Legal Basis of NSTP
Training Service (NSTP-CWTS) is guided by Republic Act No. 9163, otherwise known as
the National Service Training Program (NSTP) Act of 2001. This legislation was enacted
developing their ethical values, patriotism, and leadership through training programs
aimed at nation-building. Signed into law on January 23, 2002, the NSTP Act fulfills the
state’s constitutional mandate under Article II, Section 2 of the 1987 Constitution, which
emphasizes the duty of the state to serve and protect its citizens.
Under this act, all first-year tertiary students enrolled in both public and private
educational institutions are required to complete one of the three NSTP components:
Reserve Officers’ Training Corps (ROTC), Civic Welfare Training Service (CWTS), or
activities that contribute to the general welfare and betterment of the community,
