The location of the crude unloading facilities .is at the
I northern shore of the island of Nusa Kambangan just op
I ·- posite the town of Cilacap and the nearby refinery on the
main land.
This location is favoure·d due to the following .reasons .:
- The location is sheltered from wave attack from the Indian
Ocean by the island. - •
- The prevailing Wil}9J3 are such that they push the ships
against the breasting dolphins. ·
- S !_,1=£;i.ent..:..§2.! d i§:...a:v:. .il.§,J?.!..:., and tim\e requil"ed to make
further studies·does not affect execution time.
The length of piles of platforms .and dolphins is rather
short, and increases in northerly direction (Java site),
becaus e the bed r9_:_ls- J;l.o - -" dip of 2 1".

A location on the Java site requires extensive time con
suming hy.q;rographical studies, in particular if a protec
tive JgJ?.:!:E..,fu. s considered, because of the disturbance of
natural hydrolog;ical .balance...

The existing water depths of the approach channel to the pro
L1 jected Crude Island .Berths do not allow the passage of tankers

3. BREASTING DOLPHINS
The solution of a rubber fender mounted on a fixed structure
·: has been chosen because :
- The available soil data show .a vast variation in the_J:ied,+
rock levels , and it reaches levels up to 5 metres t<f

The scope of work consists of .:

The proposed crude unloading facilities will be J.ocated at


the northern shore of the island of Nusa Ka.m.bangan,
just.opposite the town of Cilacap and the nearby refinery,on
the mainland.

The new facilities will be of the island berth type, which will
be connected with the refinery by sub-marine pipelines across
the channel between the island of Nusa Kambangan and the main
land.

has to be deepened, lengthened and its lay-out improved.

Each platform is connected with the existing tankfarm by
pipelines which cross.·the river.
A total of seven mooring dolphins is provided to moore the
vessels to the platform. Each platform is equipped with
four breasting dolphins.

Long span cat walks link the inner breasting dolphins with
the loading platforms..

Each platform consists of a reinforced concrete deck support
ed by concrete beams The whole superstructure is founded
on a group of vertical piles,. driven down to the load bear
ing strata, and A-frames anchored into the. rock, which great

with the requirements of·other shipping traffic to and from
the harbour of Cilacap.
Contractor's ship being of not too big a size (3000-4000 m3)

1.1 General

a) 'I'he dredgingworks mentioned in this contract involves the


dredging to be prescribed depths, width and alignment
of an accesscha.nnel to the new crude island berths, together

All dredging plant and associated equipment to be employed on

1.3 Temporary Buoys and Lighting

The Contractor shall provide at his own expence any temporary


buoys, lights, marks, beacons or any other navigational or
survey aids which he requires to facilitate his operations.

2. CIVIL WORKS
2.1. GENERAL

a. This section covers the requirements for materials and work


manship for the off-shore structures,.

f. When driving is suspended:


Reason, Time and Duration, Tip Elevation at Stopping Time, will

Defective or worn caps will be replaced.

h. Precautions will be taken to insure that the pfles are


driven to their required position and location and any
tendency to drift off position will be corrected
immediately.

j. Any pile driven beyond the allowable tolerances will be pulled


into position (if not overstressed) or redriven, removed or
cutt off and another pile will be driven in its place.

k. Driving of piles will be continuous without interruption


until the pile has been driven·to ·final resistance. If
interrupted, the continued driving will be performed :for at
least one minute before .the average penetration per blow
is.measured for. deter mining whether required resistance has
been met.

1. Piles will not be driven within 6 metres of concrete less


than thre·e ( 3) days set.

Welding and non-destructive testing in general will be per


formed in accordance with existing standards such as API,
ASTM, IIW & AWS. Exact procedures for welding and non
destructive testing will be prepared and submitted for
approval.
All welds in pipelines between launcher and receiver carryi g
hydrocarbon fluids will be subjected to 100% non-destructive
testing. To other systems in addition to visual inspection,
only a percentage of welds - to be specified in the non
destructive testing specification - will be more closely
examined.

4a.4.l. HYDROSTATIC TEST

All systems will be subjected to a hydrostatic test pressure


in accordance with the Codes.
The submarine pipelines will be tested wice, i.e. on
land, before installation on the sea bottom, and after
installa tion with the whole system as part of the
commissioning and start-up procedure.
Pressure holding time will be 4 hours. Exact procedure for
filling and testing will be submitted for approval.

temporary vacuum conditions. It will be possible to re
place seals without dismantling the major components of

coupling of all arms to electrically isolate the
vessels from the jetties.

Each bank .of arms will be provided with an independent


hy draulic power system for the "luffing" of the inboard
and outboard elements of the arms, the "slewing" of the
complete arm units.

4b.9,1, LAY-OUT AND ARRANGEMENT

•a. Arm lengths, clearances and locat on of the trunnion


swivel joint connection will be determined by the ven
dor based on the specified operating envelope. Lengths
and clearances will be determined on.the basis that
arms may be operated singly and in combination, as
specified.

b, Spacing between loading arms and the configuration of


outboard and apex swivel joints will provide for the
condition existing when adjacent arms are simultaneously
connected to adjacent manifolds. A single arm will be
able to accommodate tanker positions throughout the ope
rating envelope while adjacent arms are in the stored
position.

c. In the stored :position, no portion of the arm will extend


beyond the breasting face at full fender deflection.

d. A mechanical tie-down device will be provided to


lock the .loading arm in the stored position.

4b.9.2. DESIGN LOA.PS

a. Loads and forces. The loading arm shall be designed


for the effects of dead 3:-oad, fluid weight, fluid
pressure, wind, thermal effects, and the deflection
caused by these loads.

