Summer League 2023 General Rules and Guidelines
1. All participants must be a bona fide resident of Brgy. Tacdangan Cabatuan Iloilo, or at
least has stayed in the community for the last 4 months.
2. There shall be 4 categories namely Midgets, Juniors, Womens, and Seniors respectively
that will vie for the basketball and volleyball events.
3. Each team must have a maximum of twenty (20) players each.
4. Each team has an assigned member of the Brgy. Council as their head coach and team
manager.
5. Each team should have a uniform (any jersey or matching colored shirts) with a unique
number at the back to participate in the tournament.
6. Players of each team should play for only one team participating in the league.
7. Any player/s whose name/s were not listed on the official team roster are not allowed to
play in any game.
8. The league shall follow a double round robin system.
9. No players are allowed to play if he/she is under the influence of hard liquor drinks,
smoking or drugs. The committee reserves all the rights to disqualify the player or may
not be allowed to play in the entire duration of the game.
10. In case of any clarifications or questions, only the head coach and the respective team
managers are allowed to present it to the committee.
1. The head coach or the team managers and team captains should attend the meetings
set by the organizers for proper implementation of the league.
2. The coach or team captain should disseminate information to its team members.
3. They are the only ones allowed to discuss calls to the officials. They are also responsible
for the behavior of their team.
1. A player who is ejected out of the game by the referee shall not be allowed to continue
to play.
2. If the player is ejected out of the game for the 2nd time, he will be suspended for the
remaining games of the league.
3. Players who are ejected from the game should not be replaced on the team roster.
4. Once a player has played for a team, he cannot move to another team and his spot on
the roster is locked. He cannot be replaced.
5. Any team member that engages in fist fight, brawl, argument before, during, and after
the game within the venue of the game will be subjected to: Automatic disqualification
from the league and banned from the future games; Liability for any physical injury
and property damages or losses; or Civil case by the organizers.
6. Walk-out: After 15 minutes, automatically, the team who walked out will be declared
disqualified from the league.

1. When a player is assessed his 5th personal foul, he is considered fouled-out and shall
not return to play in the game.
2. Substitutions will only be allowed in dead ball situations. The substitute must report to
the committee and may only enter the court when called by the referees.
3. Players must stay in their designated areas at all times during the game play.
4. All technical fouls are counted towards the players’ 5 personal foul allowance. Two
technical fouls committed by a player in the game will be ejected and must leave the
court premises.
5. For safety of all, the players must remove all jewelry prior to the start of the game.
6. Players must notify the committee prior to the beginning of the league if they have a
medical condition. Organizers are not responsible for whatever circumstances and
unavoidable injuries that may happen.
1. There must be six players on court for each team, who each must rotate one position
clockwise every time their team wins back service from the opposition. Only the three
players at the net positions can jump and spike or block near the net. The backcourt
players can only hit the ball over the net if they jump from behind the attack line.
2. Substitutions are allowed during the game. The team scored a point on every rally (Rally
Point System), regardless of which team served.
3. Matches are played best of five sets. The first four sets are played to 25 points, with the
final set being played to 15 points. A team must win a set by two points. There is no
ceiling, so a set continues until one of the teams gains a two-point advantage.
4. The team may opt to have their libero. Provided that this player wears a different
coloured uniform from the rest of the team and can be substituted in backcourt for any
player on the team. The libero cannot serve, spike the ball over the net or rotate into the
front-line positions. There must be at least one point played between a libero substituting
off for a player and going back on the court for another player – hence he/she cannot be
on the court for the whole game.
5. Players must stay in their designated areas at all times during the game play.

V. Defaults/Forfeits
1. If a team is not yet ready to start the game with at least five (5) players for basketball or
(7) players for volleyball signed in and out of the court at the scheduled game time, A ten
(10) minute grace period will be given to the team. After 10 minutes, they will be
forfeited.
2. Teams that are forfeited thrice shall be disqualified in the league.

VI. Protest
1. No protest shall be entertained while the game is on-going. All clarifications and
complaints will be dealt with accordingly on a case to case basis. It must be in writing
and must be submitted within 24 hours after the conclusion of the game to the
committee. The team captain or head coach/team managers may file the complaint and
must have specific details about the player’s information.
2. All protests will be deliberated accordingly.
1. A player may be ejected from the game if he/she receives two (2) technical fouls in that
particular game.
2. If a player is ejected from the game twice, he is ineligible to participate in the league.
3. If a team receives four (4) technical fouls in one (1) game, they will be forfeited and
disqualified.
