Subject: Guidelines for implementation of “Essential Requirement(s) for Security of CCTV”

1. CCTV Cameras and CCTV Recorders as per IS 13252 (Part 1) : 2010/ IEC 60950-1 :
2005 ‘Information Technology Equipment — Safety Part 1 General Requirements
(Second Revision)’ is covered under mandatory certification as per Scheme – II of
Schedule –II of the BIS (Conformity Assessment) Regulations, 2018 under the Ministry
of Electronics & Information Technology (MeitY)’s Electronics and Information
Technology Goods (Requirements for Compulsory Registration) Order, 2021.

2. MeitY has notified the ‘Essential Requirement(s) for Security of CCTV’ for CCTV
cameras vide gazette notification dated 09 April 2024. The last date of implementation of
the Order has been extended to 9th April 2025.

3. Provision for generating Test Request for Essential Requirement(s) for Security of CCTV
– ER: 01 has been made live on BIS Portal. Meity has issued series guidelines to be
followed for testing of CCTV cameras for security requirements. The same is enclosed
for easy reference.

4. The test reports shall be issued by Third Party Testing Laboratories for establishing
compliance to the QCO. Test Report for each lead model as per these series guidelines are
to be submitted. Test reports shall indicate the series models covered in the same series
along with model similarities and differences basis the guidelines, software and hardware
bill of materials etc.

5. The guidelines for implementation of the ‘Essential Requirement(s) for Security of CCTV’
is given below:

A. Existing licensees of ‘CCTV Cameras’ as per IS 13252 (Part 1) : 2010/ IEC 60950-1 :
2005

(i) Existing licensees of CCTV Cameras shall implement the ER by 09 April 2025 for the
existing models in their scope by applying online through the “Apply for Standard
Revision/ Amendment/ Essential Requirement” module along with test report for ER: 01.

(ii) Requisite fees in line with Extension of scope of License as per BIS (Conformity
Assessment) Regulations, 2018 i.e. Rupees thirty thousand+ applicable taxes per
application (inclusive of one test report) and Rupees twenty thousand+ applicable taxes
for each additional test report are to be paid.

(iii) On successful compliance to the ‘Essential Requirement(s) for Security of CCTV’, BIS
shall issue a letter indicating all the model(s) for which the compliance has been
successfully established.
(iv) After 09 April 2025, non-compliant models shall be deleted from the scope of License. If
the Licensee fails to take necessary action by 09 April 2025 or if none of the models are
complying, License shall be liable for cancellation.

B. For New Applicants of CCTV Cameras:

(i) Applications for CCTV Cameras may be submitted along with test report for ER: 01 in
addition to test report as per IS 13252 (Part 1): 2010. Processing of Applications
without test report for ER: 01 shall be permitted only upto 09 April 2025 and for such
cases Applicant shall give a declaration that they will implement the revised Standard by
09 April 2025.

(ii) Beyond 09 April 2025 no Licence for CCTV cameras shall be granted without
compliance to ‘Essential Requirement(s) for Security of CCTV’ as notified in the QCO.

C. Change in Scope of License

(i) Inclusion applications for CCTV Cameras may be submitted along with test report for
ER: 01 in addition to test report as per IS 13252 (Part 1): 2010. Processing of
Applications without test report for ER: 01 shall be permitted only upto 09 April 2025
and for such cases Manufacturer shall give a declaration that they will implement the
revised Standard by 09 April 2025.

(ii) Beyond 09 April 2025 no Inclusion requests for CCTV cameras shall be granted without
compliance to ‘Essential Requirement(s) for Security of CCTV’ as notified in the QCO.

(iii) Existing Licensees shall not use the Inclusion module to apply for implementation of
Essential requirements of registered models. Instead they may use the module as already
mentioned in 5(A)(i).

6. Models complying with the above Order may display the following on the packaging:

“This CCTV camera complies with Essential Requirement(s) for Security”

7. This issues with the approval of the Competent Authority.

Series Guidelines for CCTV Products Complying with Essential
Requirements (ERs) under CRO

In accordance with the Essential Requirements (ERs) for CCTV

products, as stated in the Gazette of India, the following guidelines must
be followed for any CCTV products being developed, marketed, or
distributed under this compliance framework. These guidelines provide
criteria for the System-on-Chip (SoC), PCBA layout, and
software/firmware versions to ensure uniformity and consistency within
product series.

1. All products within a specific series must use the same System-on-
Chip (SoC) to ensure consistent processing performance and
functionality.

2. The PCBA layout for all products in a series must remain identical for
security-related circuit elements. While the arrangement of critical
components such as microcontrollers, sensors, memory, and power
management units must remain the same, variations in features such as
housing, lens, mounting , interface boards/pins and connectors are
allowed.

3. Any wireless or wired communication protocols (e.g., Bluetooth, Wi-Fi,

Ethernet) must be consistent across the series to maintain uniform
communication functions. The product with the maximum functionality
features must be tested, and models with reduced-feature products can
be included under the same series if they meet all other requirements.

4. All products in the same series must use identical software/firmware

versions with matching hash values (including Major, Minor and Build
versions). If multiple software versions are used, each version must be
tested separately as independent series.

5. The hardware bill of materials (BoM) must be identical across the

series, although variations in passive components like Image Sensors,
Lenses, Resistors, Capacitors, Power Driver ICs, ADCs & DACs and RAM
are allowed as long as they do not affect the essential security
requirements.

6. The software bill of materials (BoM) for each product in the series
must include all firmware components, open-source libraries, operating
system components, third-party software, network protocols, proprietary
software, database components, security features as per ER and any
other software components
7. The issued certificate must include key details such as a picture of the
product or DUT (Design under Test), model number, chipset information
(including country of origin, make & model no.), firmware version, and
hash value. Any deviations must be documented with a differential
analysis report.
