organs of government placed at the same level to exercise unlimited power. Each organ
checks the others. This results in a balance of power among various institutions. We studied
that in a democracy , even though ministers and government officials exercise power , they
are responsible to the Parliament or State Assemblies . Similarly , although judges are
appointed by the executive , they can check the functioning of executive or laws made by
the legislatures. This arrangement is called a system of checks and balances.

confined space in which were enclosed, and it meant retaining a link with the village from
which they had come. Under the Inland Emigration Act of 1859, plantation workers were
not permitted to leave tea gardens without permission and in fact ,they were rarely given
such permission. When they heard of the Non- Cooperation Movement, thousands of
workers defied the authorities, left the plantations and headed home. They believed that
Gandhi Raj was coming and everyone would be given land in their own villages. They,
however, never reached their destination. Stranded on the way by a railway and steamer
strike, they were caught by the police and brutally beaten up.

36. Many thoughts that given the disadvantages and rising resistance against the multipurpose (4)
projects, water harvesting system was a viable alternative, both socio-economically and
environmentally. In ancient India, along with the sophisticated hydraulic structures, there
existed an extraordinary tradition of water harvesting system. People had in-depth
knowledge of rainfall regimes and soil types and developed wide ranging techniques to
harvest rainwater, groundwater, river water and flood water in keeping with the local
ecological conditions and their water needs. In hill and mountainous regions, people built
diversion channels like the 'guls' or 'kuls' of the Western Himalayas for agriculture.
'Rooftop rainwater harvesting' was commonly practiced to store drinking water, particularly
in Rajasthan. In the flood plains of Bengal, people developed inundation channels to
irrigate their fields. In arid and semi-arid regions, agricultural fields were converted into
rain fed storage structures that allowed the water to stand and moisten the soil like the
'khadins' in Jaisalmer and 'Johads' in other parts of Rajasthan.
