GOVERNMENT OF INDIA

MINISTRY OF RAILWAYS
(RATLWAY BOARD)

No. 2017/CE-IV/LX/Misc./244(LC) New Delhi' dt. 03.01.2025

Principal Chief Engineers

All Zonal Railways.
Sub: Provision of Height Gauge at Road over Bridge (ROB) having top tie
members /Road under Bridge (RIIB).
Ref: (i) RDSO's letter No. CBS/IRBM dated23.72.2024.
(ii) Railway Board's Letter No. 2017ICE-IY/88 dated 23.02.2023.
Recently, in one of the Railways, an incident of girder/track misalignment at a
subway, caused by a collision with a road vehicle, has been reported. On scrutiny it
has been obserued that height gauge at the subway approach had been damaged earlier
by another vehicle, but this had gone unnoticed by the Railway. Subsequently an
oversized vehicle attempted to cross this subway without proper height gauge resulting
in the dislocation of the girders and causing disruption to traffic.

Vide reference above instructions were issued for provision of height gauges to
be provided at Road over bridge having top tie members /Road under bridge to ensure
safety. The instructions must be followed both in letter and in spirit. Additionally, the
followings may also be considered:
(i) Sacrificial height gauges may be installed at an appropriate location on
RUB/ROBs with top tie members, based on site-specific requirements, as a
standby arrangement.
(ii) Retro-reflective tapes should also be affixed to the height gauge for better
visibility.
(iii) Railway officials should be counseled to inspect the condition of the height
gauge during their routine inspection and necessary protection be taken if any
defi ciencies are noticed.
(iv) A board at RIIB having Girders may be fixed in phases at either approach at a
distance of about 15 metres from the abutment indicating the number of the
Bridge, connecting roads, & span arangement.
All Zonal Railways are hereby advised to carry out survey immediately and take
action for rectification of height gauge as per requirement so that such incidences are
avoided. This special drive should be completed in next 15days and compliance should
be reported to Railway Board by 20.01.2025.

This issue with the approval of competent authority.
