1. What is the role of UB in providing quality education?

University of Batangas plays a crucial role in providing top-notch education by


offering a variety of academic programs that adhere to industry standards. The
institution equips students with the knowledge and skills necessary for success
outside the classroom. By delivering quality education, the university promotes the
personal and professional growth of students, enabling them to thrive in the global
landscape.
Ensuring the delivery of excellent education necessitates the institution's
commitment to upholding elevated educational benchmarks throughout its various
programs. This involves the development and implementation of a curriculum that is
both pertinent and current, aligning with prevailing standards. The university takes
great care in equipping students within their chosen fields of study with a solid
knowledge base and a range of skills. Moreover, the university endeavors to prepare
students for the forthcoming challenges they may encounter in their professional
endeavors. By providing ample and practical knowledge relevant to their desired
careers, the university aims to ensure that students are well-prepared and equipped.
The university's dedication to fostering a favorable learning environment is evident
through its investments in modern facilities, resources, and equipment. Whether it be
cutting-edge facilities with high-level equipment or libraries stocked with pertinent
literature and digital materials, the institution prioritizes providing students with the
resources they need to excel academically. By offering functional and effective
sources, the university aims to support students in their studies and encourage their
involvement in practical learning and research pursuits.
Moreover, the institution goes beyond its core curriculum by extending the
students' horizons through the provision of exchange programs in different countries,
internships, and collaborative opportunities. These initiatives serve as a catalyst for
students to immerse themselves in their chosen field, fostering skill development,
industry insights, and an expanded network. By engaging in such endeavors, students
are able to apply the theoretical knowledge gained in the classroom to real-world
scenarios. This experiential learning opportunity allows them to gauge their proficiency
in undertaking tasks relevant to their future careers.
2. Explain the economic, spiritual and political situation of Batangas after World
War II?

After the war, Batangas, along with the entire Philippines, found itself in a state of
economic turmoil. This period left Filipinos feeling powerless, vulnerable, and
uncertain about the future. It was the time when the people felt hopeless about their
situation. The people felt that there was no clear future for them. Their only concern
during that time was on how to survive on a day-to-day basis. The prospect of an
uncertain fate was so daunting that many chose to avoid contemplating it altogether,
fearing that the answer might be a bleak "none".

Various municipalities suffered complete destruction, alongside their respective


industries. Furthermore, the scarcity of labor also played a significant role in the
severe decline of economic activity. Many males from the province, who managed to
evade the Japanese atrocities, opted to enlist in the military due to the higher wages
offered in that sector. Commercial and industrial business owners were granted
financial aid, but their production capabilities were severely limited due to an enduring
scarcity of labor in the years following the war. Consequently, the cost of goods
experienced a dramatic increase.

Politically, Batangas was in good hands. The town was fortunate to have Mayor
Roman L. Perez leading them, as his leadership ensured that Batangas did not endure
significant hardships. Thanks to the efforts of the townspeople, guided by Mayor
Perez, Batangas was able to convince the Japanese that they were a peaceful
community, resulting in minimal casualties. Furthermore, Mayor Perez's influence
played a crucial role in protecting Batangas from the atrocities inflicted by the
Japanese.

During that period, Filipinos relied on hope and prayers to maintain their spiritual
beliefs. Before the war, the people's hope was in educating their children, knowing
that a good education would lead to better opportunities and a brighter future.
Unfortunately, this hope was shattered as the educational system suffered greatly from
the destruction of school buildings. Many schools were burned down, resulting in the
loss of essential equipment, facilities, books, and other educational materials.
3. What are the names of founders of WPC?

Atty. Jesus Lorenzo Arguelles – a lawyer but also a


poet and a playwright. Jesus L. Arguelles worked as a
lawyer and took on cases for those who couldn't afford it,
always doing it for free. People saw him as a caring father
figure known for his generosity and empathy. His immense
commitment to WPC might have been the major factor
behind his unfortunate heart attack, ultimately resulting in
his untimely demise.

Mr. Juan Y. Javier - Born in Batangas. Every single day,


he would immerse himself in the company of the diligent
farmers. Rather than socializing with the affluent members
of society, he chose to spend his time with the
underprivileged. His unwavering empathy for the less
fortunate influenced him to lead a simple and unassuming
existence.

