I. Opening Prayer
 2:20 started the regular session.
 Kgd Astillero led the opening prayer.

II. Reading and approval of Previous Minutes:

 Sec. Canaria read the minutes from the last meeting dated November 20, 2024.

III. Agenda:
Reading of Memorandum from the City Government
 PB Monasterio read the 11 memorandums from the City Government.
 Relay for Life 2024 was held last Nov. 29, 2024, 3 pm-12mn at Quezon City Memorial
Circle
 Conduct the Intensified routine and catch-up immunization activities for All Life Stages
for 2024 will be conducted from Nov. 18 to Dec. 16, 2024.
 One-day seminar on Ra 11861 Re: Expanded solo parents welfare act will be held on
Dec. 7, 2024, at Ciudad Christhia Resort San Mateo Rizal
 Request of 2023 and 2024 recorded road crash incident data. Submission will be on Dec.
6, 2024.
 Change of date and venue
Quezon City Council for the Protection of Children (QCCPC) child representative
election held last Nov. 23, 2024 at San Francisco Bago Bantay, Q.C.
 Invitation to attend the Balikatang Pinoy Serbisyo Publiko last Nov. 26, 2024, at Brgy.
Holy Spirit Q.C.
 Dissemination of Information regarding ordinance No. SP-2102, An ordinance
prohibiting home births in Quezon City, prohibiting traditional Birth attendants from
delivering babies ABD requiring all professional health practitioners to deliver babies
only in health facilities and providing penalty for violation thereof.
 Commemoration of the 161st Birth Anniversary of GAT Andres Bonifacio last Nov. 30,
2024, at Bonifacio Monument Balintawak, Q.C.


  Invitation for First Responder's Training Course will be held Dec. 3-6, 2024 at
QCDRRMO Regional Evacuation Center Brgy. Fairview, Q.C.
 Invitation to the Children's Fair and the 6th State of the City's Children report last Nov.
29, 2024, at QC M. I. C. E Center, QC Hall Compound Diliman, Q.C.
 Invitation to the Orientation on Operation Timbang plus and Introduction to the New
eOPT database will be held on Dec. 11, 2024, 3rd floor Lecture Room, Legislative Bldg.
Q.C. hall.

 Sister Panelo seeks the Brgy council's approval to solicit to have our carosa. She has
already canvassed and found that the cost of making it would be 40,000 to 50,000. Kgd
Castuera expressed concern about where the carosa would be stored. Kgd. Astillero
responded that the pastoral council should discuss this matter. Brgy Council agreed to
Sister's Panelo solicitation.
 Kgd Castuera stated that Punong Barangay should note the solicitation.

 Sister Panelo stated that Kgd Castuera would help make and provide a generator for the
carosa.

 Sister Panelo also informed Brgy Council that there will be a Zumba evening on
December 15, 20,24 with tickets worth 200 each.

 GAD focal person Ms. Dolly Dee Domingo reported to the Brgy council that two projects
had been completed successfully:
a candle-making activity budgeted P27,898.00 and a cooking contest, P30,000.00.

 Also, Ms. Domingo informed that there will be an 18-day Global Campaign against
Violence towards Women, to be held between November 25 to December 17, 2024, with
a budget of P50,000.
 Kgd. Cabugao suggested that any project should be discussed with the Brgy Council one
month in advance.
 Kgd Astillero suggested that projects should be properly documented.

Committee Reported:

 Kgd Astillero reported regarding the health committee that a chest X-ray and consultation
took place last November 12, 2024, in E. Rodriguez health center.
 An adolescent health awareness program was held last November 29, 2024, at Quirino
High School.
 There was a simultaneous clean-up drive for dengue prevention, along with the
distribution of flyers last Nov. 23, 2024.
 For peace and order committee the hams along Tindalo Street were fixed last November
25, 2024.
 There was also a seminar with Ex-O Arsaga regarding Balikatang Pinoy Serbisyo Publiko
last Nov. 26, 2024, at Brgy. Holy Spirit Q.C.
 For the Appropriations Committee Kgd. informed Brgy. Council that they preparing the
Annual budget for 2025. Also, Kgd. Astillero informed Brgy council that Brgy Treasurer
Andrew Gonzales received a Barangay Annual Audit Report for 2022, regarding
undocumented budgets from 2008 to 2022. Kgd. Cabugao responded that we need to
comply with COA's requested documents to avoid the notice of disallowance and notice
of suspension.
 Kgd Astillero requested a copy of the Barangay Annual Audit Report for 2022 from COA
to give to Kgd De Mesa former Punong Barangay to read the documents.


 Kgd Astillero informed that there will be an HIV vaccine for 9 to 12-year-olds on
December 10, 2024. Also, there will be a Christmas celebration for the children of Brgy.
Duyan-Duyan on December 15, 2024.
 Kgd Evalle is concerned that the street sweepers no longer have usable carts. Kgd also
reported that he attended a seminar with Sec Canaria and Ms. Bejer regarding climate
change last November 26, 2024. Kgd stated that air pollution is the number one problem
in our Barangay. Kgd. mentioned that the solution he sees is to plant plants and trees.
 Kgd Cabugao stated that there are constituents concerned regarding the no jeepney entry
here near Brgy Hall. Kgd. also mentioned that signage needs to be placed. Kgd Astillero
answered that there is a budget for the signage. Kgd Guevara claimed that the budget for
signage is under the BCPC budget.
 Kgd Rosario reported that there will be a meat processing event next week under the
livelihood program.
 Kgd Evalle asked how the kare-kare cooking contest went. Kgd Rosario answered that it
was successful. Kgd. Rolly Biyo from Brgy. Amihan was one of the judges.
1st winner is Emily Esmerio, she won P2,500.00
2nd winner is Mark Sumang who won P2,000.00
3rd winner is Janet Pinto won P1,000.00

 Kgd. Castuera reported that he is assisting with the parade of Project 3 Elem. School.
Also, Kgd. fumigated at LECA. Kgd. also initiated the cleaning of the area behind the
ALPS bus station.

