ADDENDUM NUMBER 2

November 8, 2024

The following changes, additions, and/or deletions are hereby made to the RFQ documents for
“Water Treatment Plant Process Redundancy and Medium Voltage Upgrades -
Construction” as fully and completely as if the same were fully set forth therein:

Item 1: Mandatory Submission Requirements

• Delete: Completed Schedule 1 – Pricing

• Add: Completed Amended Schedule 1 – Pricing Rev 1

Item 2: Drawing Revisions

- The attached revised drawings (Attachment 4) are attached to this addendum and
supersede the previous versions. All bidders are required to review the revised drawings
and incorporate any changes into their submission.

Item 3: Transformer Oil (Supply)

- Delete 26 12 13 – Liquid Filled, Medium Voltage Transformers – Installation item 2.2.1


and replace with:

.1 The contractor is responsible for supplying, filling, and DGA testing the mineral oil for
the City-owned power transformers. Mineral oil to be Petro Canada Luminol TRi
Transformer Fluid (Class A, Type IV in compliance with CSA C50-14 (2023) Mineral
Insulating Oil for Transformers). The quantities required are as follows:

1. T-9004-1 and T-9004-2: 8000 L each


2. T-9020-1 and T-9020-2: 6000 L each
3. Supply an additional 5% volume of oil for each transformer for future top
up by the Owner.

Item 4: Price Breakdown and Invoicing

- A revised Schedule 1 – Pricing form (“Rev 1”) is attached to this addendum. Costs
associated with the “Process Redundancy” scope are to be separated from the “Medium
Voltage Upgrades” scope of the project due to funding, reporting, and grant
requirements. The division of the scope is generally summarized below:

o Process Redundancy Scope:


 New High-Rate Clarification (HRC) Building
 Installation of HRC Equipment
 Chemical and Ballast Systems (Hydrapol and Hydrasand)
 Process Piping and Equipment (Excluding High Lift and Low Lift Pump
Packages)
 Residuals Handling Facility Piping
 Underground Piping
 South Plant Site Works:
 Instrumentation, controls, and power related to the installation of new
process equipment.

o Medium Voltage Upgrades Scope:


 Transformer Patio
 Duct Banks
 Electrical Equipment Demolition
 High Lift Pumps (HLP) and Low Lift Pumps (LLP)
 VFDs for HLPs and LLPs
 North Plant Site Works
 Switchgear
 New Electrical Rooms (Renovations in Plant 3)
 Fire Alarm System

- Throughout the project, the Contractor must invoice such that these two major
components of the project scope are clearly separated, each with a subtotal.

The Tenderer shall acknowledge receipt of this Addendum in accordance with the instructions in
the Bids and Tenders Bidding Platform.
