Abstract

The report deals with one of the worst wars of our time, the Russia-Ukraine war. The impact

of the war has reached the whole world and the whole world is suffering the consequences of

this war.

The report basically seeks answers to 4 questions -

1. What is the cause of this war?

2. What is the effect of war on the whole world?

3. What could be the outcome of the war?

4. The condition of Bangladesh.

Although the war started ceremonially on 24th February 2022, it would not be wrong to say

that this war started much earlier. The independence movement of Ukraine in 1991, the desire

for an agreement with NATO in 2013, the occupation of 2 provinces of Ukraine in 2014, then

the resignation of the pro-Russian president and Zelensky's appeal to the state and finally

joining NATO are all the stories behind this war. Moreover, Russia never wanted Ukraine to

separate.

The war has been going on for almost a year. War goes on, bloodshed, death destruction.

More than 8.8 million refugees. Millions are internally displaced. The list of dead is long.

Apart from Russian troops, at least 29 people from 12 countries besides Ukraine have died in

the war. Russia did not expect the war to last so long. Because NATO member countries are

giving massive arms support to Ukraine, as a result of which Ukraine is still able to continue

the war.

The impact of the war between Ukraine and Russia is felt all over the world. As a result of

this war, the price of food grains is increasing, the price of fuel oil is increasing, the price of

fertilizer is increasing. The people of the world are suffering the result.

Moreover, the world is under threat of third world war and nuclear war.

This war has also affected Bangladesh. As the price of everything is increasing globally, the

price of everything is also increasing in Bangladesh.

There is no sign of an end to the war. The war will be longer.

Bangladesh is taking a neutral position in this war. Bangladesh is not taking sides directly.

Asking for a negotiated solution. However, Bangladesh is agreeing to Russia to some extent

for its own benefit. This is evident from the abstinence from caste voting.

Above all, we call for an end to the war. The West must move along with Russia and protect

the Third World countries from immediate economic collapse. He needs to end this war

through reconciliation. Everyone should come forward selflessly to end this war, giving the

highest importance to the interests of world peace and protection of human rights.

Introduction

_ On February 24, 2022 - When the eyes of the people of Ukraine are tipping, waiting for the

light of dawn, millions of Russian soldiers have reached the border of Ukraine. At this time,

Ukrainians woke up to the warning of airstrikes and explosions. The entire Ukraine is frozen.

Thousands of people run across the border for safe shelter. Mother says goodbye to her child.

Beloved embraces his beloved for the last time.

_ February 24 - The attack began in the morning when Putin announced a "special military

operation" to "demilitarize and de-Nazify" Ukraine, and a few minutes later, missiles and

airstrikes took place across Ukraine, including the capital Kyiv, followed by a multi-pronged

a major ground offensive begins. Since then, the Russia-Ukraine war and death with

destruction began. It would not be wrong to call this war, a war between NATO and Russia.

After World War II, the war between Ukraine and Russia is the only war that has directly or

indirectly affected almost all the countries of the world. Europe's largest refugee crisis since

World War II, with 8.8 million. More than 1 lakh people have become homeless. In earlier

days warfare was limited to warriors. Now the destruction, death, and bloodshed of common

people in war become inevitable. Wars caused by ethnic conflicts, class conflicts, and

communal conflicts are making thousands and millions of people homeless; The number of

refugees continues to rise.

The Russia-Ukraine war has just entered its second year. Hard to say how much longer it will

last. Russia did not achieve as easy a victory as it had hoped. Nevertheless, Russian forces

have established control over three or four important regions of Ukraine. Once engaged in a

war, getting out of it does not depend on one's will or reluctance. The outcome of the battle

depends on determining the ultimate victory or defeat. Modern warfare requires economic

capability. There has to be a system to provide the huge amount of money and resources

needed to continue the war on the battlefield. Russia is a big country and one of the world's

superpowers, so it may not be that difficult for the Russian Federation to continue its war

against Ukraine. But it was not at all possible for the adversary Ukraine to continue the war

for a long time. America and NATO countries continue to give him all kinds of help, making

it possible for him to continue the war.

_ President of Ukraine Volodymyr Zelensky told the Italian media La Repubblica, "If Russia

is supported by China with weapons, the third world war may start." (Daily Jugantor;

February 21, 2023).

