over 6 years makes her an ideal team player in this
assignment.
7. Ambrose MUGANGA - Legal Expert: Provide legal guidance and expertise
regarding the project and implementation dynamics.
Muganga is a lawyer with three years’ experience specializing in Labor
and Employment Law and Public Interest Litigation. He holds a Bachelor's
Degree in Law from Nkumba University and a Post Graduate Diploma in
Legal Practice from Law Development Center. He also holds a Certificate
in Public Interest Litigation, a Certificate in operation of Africa Continental
Free Trade Area (AcFTA). He has worked with different organizations in the
field of law and governance like East African Crude Oil Pipeline (EACOP)
in the land acquisition and resettlement process, among others. He’s also
a director at Ibabaza Media Ltd.
7. Quality Assurance and Risk Mitigation

7.1 Quality Assurance

Our quality assurance measures will include:


• Automated Testing: To ensure quick detection and correction of bugs.
• Code Reviews: Peer reviews to ensure high code quality and security.

7.2 Risk Mitigation

Identified risks and mitigation strategies:


• User Adoption: Provide extensive training and support to encourage
adoption.
• Technical Challenges: Use proven technologies and approaches to
minimize risks related to system integration and AI functionality.
• Data Security: Implement robust encryption protocols and ensure GDPR
compliance.

8. Budget Estimate and Payment Schedule


Based on the ToR, we propose the following payment schedule:
a) 20% upon submission of the inception report.
b) 20% upon the successful pilot deployment.
c) 60% upon final system handover and approval.
9. Conclusion
We are committed to delivering a secure, scalable, and user-friendly Rwanda
Amategeko Mobile App that meets the needs of the Rwandan public. We
are confident in our ability to successfully complete this project and look
forward to collaborating with the Ministry of Justice and UNDP to achieve
Rwanda’s digital transformation goals.
