The type chart used in the Kanto Expansion uses the earliest known revisions of the Steel, Dark, and Fairy types. This means we're using the Spaceworld '97 Dark- and Steel-type, which are very different to their release versions, and the XY Fairy-type, which
so far has been unchanged in the series.
The reason the SW97 Dark- and Steel-type are used is because they are simply more balanced for an RBY environment, and are technically closer to it. They don't nerf Psychic as much, have arguably better weaknesses that make more sense, and generally
feel more compatible with what we have. It also makes Galarian Moltres far easier to implement, because having a Normal weakness makes it harder to hit the field, use Nasty Plot, and go off. There are accessibility concerns, but it's just preferred.