Due to the war between Russia and Ukraine, the world is in a dangerous situation and the

world is heading towards World War III. The aggression of the Russian Federation on

Ukraine has created a situation, which is stalling the developing economic situation of a

country like ours.

- What was the main story behind this terrible war?

- What is the effect of this war on the whole world?

- Is Bangladesh taking a position in the war between Russia and Ukraine?

- What will be the result of this war in the future?

We are going to find the answers to the above questions through the following detailed report

"Russia v Ukraine, Overview and Possibilities".

History & Reason of The War

Prior to the conflict, Ukraine was a part of the Soviet Union until its dissolution in 1991.

Following independence, Ukraine faced significant political and economic challenges in

establishing a stable government and transitioning to a market-based economy.

In 2013, Ukraine's then-President Viktor Yanukovych rejected a proposed association

agreement with the European Union (EU), which sparked widespread protests known as the

Euromaidan movement. The protesters demanded closer integration with the EU and an end

to government corruption. The Euromaidan movement gained momentum and eventually led

to the ousting of President Yanukovych in February 2014. This event, known as the

Ukrainian Revolution or the Revolution of Dignity, resulted in a change in government and

the appointment of an interim administration. However, the change in power was met with

resistance in Ukraine's eastern regions, particularly in Crimea and parts of Donbass, which

have significant Russian-speaking populations. Pro-Russian separatists in these regions

opposed the new Ukrainian government and sought closer ties with Russia.

In February 2014, unidentified armed individuals, suspected to be Russian soldiers, occupied

key government buildings and military installations in Crimea. A controversial referendum

was then held, resulting in Crimea's annexation by Russia in March 2014, a move that was

widely condemned by the international community.

Following the annexation of Crimea, tensions escalated further in eastern Ukraine. Pro-

Russian separatists, supported by Russia, declared independence in the Donetsk and Luhansk

regions, collectively known as Donbass. The Ukrainian government responded by launching

a military operation to regain control of these territories. The conflict in Donbass led to a

protracted and volatile situation, characterized by clashes between Ukrainian armed forces

and separatist groups. Russia has been accused of providing military support, including

weapons and troops, to the separatists, although Russia denies direct involvement in the

conflict.

Attempts to reach a peaceful resolution, including ceasefire agreements and diplomatic

negotiations, have been made over the years. However, the conflict has persisted, resulting in

a significant loss of life, displacement of people, and ongoing humanitarian concerns.

Vladimir Putin, the President of Russia, has made various statements regarding Ukraine and

the events leading up to the Russia-Ukraine war. It's important to note that Putin's statements

represent his perspective and may not align with the viewpoints of other parties involved.

Here are a few notable statements made by Putin:

1. On Crimea: In March 2014, after the annexation of Crimea, Putin addressed the Russian

Parliament, stating that Russia acted to protect the interests of the Russian-speaking

population in Crimea and ensure their right to self-determination.

2. On Ukraine's political situation: Putin has expressed concerns about what he perceives as

the rise of ultra-nationalism and far-right elements in Ukraine's political landscape, which he

believes threaten the rights of ethnic Russians and Russian speakers in Ukraine.

3. On the conflict in Eastern Ukraine: Putin has consistently denied direct Russian military

involvement in the conflict in Eastern Ukraine, referring to the separatist movements as a

grassroots response to grievances against the Ukrainian government. He has called for a

peaceful resolution and emphasized the need for dialogue between all parties involved.

4. On Russia's actions: Putin has defended Russia's actions in Ukraine as being in line with

international law and justified them as protecting Russian interests and Russian-speaking

populations in Ukraine.

Many organizations have made various statements regarding the conflict between Russia and

Ukraine. Here are some key points from their positions:

1. NATO: The North Atlantic Treaty Organization has expressed support for Ukraine's

sovereignty, independence, and territorial integrity. NATO has condemned Russia's

annexation of Crimea and its destabilizing actions in eastern Ukraine. NATO has called on

Russia to respect international law, withdraw its forces, and cease its support for separatist

groups. The alliance has also provided political and practical support to Ukraine, including

through the provision of advisors, capacity building, and joint military exercises.

