Make an insight about the historical background of various law enforcement and public safety
and discuss.

A. Pre-Spanish Period
The forerunner of the contemporary police system was the practice of barangay chieftain
to select-abled bodied young men to protect their barangay during the night.
 The chieftain chooses young men who seems to be capable of protecting the
barangay (young men that is mostly well built that is capable of fighting) at night
when most of the people are vulnerable towards violence. Also, one of their duties
were to protect the properties of the people in the barangay and protect their crops
and livestock from wild animals.
B. Spanish Period

1. Carabineros de Seguridad Publico (Mounted Police) – 1712


-Organized in 1712 for the purpose of the carrying the regulations of the department of
state this was armed and considered as the mounted police years after this kind of police
organization discharged the duties of port, harbor, and river police.
 Mounted police organized in each town to maintain public security and order in
the town by making patrol.
2. Guardrilleros (January 8, 1836)
-By virtue of a Royal Decree, the Rural Police, known as the Guardrilleros were
established in each town. The law provided that five percent (5%) of able-bodied male
inhabitants of each province was to be drafted in the police service for a three-year tour
of duty.
 According to the Royal Decree, it is mandatory to the able-bodied male citizens of
a province should serve three years of duty as rural police.
3. Guardia Civil (February 12, 1852)
-This was created by Royal Decree issued by the Crown on 12 February 1852. With the
dual function of a soldier and policeman whose duties ranges from the suppression of
brigandage by means of patrolling to partially relieve the Spanish Peninsula Troops of
their work in policing towns.
 The establishment of Guardia Civil gave the Spanish colonizers a control over the
centralized police administration.
C. American Occupation
The Philippines was ruled by the Americans in two ways.
1. The military government appointed by the American President.
2. Civil Government in by the American civilian officials appointed by the American
president as well. But later, run by the Filipino officials elected by the Filipinos
D. Japanese Occupation
1. Kempeitai – Japanese Military Police
-they were responsible for ensuring military discipline; gathering intelligence and
carrying out subversion work; maintaining law and order; and policing thoughts in the
civilian populations of Japanese-occupied territories.
2. Metropolitan Constabulary
-is the name of Manila Police Department after it was renamed under the Bureau of
Constabulary
E. Martial Law Period
The declaration issued under Proclamation 1081 suspended the civil rights and imposed
military authority in the country.
 During the Marcos Dictatorship, former president Ferdinand Marcos wanted full
control over the Military and Police and suspended civil rights in the country
leading to many years of abuse of human rights and power.
F. Modern Era
The Department of the Interior and local Government Act of 1990 paved way for a new
era for the Philippine law enforcement as the law ordered the total merger of both the
Philippine Constabulary and the Integrated National Police and formally created the
Philippines National Police.
 They enforce the law, prevent and control crimes, maintain peace and order, and
ensure public safety and internal security with the active support of the