4b.9.3, ALLOWABLE STRESSES

Stress intensification factors. Stresses in·non-supported


elbow and pipebends will be calculated using stress
intensi fication factors per ANSI B 31.3. Strength
reduction will be considered in weld areas, where
appropriate, for the ma terial used.

4b.9.4. AUXILIARY PIPING AND ACCESSORIES

a. Washing connections, if specified, will be located at the


lowest practicable point on the riser.

b. . Vacuum breakers, if specified, will be located at


the apex of the loading arm. A method for ope:;-
ating and indicating th position of the valve at
the outboard swivel joint will be provided.

c. Drain connections will be provided at the lowest point


(s) on the outboard leg and riser so. that the arm can
be completely drained before disconnection from.the
tanker. This connection will be½ in. NPS ;minimum for

d. Flange rating and facing. The outboard flange of

tower only while in the stowed position. Wind and earth
quake loads will not be considered as acting together.

4c. 5,0 FABRICATION

4c. 5.1 General


Struct.ures and appurtenances will be fabricated and
shop assembled to the greatest extent possible. Items
specified to be field-installed will be fabricated such
that subse quent field work will be minimal.

Structural materials containing defects will not be


employed in the fabricat1on. Defective portions will be
removed from members or the defects will be repaired before
use to the satisfaction of the purchaser.

Shearing, flame-cutting will be done by mechanically guided


tools when praticable. All bevels and contour co ings for
welded connections will be carefully formed to obtain true
and accurate alignment between members.
Any bevelled edge that has been damaged will be restored to
.• the specified tolerances before welding.

4c. 5.2 Welding

General

All welding of structural steelwork will be in


accordance with the AWS standards DS where
applicable.

Wherever aluminium is used suitable - ts 1;.a..t, e insulations


will be interposed between the contract surfaces of
aluminium and steel components to minimise galvanic
corrosion and it will be of a seawater-resistance quality..

4c. 5.3 Marking


After shop assembling and erection all structural members will,
where appropriate, be suitably marked for field erection pur

A sliding door will give entrance to the control cabin.

From the control room platform a fixed cage ladder leads to the

b. Tubular sections

All mild steel pipe for structural fabrication will com


ply with ASTM A53 grade Boran approved equal. The
s:pecified minimum yield strength will be 3O.QOO P.S.I.

fabrica tion will conform to ASTM A36.

d. Bolts and Nuts

Bolts, washers and nuts will conform to the requirements


of ASTM A325 or an approved equivalent·.

All cast steel will comply with AS'l M A27 grade

approved equivalent.
4a.4.4. Welding

All welding of structural steelwork will be .in accordance


with the A.W.S. standards DS 0-66, where applicable..

4d.5.O. PROTECTIVE COATING and PAINTING

4d.5.1. Surfaces to be coated


All steelwork·and equipment., other than galvanized sur
faces will be coated.

Prior to painting all steel surfaces will be shotblasted


near to white metal finish.
As specified
two layers coating will be used namely:
one layer poxizinc, thickness 25 mu,
one layer epoxytar, thickness 80 mu.

4d.6.o. INSPECTION and TESTING

Inspection will be carried out by members of the


purchaser organization of designated representatives.

Purchasers inspection does not release the supplier either


from his guarantee obligations or from his uty to meet the
inspection requirements of any applicable governmental autho
rtty.

4d.7.o. DRAWINGS and DATA REQUIREMENTS

All transparant drawings .and cop:i.es will be submitted to the


purchaser for approval and .record purposes including the un-
• dermentioned informations.•

4d..7 .l. Outline drawings indicating the unit configurations and


basic dimensions.

4d.7.2. Weight and foundation loads of the complete hook assembly.

4d.7.3. A descript.ion of the control design, including equipment,


functions of the system and the electric logic.

4a..7.4. Manuals will be written, specially for the equipment


being furnished and will contain (but not be limited to)
the fol lowing information:

a. Details for the installation, commissioning, operation


and shutdown of the equipment without needing the
sup pliers assistance.
.b. , Setting and operating ranges of the equipment.

c. Bill of materials, part list and a set of final "as


built11 drawings.
BERTHING AID SYSTEM (B.A. S. )

5a.l. Integrated sonar berthing aid system comprising per platform:

distance indication through two separate channels..

The top of the tower will be 4,50 metres above the outer
breasting dolphin.

5a.. 3. Cabling from the transducers - juntion box to the sonar

5b.l. Start-up of the electric driven fire fighting pump will be


manual by push button operation. The diesel driven fire
fighting pump will be automatically started in the event
that not sufficient discharge pressure has been built up
within a certain time after the .start command has been
given to the electric pump or on electric supply failure.
Once the diesel pump has started (after maximum '3
attempts), the electric pump will be locked off till the
fire emergency
is over.

5c.

The communication cable from island berths to land will


transfer the following .signals:
- Indicating positionss.of certain valves.
- Running indication of .firewater P'91I1PS -
Telephone communication signals. One subscriber telephone'·
will be provided per berth in the control room at the
gangway tower. This subscriber telephone shall be con-
·,nected to the .existing refinery·telephone, exchange.

5c.2. The cable laying included in the scope of work


terminates at battery limit.s specified on drawings
i.e.. 500 meters from shore, towards the refinery.

5d. CATHODIC PROTECTION

The structure shall be insulated from the submarine pipelines


by insulating flanges, or other means.

5e. Fresh Water

No provisions have been.made for utility and potable


water at the berths. Any water requirement for the
tankers will be :provided via waterbarge by PERTAMINA.
