Chapter I

INTRODUCTION

The National Service Training Program-Civic Welfare Training Service (NSTP-

CWTS) serves as a platform for us as students to develop civic consciousness,

leadership, and a sense of responsibility toward community welfare. At Palawan State

University-Roxas Campus, the NSTP-CWTS program is designed to equip students with

practical skills and foster values that prepare us to respond effectively to the needs of

our communities. One of the highlights of this program was the recently conducted

training Team Building, First Aid, Fire Safety, and Basic Life Support.

This comprehensive trainings focused on enhancing students’ abilities in crucial

areas that promote individual and collective safety, teamwork, and preparedness in

emergencies. The team-building activities encouraged collaboration, effective

communication, and the importance of trust among peers, fostering unity and

camaraderie. First aid and basic life support training equipped students with life-saving

skills, such as cardiopulmonary resuscitation (CPR), wound management, and handling

emergency situations. Fire safety education provided valuable insights into fire

prevention, evacuation procedures, and proper use of firefighting equipment, ensuring

students are prepared to act quickly and responsibly during emergencies.

The activities had a profound impact on the participants. Beyond acquiring

technical skills, students gained confidence in their ability to address real-world

challenges, realizing the importance of being proactive and resilient in difficult situations.

The training also reinforced values such as empathy, resourcefulness, and responsibility,

which are essential for building a safer and more compassionate community.

Furthermore, the activity highlighted the interconnectedness of personal growth and

community service. Students learned that their individual contributions, whether in

responding to emergencies or supporting group initiatives, can create a ripple effect that

benefits the larger society. The activities not only prepared us for potential emergencies

but also instilled in them a deeper commitment to civic duty and nation-building.

This report will detail the activities, lessons learned, and the overall impact of the

training, demonstrating how programs like these play a crucial role in shaping

responsible and service-oriented citizens.

Legal Basis of NSTP

The implementation of the National Service Training Program-Civic Welfare

Training Service (NSTP-CWTS) is guided by Republic Act No. 9163, otherwise known as

the National Service Training Program (NSTP) Act of 2001. This legislation was enacted

to enhance civic consciousness and defense preparedness among the youth by

developing their ethical values, patriotism, and leadership through training programs

aimed at nation-building. Signed into law on January 23, 2002, the NSTP Act fulfills the

state’s constitutional mandate under Article II, Section 2 of the 1987 Constitution, which

emphasizes the duty of the state to serve and protect its citizens.

Under this act, all first-year tertiary students enrolled in both public and private

educational institutions are required to complete one of the three NSTP components:

Reserve Officers’ Training Corps (ROTC), Civic Welfare Training Service (CWTS), or

Literacy Training Service (LTS). The CWTS component, in particular, focuses on

activities that contribute to the general welfare and betterment of the community,

including programs on health, education, safety, and environmental sustainability.