2. European Union (EU): The European Union has consistently supported Ukraine's

territorial integrity and sovereignty. The EU has condemned Russia's annexation of Crimea

and has imposed sanctions on Russia in response. The EU has also provided financial and

political assistance to Ukraine and has been involved in diplomatic efforts to seek a peaceful

resolution to the conflict.

3. United Nations (UN): The United Nations has been engaged in efforts to address the

conflict and promote a peaceful resolution. The UN General Assembly and Security Council

have issued resolutions calling for respect for Ukraine's sovereignty and territorial integrity,

as well as the peaceful settlement of the conflict. The UN has called for a ceasefire,

protection of civilians, and access for humanitarian aid.

4. OSCE: The Organization for Security and Co-operation in Europe (OSCE) has played a

significant role in monitoring and facilitating efforts to resolve the conflict. The OSCE has

deployed a Special Monitoring Mission to Ukraine to observe the situation on the ground and

report on developments. It has called for the implementation of the Minsk agreements, which

aim to achieve a ceasefire and political resolution to the conflict.

These are just a few examples of the statements and positions taken by NATO, the EU, the

UN, and the OSCE.

There was political instability in Ukraine. Yushchenko took power in Ukraine in 2005. He

promised to take the country out of the Kremlin circle and towards NATO and the EU

(European Union). In November 2013, the Yanukovych government suspended trade and

accession talks with the EU and attempted to restore economic ties with Russia. This led to

months of protests in Kiev. The protests turned violent in 2014. Several protesters lost their

lives. In April 2014, separatists from the eastern region of Donbas declared independence.

Relations between the two countries became hostile after the 2014 Ukrainian revolution,

which saw Russia seize Crimea from Ukraine and Russia's support for separatist fighters

from the Donetsk People's Republic and Luhansk People's Republic in the Donbass War. It

did. The 2014 Maidan coup ousted the pro-Russian government and deepened Ukraine's trade

ties with the European Union. This infuriates Putin. Former comedian Volodymyr Zelensky

defeated Petro Poroshenko in the April 2019 presidential election. Volodymyr Zelensky is

anti-Russian. Zelensky expressed his desire to join NATO and to promote cordiality with

NATO countries. Putin did not see it well and could not accept it. Putin has repeatedly

lamented the breakup of the Soviet Union, and he considers Ukraine an insignificant state

because of Ukraine's close cultural ties to Russia. Ukraine, on the other hand, was ungrateful.

Then, in late 2021, Russia began massing troops near the border with Ukraine, citing training

exercises.

Discussion and Findings

_ The Russia-Ukraine war has been going on for more than a year. This war has already

created an unstable situation and it is gradually increasing day by day. There is no sign of an

end to the Russia-Ukraine war. The Russian military launched dozens of missile attacks on

Ukrainian cities in what was considered an international aggression. It is Europe's biggest

refugee crisis since World War II. More than 88 million Ukrainians are fleeing their own

country and several million people are internally displaced. Since 1945, the Russia-Ukraine

war has been the most destructive conflict in history. The Western world sees the war as one

imposed by Russian President Vladimir Putin. But President Putin's decision to admit

Ukraine into the alliance in 2008 threatened Russia's existence, and Russia had to make that

decision. That means NATO has created an area of aggression for Russia in Ukraine. NATO,

the UK and the US continue to wage war against Russia by providing financial, military and

humanitarian aid to Ukraine. Western countries have been supporting Ukraine's anti-war

weapons. Russia is also using their powerful weapons against them. The Western world and

the United States are involved in the war by indirectly supporting Ukraine and providing anti-

war weapons. Both Russia and Ukraine are trying to protect each other and the situation is

threatening. Threats and counter-threats are coming from both sides one after the other -

(a-1) Russian President Vladimir Putin has already announced that the first stage of his

strategic nuclear weapon has been deployed in Belarus. The Russian president said at a forum

that it will be used only when a region or state of Russia is threatened. (17 June 2023)

The Tsar Bomba is the world's single most powerful device ever deployed, the most powerful

nuclear bomb ever tested and the largest man-made explosion in history used by the Russian

military to fight against Ukraine. According to CSIS, cruise missiles Kh-22, Kh-29, Kh-31,

Kh-47M2 Kinzhal and Kh-555 are being launched from Russian aircraft over Ukraine. The

use of this weapon called 'Kinzhal' was a response at that time. Because the missile is very

modern, can run at 10 times the speed of sound.