Rev. Fr. Vicente R. Catapang - a priest from Taal,


Batangas, and an educator. Fr. Catapang was more than
just a teacher. He was also a visionary and a source of
inspiration during difficult times. He had a deep
understanding of education and followed a philosophy that
combined Reconstructionism, Realism, and Idealism. Not
only did he guide and lead WPC, but he also played a
crucial role in rebuilding society.
Atty. Francisco Perez - senior member of the
provincial board. Francisco G. Perez was an active
Board Member in the province. His commitment to serving
the community selflessly made him a beloved figure,
resulting in his election win even without actively
campaigning. The people's gratitude towards him played
a significant role in his victory.

Mayor Roman L. Perez - Mayor of the Municipality of


Batangas. While prioritizing his family's well-being, he
actively advocated for education. His remarkable
character was widely acknowledged. The philosophies of
Abraham Lincoln and Jose Rizal, which emphasized
social justice, deeply impacted his beliefs. It is noteworthy
that he held the position of Mayor of Batangas at the time
when WPC was founded.

Atty. Pablo Umali – from Lipa City. Atty. Pablo Umali


was raised in a family that faced financial struggles.
Despite the challenges, he worked hard as a student and
completed his education. He graduated with a law degree
from the University of Manila. If he were alive today, he
would probably inspire other working students to work
hard and reach their goals, just like he did.
4. Who are the people or institution that played a role in establishing a university
and how did the university develop?

In early 1946, Mr. Juan Y. Javier and Atty. Jesus Lorenzo A. Arguelles opened a school
to provide affordable education for Batangueños. Mr. Javier and Atty. Arguelles sought
individuals of integrity, courage, dedication, perseverance, and leadership, deeply valuing
education. With Rev. Father Catapang, Atty. Perez, Mayor Perez, and Atty. Umali to
establish Western Philippine Colleges. The initial school was a rented house near
Batangas Trade School, now Batangas State University. During preparations for the July
4 parade, Atty. Arguelles had a fatal heart attack. The first courses offered are Mr. Juan Y.
Javier- First dean of Education, Atty. Francisco G. Perez- Dean of Liberal Arts, Ms. Gliceria
Martinez- Principal of the Elementary Department, Atty. Pablo C. Umali- Dean of
Commerce, Mrs. Flordeliza M. Arguelles- 1st principal of the Highschool department. Due
to an abrupt rise in students from 48 to 78, classes were moved to Javier’s house at D.
Silang and P. Burgos streets, now used by Jollibee. Rev. Fr. Vicente Catapang was
chosen as president by the Board of Trustees for his educational skills. The Elementary
department, established with other departments, had no enrollees until 1948. Classes
were initially held at a rented Knights of Columbus building due to space constraints.

In 1947, an educational partnership was formed, leading to the founding of WPC, Inc.
Mrs. Severina Orosa, along with other founders, signed the agreement. Mrs. Gregoria R.
De Jesus led a group to create the WPC Hymn, while Fr. Catapang designed the school
logo to reflect its philosophy and mission. The Deans of the Six Department are Mrs.
Flordeliza M. Arguelles- Secretary and Chief, Roman L. Perez- Treasurer, Mr.Francisco
Martinez- Recorder, Ms. Fausta Payoyo- Registrar, Ms. Gliceria Martinez- Principal of the
Elementary Department, Ms.Gregoria Redublo- Assistant Librarian, Dr. Godofredo D.
Rosales- College Physician. The Westernian Advocate came into the press in December
1950 with Pedro S. Tolentino, as the first Editor-in-Chief. In the academic year of 1954-
1955, there was a pause in the decrease of students enrolling in the college. Thanks to
the hard work and commitment of the devoted and faithful faculty members, the college
managed to bounce back from the unexpected decline.
5. Who are the different personalities that led to further development of the
university from 1956 to 1965 and how did the university evolved from earlier
decades?

