Proposed Decentralized Printing Solution for NID
● Printing/ Personalization of NID cards is done at multiple
locations (PSA PFRC).

● Printing of the 30 Million backlogs starting 4Q of 2024.

● End-to-end process: from registration to printing,


authentication and issuance of National ID directly to the
registrants.

● Print-as-a-service: PSA will be billed and pay per number


of fulfilled NID cards. Cost, maintenance, risk and
accountability of the machine lie with the provider.

Steps to Realize the Decentralization of Printing
of NID Cards

❏ Secure a letter from BSP to terminate current MOA for centralized printing of national ID
❏ Pass PhilSys Council Resolution to support the decentralized Printing of National ID

negotiated procurement Agency-to-Agency agreement
❏ Sending of request for quotation to prospective government agency service provider (NPO and APO)
