Video Recording System for Electric & Diesel Locomotives”.
Ref.: Railway Board letter no. 2021/M(C)/137/5 dated 07.11.2023

With reference to above, following amendment is issued to the Specification no. RDSO/2015/EL/SPEC/0118
(Rev.1)-2019:

Amendment No. 2 to specification no RDSO/2015/EL/SPEC/0118 (Rev.1)-2019 titled as “Crew Voice & Video
Recording System for Electric & Diesel Locomotives”.

Clause No.1.1 : The text 4G & 4th generation is replaced with 5G & 5th generation.
The term ‘CCD: Charge –Coupled Device’ is deleted.

2. Clause No.1.9.1 : (iv) H.264 is replaced with H.265
(v) G.722/G.726 /AAC or similar is added with G.711.
(vi) The referred IEC 1287 is deleted wherever appearing in the specification.
3. Clause No 2.0 : The following is replaced as under.
 Cameras:
For Electric Locomotives:
IP based Digital cameras (2 Nos. inside each cab-Dome type ) and 2 nos. outside
cameras at each end (Wedge type) .One of the outside cameras will face the track
& other one will be installed on roof facing towards pantograph (Total 08
cameras).The tentative location of cameras are as under.
Network Video Recorder with processing system and data storage capable of
receiving standard RTSP stream from connected IP cameras & Microphones.
Minimum direct 12 channel NVR shall be provided in each cab of Electric
Locomotive & Diesel Locomotive and both NVRs should work in redundant mode
& should be capable of recording either cab. The tentative interconnection scheme

Rest of the sub-clauses remain unaltered.
4. Clause No 2.1.4 : The term ‘CCD (charge-coupled device)’ is deleted.
5. Clause No 2.1.6 : The existing clause is replaced as under.
System shall provide minimum last 72 hours data on FIFO basis of all the camera
recordings @24FPS or more, at HD 2MP (1920x1080) quality with H.265 or higher
compression (extended capacity of cameras i.e. present capacity + 25%) with
simultaneous storage of audio signal.
The recorded data at central server shall be retained for at least last 30 days.
6. Clause No 2.1.7 : Line 2: The term ‘dual stream’ has been replaced with ‘triple stream’
7. Clause No 2.2.5 : The existing clause is replaced as under:
The recorder shall be Network Video Recorder for mobile applications registered
with onvif.org and compatible with ONVIF based IP digital cameras & NVR ONVIF
standard. The Security Verification Certification shall meet the requirements as
specified under RDSO specification No. RDSO/SPN/TC/106/2022 Ver 2.1 or
latest.
8. Clause No 2.2.6 : The existing clause is replaced as under:
Facility of camera recording in real time mode 24 or higher FPS as well as in any
desired combination must be available in the system.
9. Clause No 2.2.12 : The existing clause is replaced as under.
 System shall have hardware available for 5G with auto fall back to 4G (auto
connect) and GPS connectivity for remote monitoring & M2M/APN based dual
SIM and Wi-Fi password protected for each NVR for wireless data transmission
shall be provided. Bonding of 02 SIMs of the NVR for aggregation of upload
bandwidth. The NVR shall have capability to automatically transmit the required
data from the NVR to the Indian railway provided server on getting connected
automatically to available Wi-Fi (for downloading of data from NVR at trip sheds
or main sheds and at stopping stations / yards) or 5G with auto fall back to 4G
network. Complete integration to the Indian Railway provided server shall be in
the scope of the supplier. If ‘required data’ is not off-loaded instantaneously
through available Wi-Fi network and/or 5G with auto fall back to 4G network
completely at first station due to short stoppage time or network outage, it is
required that timestamps are maintained in order to avoid duplication in
transmission of data at next station(s). Provision for compressing the videos
stored in the NVR and uncompressing at Server end for reducing the upload
bandwidth should be available.
Note: e-SIM in place of SIM Card may also be acceptable if full functionality is
achieved.
 The CVVRS system should have the feature of Video management System
similar to the system being used in other commercial applications for security
surveillance such as remote viewing the video, remote health monitoring of
CVVRS system, real time alert of system faults through email, SMS, etc.
10. Clause No 2.2.17 : The existing clause is replaced as under.
The recorder shall be supplied in a compact black Aluminium enclosure. The size
and orientation of NVR may be such that it suitably fit in rear wall of each Cab
within available space is as under:-
Length : 15.3 inch
Height : 21.0 inch
Depth : 3.0 inch
The enclosure of NVR may be maintained within above dimensions limit.
Location of HDMI port for display, all health display LED indication, USB port for
data downloading, acknowledge switch and extracting port should be at front
portion of NVR for ease of access. Connectors should be on right side of NVR.
The dimension of enclosure of outside cameras shall be kept minimum to avoid
infringement to loco MMD (However as per the fixing requirement, size may be
defined by the user based on the available space).