European and North American countries have donated more than $10 billion in rifles, bullets,

missiles and artillery pieces to Ukraine. They have been indirectly supporting Ukraine since

the beginning of the conflict. Ukraine was able to stop Russian tanks and armored vehicles

using UK-supplied NLAW and US-supplied FGM-148 Javelin. Another such missile is the

FIM-92 Stinger. Ukrainians have used this US-made weapon for air defense. As of January

15, the United States alone has pledged $4,660 million in arms aid to Ukraine.

George Barrows is an expert at the Washington-based research institute Study of War. He

was saying, "Ukraine has been given a large number of weapons by its western allies." These

weapons played an important role in the war. If Kiev had not received this Western aid,

Russia might have won the war by so many days. (a-2)

On the other hand, some countries including China, Belarus support Russia. However,

Zelensky warned that if China arms Russia, it could lead to a third world war.

A report by the Center for Strategic and International Studies gave the exact number of

Russian military casualties - about 10,000 units of major equipment such as tanks, trucks,

artillery pieces and aerial drones, according to one estimate.

According to a UNESCO report, in the face of war, Ukraine has lost 12 journalists, 259

cultural sites, 3281 educational institutions in a year of conflict. During the Russian invasion

of Ukraine, which began on February 24, 2022, almost nine thousand civilians were killed

and more than 15 thousand people were killed. (Civilian casualties during the war in Ukraine

According to the latest data from Western intelligence agencies, at least 300,000 soldiers on

both sides have been killed in the conflict over the past year. Among them, about 200,000

Russian soldiers were killed. According to Ukraine's official estimates, the number of

Russian soldiers killed in the conflict is 145,000. However, Russia says that 5,937 of its

soldiers have been killed in the war so far.

Ukraine blames Russian forces for both human rights violations and atrocity crimes during

the war. Indiscriminate attacks using weapons conducted by Russian forces resulting in

thousands of civilian casualties, amid mounting evidence of other crimes including torture,

sexual violence and unlawful killings. Attacks on the infrastructure of civilians also led to

violations of the rights to housing, health and education. A Russian missile strike on a

humanitarian convoy in Zaporizhian killed at least 25 civilians on 30 September. It also

violates international humanitarian laws.

On the evening of June 17, the United Nations reported that 64 civilians had been confirmed

dead in Ukraine so far. The death toll will be higher. Because it is not possible to verify the

information about the casualties.

On Saturday, June 17, Ukrainian Health Minister Viktor Liashko said that at least 198 people,

including 33 children, have been killed in the ongoing war. 1 thousand 115 people were

injured in this incident.

Food & Economy: Global food and fuel prices have skyrocketed due to bloody wars in the

east and south of Ukraine, which along with Russia is one of the main suppliers of wheat,

barley and other soft commodities to Africa, the Middle East and Asia. Ukraine is a major

exporter of crops such as sunflower, corn, wheat and barley to the world.

When Russia launched a war against Ukraine in 2022, its fleet blockaded Ukrainian ports. As

a result, about two million tons of food grains were stuck in Ukraine.

According to the UN's World Food Programme (WFP), some 345 million people in 82

countries are experiencing acute food insecurity, up from 135 million in 53 countries before

the coronavirus pandemic and the war in Ukraine.

The conflict affects the global economy which will hurt growth and raise prices. Russia is the

largest supplier outside of OPEC, the bloc of oil producers. In 2020, those who supply 10

million barrels per day to the world market. So, there is an impact on that market as well.

Many countries are highly dependent on oil and gas for their energy. China has been Russia's

top buyer of fossil fuels since the start of the invasion. Russia's neighbor and unofficial ally

has primarily imported crude oil, which has accounted for more than 80% of its total imports

of $55 billion since the start of the invasion. European countries have banned Russian oil, gas

and diesel. Because of this they are already facing oil and gas crisis. Since the beginning of

the year, Russia's currency, the ruble, has lost 16% of its value against the dollar and 13%

against the euro. (DW NEWS)

Russian public opinion: An April 2022 Levada Center poll found that about 74 percent of

