NOTICE
As per the procedure laid down in the Civil Services Examination Rules-2024, the
Medical Examination of the candidates appearing in Interview/Personality Test is
conducted for checking the physical health of a candidate preferably on the next day of
Interview/Personality Test. Rule 18 of CSE Rules-2024 stipulates that a candidate must be
in good mental and bodily health and free from any physical defect likely to interfere with
the discharge of duties as an officer of a Service. Any candidate, who afier such Medical
Examinations as may be prescribed by the Government or the appointing authority, as the
case may be, is found not to satisf' these requirements, will not be appointed. This applies
to all candidates, except in case of those recruited against vacancies meant for "Persons
with Benchmark Disability" category to the extent of the admissible disability. jji.

Examination process and is, therefore, mandatory.

3. The candidates, whether their names are recommended in the Main List by UPSC
or otherwise, are advised to go through the provisions of Civil Services Examination-2024
Rules regarding Medical Examination. The candidates are also advised to visit this
Department's website regularly at the following link for new notifications:
https ://cseplus.nic.in
9. The candidates can download the instructions regarding their Medical Examination
by logging into this Department's website by using their registered email-ID and password
generated during the registration process. The candidates are required to appear before the
Medical Board as per the schedule mentioned in their Medical Examination Scheduling
Letter without fail. The candidates are further advised to adhere to the instructions
mentioned in the Medical Examination letters and the instructions conveyed to them by the
staff and officers of Medical Board of the concerned hospital.
10. The candidates are required to fill up the declaration form by logging into this
Department's website and they must carry at least two printed copies of the declaration
form and Medical Examination Form to the designated hospital where their Medical
Examination is scheduled. A copy of this Medical Examination form is to be handed over
to the Medical Board for further necessary action.
13. In case a candidate is declared 'Temporarily Unfit' by the CSMB, the candidate is
advised to get himself/herself assessed for fitness by a Registered Medical Practitioner and
submit the Fitness Certificate to this Department issued by the concerned Registered
Medical Practitioner. The Candidates are required to upload scanned copy of the Medical
Fitness Certificate on DoPT's website on the dedicated web-page of the candidate. The
candidate would be informed about scheduling of reassessment through email. The
candidate is also advised to furnish the original Medical Fitness Certificate to DoPT
through speed post/registered post within a stipulated time from the date of uploading of
Medical Examination Report on the website of DoPT, to enable this Department to
schedule reassessment of their fitness by the CSMB and thereafter, Service Allocation can
be finalized without any further delay. This would eliminate chances of delayed joining
and training of the candidates allocated to a Service.
14. All candidates who are declared 'Temporarily Unfit' are advised to undergo and
complete their Medical Examination within the stipulated period. The candidates are
advised not to wait for the final result to be declared by UPSC.
Note-I: The candidates who are declared 'Temporarily Unfit' cannot file any
appeal against the findings of CSMB through web portal until their
Medical Examination is completed.
Note-Il: Fitness Certificate issued by the Registered Medical Practitioner is only to
indicate that the candidate's case is fit to be reassessed by the CSMB.

Note-IL!: The findings of the CSMB in this regard would be final unless an appeal is
filed under the CSE Rules-2024 against the same. In that case, the findings
of the Appellate Medical Board (AMB) would be final.
All Candidates (other than PwBD category candidate) declared Unfit for a particular
service(s)! All Services on general medical standards
15. Some candidates (other than PwBD category candidate) are declared 'Unfit for
Police Services/Unfit for Technical Services/Unfit for All Services' by the Central
Standing Medical Board (CSMB). In case of dissatisfactionldisagreement with the report
of the CSMB or its recommendations, such a candidate may prefer an appeal online to
DoPT through the dedicated web-page of the candidate on DoPT's website at the link
https://cseplus.njc.in within 7 (seven) working days from the date of publication of
medical report on the website.
16. If a candidate fails to prefer an appeal within the aforementioned period of 7 (seven)
working days, no request for re-consideration for the appeal would be entertained and the
findings as communicated by the CSMB would be treated as final for Service Allocation,
in case the name of the candidate is recommended by UPSC.
17. After filing of appeal by a candidate within the stipulated period, the Medical
Examination by the Appellate Medical Board (AMB) would be arranged at a designated
Hospital in Delhi, preferably other than the one in which previous Medical Examination
was conducted. The candidate would have to be present before the AMB on the date and
time indicated in the notice for the same which will be uploaded in the website on the
dedicated page for the candidate concerned. No separate notice would be sent by post.
Failure to appear before the AMB on the appointed day would tantamount to
forfeiture of the opportunity of appeal for the candidate. No further opportunity for
appeal shall be provided in such a case and the recommendation of the CSMB would
be deemed final. Please refer to Regulation 4 (6) of CSE Rules, 2024 in this regard.

19. In case a PwBD category candidate who is claiming reservation under the RPwD
Act, 2016 files an appeal against the findings of the General Medical Examination Report
(i.e. other than the percentage of disability aspect), the Medical Examination by the
Appellate Medical Board (AMB) would be arranged at any hospital in New Delhi other
than Safdarjung Hospital. The candidate would have to be present before the AMB on the
date and time indicated in the notice for the same which would be uploaded on the website
on the dedicated page for the candidate concerned. No separate notice by post would be
sent. The opinion of this AMB would be final and no appeal would lie against its opinion.
Failure to appear before the AMB on the appointed day would tantamount to
forfeiture of the opportunity of appeal for the candidate and the recommendation of
CSMB would be deemed to be final.
20. In case a PwBD category candidate claiming reservation under the RPwD Act, 2016
whose percentage of disability is found to be less than 40% (i.e. less than the Benchmark)
by a Benchmark Disability Expert Panel (BDEP) files an appeal against such finding on
the aspect of percentage of disability, Candidate filing an appeal against the report of the
BDEP will be referred to Appellate Disability Medical Board (ADMB) constituted at
Army Hospital (Research & Referral), Delhi. ADMB will comprise of members who
would be of suitable rank and position and the same would invariably be headed by HOD.
The candidate will have to be present before this Board on the date and time indicated in
the notice for the same which will be uploaded on the website on the dedicated page for
the candidate concerned. No separate notice by post would be sent. The opinion of this
ADMB would be final and no appeal would lie against its opinion. Failure to appear
before the ADMB on the appointed day would tantamount to forfeiture of the
opportunity of appeal for the candidate and the recommendation of CSMB regarding
Benchmark Disability would be deemed to be final.
Miscellaneous
21. The candidates are further advised to regularly check the website of this Department
and their registered e-mail with this Department, which they have mentioned in UPSC
Detailed Application Form (DAF) of CSE (Main), for updates from this Department
regarding Medical Examination, etc.
22. All communications either by post or e-mail to this Department should necessarily
include the following details/information clearly: (i) Roll No.; (ii) Name of the
examination with CSE year; (iii) Full Name in Block letters; (iv) Contact No. & Full Postal
Address; and (v) E-mail ID.

23. All communications should be addressed to the undersigned by name by
Registered/Speed Post/E-mail. For updates on Medical Examination Results, Service
Allocation and any kind of verification, candidates are advised to visit this Department's
website i.e. https ://cseplus.nic. in.
24. Candidates are requested to strictly comply with the directions/instructions issued
by Department with regard to Medical Examination as communicated to them through this
Notice and any communications thereafter, as may be further issued from time to time.
