Elections
•the process by which voters in a country
select the officials who will exercise the
powers of government for a period fixed
by law.
Elections
• In essence, these are the basic characteristics of
elections:
1. they are political exercises;
2. they select officials who shall serve for a definite
term or specific period;
3. they often provide the means for the expression of
the popular will; and
4. the decision of the voters in fair, free, and honest
elections cannot be questioned.

SUFFRAGE
TYPES OF ELECTION
- Regular election - one conducted nationwide of the
country to select the officials who will succeed in
certain political subdivisions the incumbents after their
full terms have ended.

- Special election - one conducted to select the official


who shall serve for the unexpired part of the term for
which the incumbent has been elected. The vacancy
occurs when the incumbent dies, is incapacitated,
WHO CAN VOTE?
• Every citizen of the Philippines, not otherwise
disqualified by law,
• 18 years of age of over on the day of the
election,
• who has resided in the Philippines for one
year and in the city or municipality wherein he
or she proposes to vote for at least six months
immediately preceding the election, may register
as a voter.
• To exercise the right to vote, the qualified
elector must be registered in the permanent
list of voters for the city or municipality in
which he or she resides.

be held on the second Monday of May.

- principal government agency
tasked by the Constitution to
enforce and administer all laws
and regulations concerning the
conduct of regular and special
elections.

- This provision has given the
COMELEC all the necessary and
incidental powers for the body
to achieve the objective of
holding free, orderly, honest,
peaceful, and credible
elections.
Powers and Functions of COMELEC
•QUASI-JUDICIAL - power to resolve controversies
arising from the enforcement of election laws and
to be the sole judge of all pre-proclamation
controversies.
•QUASI-LEGISLATIVE- issuance of rules and
regulations to implement the election laws
•ADMINISTRATIVE- refers to the enforcement and
administration of election laws
The COMELEC is composed of a Chairman
and Commissioners
The COMELEC Chairman and six
Commissioners should be:
- natural-born citizens of the Philippines and,
at the time of their appointment,
- at least 35 years of age
- holders of a college degree, and
- must not have been candidates for any
elective positions in the immediately preceding
elections.
- Majority of the members of the
Comelec, including the Chairman,
shall be members of the Philippine
BAR who have been engaged in the
practice of law for at least 10 years.
AUTOMATED ELECTION SYSTEM
AUTOMATED ELECTION SYSTEM
•has been adopted to ensure free, orderly,
honest, peaceful, credible, and informed
elections that will ensure the secrecy and sanctity
of the ballot and all elections
•The 2010 election was the first national election
that utilized an automated election system.
•Benigno Simeon Aquino III was elected President
in that election.

As a citizen of this country, it is your right and responsibility to
vote. If that day comes, what will be your pledge?
A. On a short bond paper, write a 5-8 sentences PLEDGE OF
COMMITMENT on being a true and responsible voter. (You can
put designs on your bond paper but make sure that your pledge
is readable.)
B. Wearing your uniform or formal attire, record a video of
yourself reciting your pledge (It should be memorized). The
video should be a half-body shot and eye-level shot. You may
raise your right hand while reciting the pledge. Upload it on OUR
Google Classroom on the Date which will be announced by your
teacher.