Russians polled supported a "special military operation" in Ukraine, suggesting that Russian

public opinion has changed significantly since 2014. According to some sources, many

Russians have advocated a “special military operation” that will deal with propaganda and

disinformation. In addition, it was noted that some respondents were reluctant to answer the

interviewers' questions for fear of negative consequences. In late March, a poll conducted by

the Levada Center in Russia found that when asked why they thought a military operation

was underway, respondents said it was for the protection and defense of civilians, ethnic

Russians or speakers in Ukraine (43%) and to prevent an attack on Russia (25%), the

abolition of nationalists and the "denazification" of Ukraine (21%) and the integration of

Ukraine or Donbass into Russia (3%). The Russian President's rating of fell from 71% on the

eve of the invasion to 82% in March 2023.

Ukrainian public opinion: In March 2022, a week after the Russian invasion of Ukraine,

98% of Ukrainians - including 82% of ethnic Russians living in Ukraine - said they did not

agree that part of the Ukraine rightfully belongs to Russia, which does not include Crimea

and the separatist-controlled parts of Donbass. 97% of Ukrainians said they had a negative

opinion of Russian President Vladimir Putin and 94% said they had a negative opinion of the

Russian Armed Forces. At the end of 2021, 75% of Ukrainians declared a positive attitude

towards ordinary Russians, while in May 2022 82% of Ukrainians had a negative attitude

towards ordinary Russians.

War Effect on Bangladesh: The war 5800 kilometers away from Bangladesh affects our

economic and financial sectors. At the G20 Foreign Ministers Meet in New Delhi of March

2023, Foreign Minister A.K Abdul Momen said to the world leaders “The war should stop,

and G20 nations should try their best to stop the war”.

The price of global commodities has spiked with the onset of war resulting negative impact

on economic dimensions of our country. Inflation averaged 8.14 percent, way higher than the

reasonable 5 percent since the Russia-Ukraine war began. For this reason, Bangladeshi

currency taka (BDT) has depreciated by about 25 percent and reserves have shrunk by about

28 percent. BDT lost its value against the dollar by 10.08%. As Russia is a trading country

and highly import dependent for fuel and industrial raw materials, many companies of our

country have been facing trouble in opening LCs since banks are unwilling to open LCs due

to forex shortages. Bangladesh exported $665.30 million to Russia in the last fiscal year

which around 95 percent was textile and clothing. Due to Russia-Ukraine conflict it has been

difficult to continue the export as cost of shipping has likely surged. Bangladeshi exports to

Russia started falling from March 2022 and it is likely to fall drastically in fiscal year 2022-

2023.

The negative impact of the financial sanction on Russia will disrupt the Rooppur Nuclear

Power Plant which is the largest project with Russian credit in Bangladesh worth US$ 11.38

billion. The Russian bank, Bank for Development and Foreign Economic Affairs (VEB) has

already asked Sonali Bank, which transacts the fund for the project to hold up transactions for

the time being and the Russian counterpart is facing sanctions regarding the SWIFT’s service.

Anu Mohammad who is a former professor of Jahangirnagar University’s economics

department said, Where the global commodity price has hiked, the net income of industrial

workers has decreased to 30-40 percent since the inception of the conflict due to inflation.

The Prime Minister of Bangladesh, Sheikh Hasina urged the UN to take special and effective

measures to stop the Ukraine-Russia War. She said, "People are suffering a lot because of this

war, people are suffering all over the world. The war needs to stop as soon as possible," The

prime minister made the call during a meeting with UN Secretary General Antonio Guterres

at Qatar National Convention Centre (QNCC), as PM Sheikh Hasina arrived in Qatar to

attend 5th United Nations Conference on Least Developed Countries.

Bangladesh avoids taking sides in ongoing war between Russia & Ukraine. The government

of Bangladesh has adopted a neutral position in the Russia-Ukraine war.

Dr Imtiaz Ahmed, professor of international relations at Dhaka University says the

government’s decision sit on the fence in the war is reasonable and vindicated by its foreign

policy – “friendship towards all, malice towards none”. He also said, "We've made this

decision based on the principles of foreign policy. It doesn't matter what others think.”

As an independent country, Bangladesh is in a neutral position in Russia-Ukraine war by

following its foreign policies.