From 1956-1965, Mr. Juan Javier and his iconic jeep exemplified the college's
value in the community and Bureau of Private Schools. In SY 1957-1958, new board
of Trustees were elected, Mr. Javier was re-elected as president and Mrs. Arguelles
as vice president. Ms. Vicenta De J. Nacu- Assistant Vice Principal Elementary
Department, Mrs. Aurora L. Velasquez Secretary-Registrar, Mrs. Georgia Redublo
and Sonia L. Velasquez- Cashier, Mrs. Adoracion R. Moraleja- Principal of the
Elementary Department. After the death of Atty. Fransisco on August 20, 1959
because of heart attack, Hernando, his son, took over the responsibilities of a father
for and in behalf of his Kuya Beling since Dr. Abelardo would not be able to go home.
Another election was held for the Board of Trustees, Mr.Juan Y. Javier- President, Mrs.
Flordeliza M. Arguelles- Vice President and High School Principal, Ms.Belen V. Perez-
Secretary, Mrs. Aurora L. Velasquez- Treasurer.

The accounting majors of College of Commerce tried their luck in the Certified
Public Accountants (CPA) examination. They performed very well in the first try with
four passers out of five candidates and two out of three examinees in the second hit
with passing scores in a very taxing and mind-boggling test. The high ratings of
passers at the bat and CPA examinations cemented the trust and confidence that
community had bestowed on the college. The prestige earned by the college
encourage more and more enrollees to flock at WPC. For this reason, more buildings
had to be added. The WPC-ROTC as a member of the Sword and Shield Fraternity,
always garnered first place in the yearly competition. Then, the Supreme Student
Council was organized for well-rounded training in leadership.

The Board of Trustees felt a demand and necessity of opening additional courses.
The secretarial department opened its doors in 1962 by offering the 2-year Secretarial
course leading to the title Associate in Commercial Secretarial Science (ACS), it’s a
part of the College of Commerce under Dean Atty. Eliseo Austria. Then, there were
new members of the faculty and key personnel, Atty. Pedro A. Tolentino - Dean of the
College Law, Ms. Vicenta De J. Nacu - Assistant Principal of the Elementary
Department, Ms. Violeta Gertes - OIC of the Elementary Department. Then, the WPC
publication “Westernian Advocate” was founded by Pedro Tolentino in early 1950s and
Pedro Castillo came to rescue and reactivate the school paper.

On January 12, 1964, Mr. Juan Y. Javier passed away. Juan A. Javier, Jr., his only
son, temporarily took over the reins of leadership so as to fill the vacuum until such
time that the next set of officers had been elected. Then a new set of Board of Trustees
were elected, Atty. Manuel Panganiban- Executive Committee, Dr. Abelardo B. Perez-
Vice Chairman of the Executive Committee, Mrs. Aurora L. Velasquez- Treasurer, Mrs.
Belen V. Perez- Secretary, Mr.Juanito Limbo- Auditor. Additionally, there were 10
members of Board of Trustees namely, Mrs. Flordeliza M. Arguelles, Mrs. Josefina V.
Javier, Mrs. Ofelia Hernandez, Ms. Rizalina V. Javier, Mrs. Conrada B. Perez, Mrs.
Mary Ruth Aceveda, Dr. Severina I. Orosa, Mr. Juanito V. Javier, Jr., Dr. Emiliano
Aquino, Atty. Juan V. Ramos.

Other organizations were born like the Westernian Press Club, the Student
Teachers’ Literacy Club, and the Student Catholic Action. Then the WPC decided to
joined the PRISAA with five entries in sports competition and won major awards. Then
the Faculty and Employees Club decided to introduce changes. The Women’s
Auxiliary Services, handled young ladies who decided to joined the military. Moreover,
there are new appointments Mrs. Remedios L. Cilindro- Appointed of the college of
education-normal, Mr. Petronilo Rosel- Took over as High School Principal, Mr.
Domingo Ramirez- Appointed dean of high school boys to assist the principal in
adolescent discipline, Mr.Diego Matibag- Liason Officer, Ms. Eugenia Sarmiento-
Appointed property custodian, Mrs. Damiana (Ka Yayang Quijano) Appointed as
canteen manager. On September 1965, the Westernian Press Club launched the
“Operation Kawanggawa” when the Taal Volcano. Mrs. Aurora Velasquez purchased
five adjacent lots with an area of 23,253 square meters at Hilltop site to solce the
accommodation problem. Then, a P100,00 three-story high school building was
constructed. Within ten years, WPC established a lot of organizations and building,
this was marked as a part of the greatness ang transforming WPC.