11. Clause No 2.3 :  Resolution is replaced as under.
Resolution & Frame Rate:
(i) HD 2 Mega Pixel (1920x1080) for outside & inside view @ 24 FPS with
H.265 or higher compression on 1st stream
(ii) HD/D1/4CIF/2CIF/CIF/ 2 Mega Pixel (1920x1080) for inside view of cabs @
15 FPS or higher with H.265 or higher compression on second stream.
(iii) HD/D1/4CIF/2CIF/CIF/ 2 Mega Pixel (1920x1080) for outside & inside view
@ 15 FPS or higher with H.265 or higher compression on 3rd stream.
 Image sensor is replaced as under.
Image Sensor: 1/2.8”CMOS or better
 Synchronization: Internal is deleted.
 Video Output signal: M-12
12. Clause No 2.1.3. : The following is added in last of the paragraph.
Type of cables:
(i) STP CAT-5 or better cable:
Fire retardant STP (Shielded Twisted Pair) CAT-5 cable or better shall be
compliant with latest EIA/TIA-568-B.2-1 and IEC/EN 60332-1 standard or
equivalent BIS for both.
(ii) Electrical Power Cable: Electrical cable used in the locomotive for CVVRS
system shall meet RDSO specification ELRS/SEPC/ELC/0019,Rev.4( or latest
revision)
13. Clause No 2.1.17 : New clause is inserted:
Data stored in NVR should be encrypted and should be accessible remotely by
authorised Railway user only.
14. Clause No. 2.1.18 : New clause is inserted
The RDAS system shall ensure privacy and data protection. The RDAS system
shall be designed in such a way that it shall continuously record and retain data
necessary for the system to function and operate within a closed-loop system.
15. Clause No. 2.1.19 : New clause is inserted
The security patches and software upgrades of CVVRS system (NVRs+Cameras)
shall be triggered and scheduled through Central Server.
16. Annexure-II : Annexure-II is attached for External Video Recording System(EVRS)
17. Annexure-III : Annexure-III is attached for Railway Driver Assistance System(RDAS)

SN Requirements of EVRS( Side View Cameras)


1. 4 nos outside cameras (Wedge type)- 2 nos. each on side wall of loco for side view .
2. Camera recording in real-time mode 24 or higher FPS as well as in any desired combination must be available in
the system & should support triple stream.
3. The EVRS shall meet the following technical requirements:

Annexure-III

Functional Requirements for Railway Driver Assistance System (RDAS)


(Annexure-III to Specification no. RDSO/2015/EL/SPEC/0118 (Rev.1)-2019 with latest amendments)

1. Introduction
Alertness of the Loco Pilots is one of the important considerations for safe running of trains. Drowsiness/ lack of
alertness threatens the rail safety and may cause severe loss of Railway property as well as human lives.
Drowsiness generally implies feeling lethargic, lack of concentration and tired eyes of the loco pilots while driving
the locomotives/trains. To monitor the loco pilots for improving his alertness, RDAS will be able to detect the
drowsiness/lack of alertness nature of the loco pilot and alert him immediately. RDAS will capture images as a
video stream through a camera, detect the face and localizes the eyes and other face parameters. All the face
parameters & responses of loco pilot are then analysed for detection of drowsiness/lack of alertness. Based on
the result, the loco pilot will be alerted through an alarm system.

2. Objective & Scope

2.1 This document lists the functional requirements of ‘Railway Driver Assistance System (RDAS)’ for use on Electric
& Diesel locomotives and any self-propelled vehicle treated as a train of Indian Railways. This document has
been prepared with an objective to stipulate the requirements for RDAS, which shall assess the Loco Pilot’s
alertness through AI based cameras and shall warn the Loco Pilot accordingly.

2.2 The specification covers basic features of equipment. It is the responsibility of the manufacturer/supplier to
develop circuit/detailed design to meet the requirements of this specification.

3. Contractor’s responsibility
To be governed as per Clause 1.2 of RDSO Specification No. RDSO/2015/EL/SPEC/0118, Rev.1 with latest
amendments.

