Project Boundaries
1. Spatial Boundaries
In accordance with Section 82(1) of the Environmental Management Act (Cap. 191),
the spatial boundaries of the project are defined to encompass the geographical and
ecological zones likely to be affected by the proposed development:

The area is characterized by mixed land uses, including residential, commercial, and
institutional developments. Key landmarks in the vicinity include the Mikocheni
industrial area, residential estates, and commercial hubs.
Area of Influence
The immediate impact zone extends to the project footprint and adjacent properties,
while the broader area of influence includes neighboring wards and ecosystems
potentially impacted by air, noise, and water pollution. Special attention will be given
to sensitive sites such as Msasani Bay located nearby and other natural drainage
systems.
Environmental Sensitivity
The area includes urbanized zones with limited vegetation cover that hosts sensitive
infrastructure, public facilities, and informal settlements. Particular attention will be
paid to compliance with Schedule 3 of the EIA and Audit Regulations concerning the
protection of sensitive habitats and urban drainage systems.
2. Temporal Boundaries
In line with the Environmental Impact Assessment and Audit Regulations, the
temporal boundaries of the project refer to timing and duration of Project, defining the
timeframe for assessing environmental and social impacts
Construction Phase
Impacts during this phase include potential land disturbance, traffic congestion, and
noise pollution.
Operational Phase
The duration is 50 years and more (Life span of the project or design period).
Following construction, the project will have ongoing impacts related to resource
consumption, waste generation, and social dynamics in the area.
Decommissioning Phase
3. Institutional Boundaries
These refer to those administrative and institutional boundaries in which the project
lies or interacts. These can be determined from the legislations,
ministries/departmental mandates. The identification of institutional boundaries helps
to reduce institutional conflicts and enhance collaboration among various institutions
or sectors. The institutional boundaries for conducting environmental and social

Regulatory Framework
The project will comply with the provisions of the Environmental Management Act
(Cap. 191), particularly Section 82 on EIA requirements, and the Environmental
Management (EIA and Audit) Regulations, 2018.
Responsible Authorities:
The National Environmental Management Council (NEMC) will oversee the review
and approval of the ESIA. Local government authorities, including Kinondoni
Municipal Council, will be engaged to ensure compliance with urban planning and
environmental regulations.
Institutional Roles:
The proponent will ensure all environmental safeguards are implemented as required
under Section 230(2)(h) and (q) of the Act. Relevant government departments and
agencies, including DAWASA and urban planning units, will be involved where
specific expertise is required.