 Kgd Evalle mentioned that Teacher Danica is thankful for the cleaning beside the
DayCare. Kgd Castuera suggested maintaining the cleanliness of that area.

 Kgd De Mesa thanked Coun. Geleen Lumbad for the Christmas party for the Brgy
Council. Kgd. congratulated Brgy Council for winning P10,000.00. Kgd De Mesa also
informed Brgy council that one of the constituents is asking about the no entry for
jeepneys at Tindalo St. Kgd. answered that it will be discussed with the Brgy council.

 Kgd De Mesa requested the implementation of Resolution 055 S-2024, imposing

omnibus parking regulations and traffic schemes within the territorial Jurisdiction of
Brgy. Duyan-Duyan and providing fines/penalties made by Kgd. Guevara.

 Kgd. Guevara informed the Brgy council that they would organize a carnival for the
children of Brgy. Duyan-Duyan on December 20, 2024. And there will be gift-giving for
seniors and children on December 21, 2024. Kgd Guevara is concerned that there is no
BPSO at the school during dismissal time. Kgd reported that she participated in a clean-
up drive beside the DayCare. Also, Kgd. informed that she is patrolling with Kgd Rosario
at Dapdap St. Kgd. suggested having a program for street dwellers. Kgd Guevara
informed that Brgy Silangan is on lockdown due to consecutive thefts in the area.

 Kgd Cabugao mentioned that 3 additional BPSOs will be added next year, 2025.
Kgd. Castuera informed Brgy Council about the problem with the CCTV at the covered
court. Some items were stolen at the covered court, and when the CCTV footage was
reviewed, it was found that the CCTV at the covered court was not working.

 Kgd Rosario is concerned at #68 Molave St., people cannot pass because of parked
vehicles. Also, Kgd Castuera is concerned that along Molave St. on the right side, there is
a low roof that is dangerous for passersby.

  SK Acejas reported that they had an Katipunan ng Kabataan Assembly with a raffle
included. The basketball league is being organized, and the starting date is the 2nd week
of December. Also, they are preparing for the 2025 annual budget.

 PB Monasterio reported regarding the street dwellers at Dapdap St. PB suggested putting
up a gate. Kgd Rosario suggested making Dapdap St. one-way. PB will draft a resolution
with PB Cruz of Brgy. Quirino 3A regarding the installation of the gate.

 PB informed that Liga ng Barangay donated 25 mono-block chairs.

 PB gives gratitude to Coun Gellen Lumbad for the gift-giving event for the constituents
last November 28, 2024.

 Last Nov 4, 2024, there was a road clearing in Molave and Guijo St.

 Vice Mayor Gian Sotto gave gifts to Brgy Council and SK Council.

 LECA is conducting a feeding program once a week.

 PB wants to have a special meeting for the Barangay Development Plan. PB proposed
adding 3 CCTV cameras and an electric bike. Kgd Castuera suggested buying a
motorcycle instead of an electric bike.

 Kgd Guevara stated to follow the agenda provided in the regular session submitted by
Sec. Canaria. PB agreed with Kgd. stated.

Other matters:

 PB suggested giving BPSO Ducay an additional month of salary for humanitarian

reasons. However, Brgy Council did not agree due to a lack of BPSO.
 The regular session was adjourned at 4:40.

 The regular session started at 2:15 PM.

 Kgd. Astillero led the opening prayer.

 PB Monasterio proposed the purchase of additional CCTV cameras and electric bikes for
the Development Plan budget 2025. Kgd. Castuera suggested that instead of electric
bikes, they should purchase motorcycles like Barako and Kawasaki, as they are more
durable and faster for response purposes.

 PB Monasterio informed Brgy. Council that the memorandum of agreement with the
gasoline station will begin in January 2025.

 Kgd. Evalle insisted to acquired 6 carts for the street sweepers. Also, Kgd. informed
Brgy. Council that he has signed the documents regarding the BDRRMO.

 PB Monasterio informed the council that she is appointing Kgd. Evalle as BAC Chairman
and the BAC members are Kgd. Cabugao and Kgd. Rosario.
 The Committee on Inspection will be Kgd. Castuera with Kgd. Evalle as a member.
 Bgy. Council discussed the Annual Budget for 2025. Majority of the council suggested a
10% increase in the PS, but PB Monasterio preferred only a 5% increase. The discussion
will continue in the next session due to the Barangay Christmas party event held on this
day.

Other Matters:
 Kgd. Guevara asked PB why their reservation for the Covered court on December 20,
2024, for the World of Fun for the children of Brgy. Duyan-Duyan was cancelled. PB
answered that their reservation wasn’t canceled; the time was adjusted from 8 a.m.
onwards to 8 a.m. to 1 p.m. because the Kababaihan Association will also use the venue
for their Christmas party on the same date from 1 p.m. to 4 p.m. However, Kgd. Guevara
insisted that they were the first to reserve the court. PB clarified that they also had not yet
submitted a letter for reservation. Kgd. Guevara replied that the Kababaihan Association
likewise had not yet submitted a letter. PB explained that the schedule was simply
divided between the two groups to ensure that, both could use the covered court.

 Kgd. Evalle is concerned that the council should no longer issue letters for the reservation
of the covered court because they are elected officials. The council agreed to this
concerned.`
 The session was adjourned at 4:30 PM.