Conclusion

Above we have discussed the Ukraine-Russia war in detail. In the above discussion, the

history of the Ukraine-Russia war, the causes, the current state of the war, the damage, the

opposing sides, the effect of the war on the world economy and the effect of the war on

Bangladesh, etc.

The Ukraine-Russia war has reached a critical stage with no sign of stopping. However, after

occupying various areas in Ukraine, Russia is taking various steps including issuing passports

to establish authority there. That is called Russification. But how the war will end is still

uncertain. As time goes on, the threat of nuclear war and nuclear weapons proliferation is

intensifying. Russia is suspending its nuclear agreement (START agreement) with America.

The major countries of the world are not taking any major steps yet. Countries are busy with

their own interests. No effective role of the United Nations is seen. It was said that the United

Nations would be a refuge to guarantee world peace and security. After the Second World

War, the trust and hope about the United Nations grew in the minds of the people of the

world. Even if America's Roosevelt, Britain's Churchill or the leaders of other countries gave

that promise, the United Nations could not keep it. In reality, even countries like India, Brazil

or Korea are not afraid of the absolute dominance of America and Britain and the United

Nations, which has become their puppet, let alone China and Russia. As time went on, the

world realized that the UN was just an institution that would make statements. Those who

speak, whose chiefs or officials will appear on TV frequently but many do not listen to him.

Seeing the Secretary General of the United Nations today, that seems to be true.

The war situation is getting worse day by day. Judging from the above discussions and war

observations, it is at least saying that Putin will not back down from war. So, let's say Russia

will continue the war, until the final victory. If Putin's rule ends in Russia, it is expected that

Russia will return from war. But for now, Putin remains in power in Russia. Al-Jazeera spoke

to Russian defense analyst Pavel Felgenhauer about the ongoing war. He spoke of the present

state of war as well as the possibility of peace. According to him, "This war may end this

year."

And now Ukraine wants an agreement, but Western countries are fighting with Russia in

front of Ukraine. Helping with large quantities of arms and ammunition.

Bangladesh's position: After Russia's attack on Ukraine, Bangladesh has given a cautious

response Bangladesh's position is that both sides should be restrained and act to stop the war.

'Friendship with all, enmity with none' - Bangladesh is following the foreign policy shown by

Bangabandhu. Bangladesh is always against all kinds of war as a peaceful country, all kinds

of wars and international crises are against the national interest of Bangladesh.

However, out of the four resolutions adopted by the United Nations, Bangladesh voted for

only one and abstained from voting on the remaining three. Bangladesh refrained from voting

on the resolution passed by the United Nations General Assembly calling for a cessation of

hostilities and immediate withdrawal of Russian troops, without actually calling for a

cessation of hostilities within the resolution and blaming Russia; Which is the strategic,

countries abstained from voting on this proposal. The countries are Bangladesh, India,

Pakistan and Sri Lanka. A second UN resolution was introduced, recommending swift action

to address the humanitarian crisis in Ukraine. For this reason, Bangladesh voted in favor of

that proposal.

Since the start of the war in Ukraine, the Bangladesh government has been talking about

monitoring the situation. The official statement also called for solving the problem through

dialogue. However, Bangladesh is supporting Russia to some extent in the war.

More than a year has passed, but this war is still going on. The US and NATO allies continue

to provide military aid to Ukraine. Western allies are at war with Russia over Ukraine; It

would not be wrong to call it the old war between America and Russia. Peace-loving people

all over the world hope for an immediate end to this war. The United States and other

Western countries must therefore abandon any ambitions they may have for regime change in

Moscow. They need to be emotionally proactive in their compromise. Moscow, on the other

hand, would have to give up its intention to annex a large part of eastern Ukraine.

Negotiations, compromises and settlements can avoid further casualties in Ukraine, save

Ukraine from further destruction. The West must learn from the past. Russia should not be

treated as a blank canvas on which to carve Western-style capitalism and democracy, as the

West tried to do in Iraq. Because Russia is a strong country overall. The West must move

with Russia and protect the Third World countries from imminent economic collapse. For

that, it is necessary to bring an end to this war through reconciliation. Everyone should come

forward selflessly to end this war, giving the highest importance to the interests of world

peace and protecting human rights. We want to live in peace, not war, we want the liberation

of humanity.