4. Modifications
To be governed as per Clause 1.4 of RDSO Specification No. RDSO/2015/EL/SPEC/0118, Rev.1 with latest
amendments. RDAS after its lab testing/validation shall be commissioned in the locomotives. All such systems
will be monitored for their performance and required modifications shall be carried out as per aforesaid Clause
1.4 of RDSO Specification No. RDSO/2015/EL/SPEC/0118, Rev.1 with latest amendments.

5. Tests, Verification & Validation


To be governed as per Chapter 5 of RDSO Specification No. RDSO/2015/EL/SPEC/0118, Rev.1 with latest
amendments & verification of General, Functional & Technical requirements under Clause 6 of this document.
Manufacturers shall carry out validation testing to ensure that RDAS is able to monitor driver
drowsiness/alertness in a manner which is accurate, robust and scientifically valid. Validation testing shall be
taken using human participants.

6. General, Functional & Technical requirements

6.1 General Requirements


(i) RDAS shall be combination of AI based camera ( 1 no in each cab) , data storage memory, interfacing ports for
connecting with Network Video Recorder (NVR) of CVVRS, speaker to generate voice command in case of any
abnormal condition detected by RDAS, Visual indication for any abnormal condition detected by RDAS.
(ii) The power supply available for RDAS to be governed as per Clause 2.1.3 of RDSO Specification No.
RDSO/2015/EL/SPEC/0118, Rev.1 with latest amendments.
(iii) The RDAS shall be designed to avoid or minimise the system error rate under actual driving conditions.
(iv) Required cables of sufficient length and conduit pipe for installation & commissioning of RDAS in locomotive shall
be in the scope of supplier.
(v) 110Vdc MCB of suitable current rating to be supplied along with RDAS.
(vi) RDAS should be interfaced with Vigilance control unit by the firm, if required. For interfacing with Vigilance
control device (VCD), If changes are required in software/hardware of RDAS, same shall be done by the firm.

(vii) Application software for data downloading from RDAS shall be provided.

6.2 Functional Requirements


(i) Housing of cameras shall be of IP 65 or better.
(ii) RDAS is to be installed on the driving desk and vision envelope must cover LP facial expression in sitting as well
as standing condition. The RDAS should be compact & should not create any obstruction to loco pilot in his
normal working.
(iii) Industrial grade Vibration and Shock Proof Solid State Drive (SSD) shall be used for data storage and should be
removable from RDAS as pluggable device for offline downloading of Data.
(iv) The RDAS shall have an Ethernet port for interfacing with existing NVR of CVVRS and USB port( latest) for
data downloading/service & maintenance
(v) Minimum two modes of warnings (Visual and acoustic) shall be provided
(vi) The visual warning shall be located so as to be readily visible and recognisable in daylight and at night-time by
the driver and distinguishable from other alerts. The visual warning shall be a steady or flashing indication (e.g.
tell-tale, pop-up message, etc.).
(vii) The acoustic warning shall be easily recognised by the driver. Voice/audio alert shall last for a minimum duration
that allows the driver to be able to acknowledge it.
(viii) A constant visual signal (e.g. tell-tale, pop-up message, etc.) shall be provided to check the health of RDAS and
detect any failure in the RDAS itself which may result in the RDAS to stop functioning.
(ix) There shall not be an appreciable time interval between each RDAS self-check, and subsequently there shall
not be a delay in displaying the failure warning signal.
(x) The RDAS shall record the alert with background recording of LP before & after of 30 sec. duration
(configurable).
(xi) The RDAS should be able to function satisfactorily with all face types and with & without glasses.
(xii) The RDAS shall operate effectively during the day and night under cab light condition.
(xiii) The RDAS shall detect atleast following in running condition of locomotives:

(a) Eye drowsiness detection


(b) Yawning detection
(c) Distracted detection
(d) Phone call detection
(e) Smoking detection
(f) No driver detection
(g) Head phone detection to the extent possible
(h) Camera covered
(i) Any other loss of concentration symptoms

(xiv) Audio & Visual warning used by the RDAS to alert the driver shall be presented immediately without delay after
detection of the condition and may cascade and intensify until same is acknowledged by the driver.
(xv) All types of warning signals proposed to be provided in the RDAS to alert the Loco Pilot should be submitted
during design approval stage. All voice alerts shall be in English & Hindi language.
(xvi) The RDAS shall work upto a distance of 1.5m & shall detect all the conditions mentioned above.
(xvii) The recognition rate upto a distance of 1.5m shall be 100% for all types of detection.
(xviii) The sound of alarm & voice messages should be clear & audible when locomotive is in working condition.
(xix) It shall not be possible for the driver to manually deactivate the RDAS.
