The Standard Operating Procedure (SOP) for scrapping of hard copies of Indian Standards/Special
Publications, as approved by DG, BIS is enclosed.

All Regional/Branch offices are requested to take actions as per the SOP and contribute to the Swachh
Bharat Abhiyan.

This SOP supersedes previous circular dated 21.02.2013 on scrapping of standards.

Subject: Standard Operating Procedure (SOP) for Scrapping of Hard Copies of Indian
Standards/Special Publications available with BIS BOs/ROs/HQ

1. Standards which are to be scrapped can be categorized as below:

a) Adopted Indian Standards


b) Indigenous Indian Standards: except those covered under category (c) below.
c) Special Standards: Standards falling under category (b) above, however,
specifically required in printed/hard copy form, such as those which are quite bulky,
specially required in hard copy by academia for use in educational/examination
purposes, have coloured maps/figures/schemes having importance with respect to
the accuracy of colours, have large plates/tables or having such other special
features, etc.
2. A committee shall be formed with at least three members, with Sales Incharge/Section
Officer as member secretary. DDGRs shall constitute committees for the RO/BOs under
their jurisdiction. For BIS HQ, the committee shall be constituted by the Activity Head of
Publication Department.

3. The Committee shall identify and count (IS wise/SP wise), the number of standards under
each category as mentioned above, for the standards stocked at the BO/RO/HQ for sale.

4. Once the standards are categorized, following action shall be taken:

a) Adopted Indian Standards

i. All active standards that are presentable for sale shall be retained.

ii. The standards that are superseded/withdrawn/worn out/torn (not


presentable for sale) shall be segregated. The recommendation for scrapping
of such standards shall be put up to respective DDGR/Activity Head of
Publication Department and further action shall be taken upon approval.
b) Indigenous Indian Standards
i. As per EC’s decision in its 152nd meeting, no indigenous Indian Standards
except those covered under Category 1(c) may be made available for sale at
a price.

ii. All standards except those covered under Category 1(c) above, shall be
segregated. The recommendation for scrapping of such standards shall be
put up to respective DDGR/Activity Head of Publication Department.

iii. DDGR/Activity Head of Publication Department may either issue


directions for:
 Scrapping of standards; and/or
 Distribution of standards, free of cost, to the associated Standards Clubs,
MoU Institutes, Outreach Programmes audience, etc.

c) Special Standards

i. All active standards that are presentable for sale shall be identified and the
details of such standards shall be put up through DDGR/Activity Head of
Publication Department to concerned DDG (Standardization). The cases put
up by BOs/ROs to DDG (Standardization) shall be routed through
Publication Department.

The concerned DDG (Standardization) may take further decision regarding


selling of such standards in line with EC’s decision in its 152nd meeting.
Further directions shall be issued by DDGR/Activity Head of Publication
Department, in consultation with concerned DDG (Standardization).

ii. The standards that are superseded/withdrawn/worn out/torn (not


presentable for sale) shall be segregated. The recommendation for scrapping
of such standards shall be put up to respective DDGR/Activity Head of
Publication Department and further action shall be taken upon approval.

5. Once the directions are issued by DDGR/Activity Head of Publication Department for the
distribution/scrapping of standards, the following actions are to be taken by the respective
BO/RO/Publication Department:
i. One copy of each IS/SP shall be sent to Library Services Centre (LSC), Hq.
ii. One copy of each IS/SP may be retained at respective BO/RO/Publication
Department for Archive purpose.
iii. Distribute/Scrap the remaining copies, as approved.
