national government agencies to local governments as provided for in the Local Government Code.

2.HISTORICAL CONTEXT, INCLUDING THE IMPACT OF THE LOCAL GOVERNMENT CODE.
Local autonomy predates Spanish colonization, with autonomous barangays led by local leaders.
Despite the "Maura Law" in 1893, centralization persisted, marked by limited franchises and church
intervention.
The Malolos Constitution introduced decentralization, but under American occupation, local
governments faced military control. Republic Act No. 2264 in 1959 granted fiscal powers, while Martial
Law in 1972 centralized authority.
The Local Government Code of 1983 aimed at self-reliant communities, but true decentralization
materialized in 1991, transferring basic services responsibility to local units.

governance and decentralization.
Local government units, empowered by the Local Government Code, evolve into self-reliant
communities, despite challenges from potential national government interference.
