PIECO: - OUTLINE LOGISTICS PLAN


1.1.1 The Logistics Plan is a tool to manage all materials (including material resources and
waste) from conception through to the completion of the Scheme. The Logistics Plan
will be designed to assist the Scheme in proceeding smoothly whilst achieving
programmer certainty and cost predictability.
1.1.2 The Logistics Plan will relate to the proactive management of the types and
quantities of material resources to be used, including supply routes, handling,
storage, security, use and reuse, recycling and disposal of waste.
1.1.3 The Logistics Plan is expected to follow the layout and cover, as appropriate, the
broad issues outlined below.

Introduction
The safe delivery of equipment, plant, material resources, waste and people including other
road users and pedestrians is the overriding priority in all vehicle movements.

Works will be achieved ensuring minimal disruption and impact to stakeholders and the
public at large. This includes safe management of access and egress in and around all of
the Scheme’s worksites.

The Logistics Management Team


The Logistics Management Team (e.g. Logistics Manager, Traffic Manager, Traffic
Management Auditor, Waste Co-Coordinator, Logistics Administrator, etc.) will be identified
and contact details provided.

Management Processes and Procedures


The Logistics Management Team will be responsible for providing management, supervision
and advice on all logistics activities on the Scheme. This includes coordination of all vehicle
movements (the delivery of materials to site and removal of waste and excavated material
from site) in an efficient and safe manner to reduce impacts and congestions.

Legislation and Guidance – any relevant legislation and guidance taken into account for the
Scheme’s procedures will be listed.

Logistics Team Roles and Interfaces – the role, contact name and the interfaces of each
member of the Logistics Management Team will be outlined.

Logistics Management Responsibilities – the responsibilities of each team member will be


described.

Equipment, Plant and Material Resources – a methodology to identify, order and book
deliveries will be outlined. This will also include a site specific driver’s briefing that will be
sent to the supplier explaining the approved routes, vehicle holding areas and

contact numbers prior to delivery. Quantities and types of material resources to be used
throughout the duration of the Scheme will be estimated.

Waste– waste will be treated and managed in accordance with the Site Waste Management
Plan ("SWMP") and the Materials Management Plan ("MMP"). The Outline SWMP and
Outline MMP have been included in Appendices B and C respectively.

Traffic Management – a site specific Traffic Management risk assessment will be undertaken
of each access and egress route for each site. Logistics movements will be coordinated,
planned and recorded in accordance with the Scheme’s requirements. The booking
procedure will be outlined.

Communication
Communication is a major part of the success of any project and communication of the
Logistics Plan is paramount to its implementation. A communication strategy, including
meetings and training and toolbox talk plan, will be formulated.

Lorry Driver Induction Training


LGV drivers who are expected to make more than a specific number of deliveries (number to
be agreed) to the Scheme during the construction phase are mandated to attend the
Scheme’s Lorry Driver Induction Training. The criteria relating to these requirements will be
outlined in the Logistics Plan and included in the Procurement process. Examples of site
specific driver’s briefing will be included.

Excavated Material
The methodology for removing excavated material from the Scheme will be outlined.
Excavated Material will be identified, categorized and moved as outlined and in accordance
with the SWMP and MMP.

Sustainable Transport
The transportation of materials will be carried out in line with the Transport Assessment
Report. The effort made in order to explore all possible avenues in selecting the best options
will be demonstrated.

Modularization and offsite Manufacture and Assembly


Opportunities for offsite manufacture, assembly, modularization and designing out waste
solution that will impact site logistics will be assessed at both the design and procurement
stages, outlined in the Logistics Plan and implemented where possible.

Consolidation
Where possible, no part loads will be allowed to be delivered to the Scheme. Haulers will be
encouraged to ensure that delivery vehicles are loaded to capacity. The need to consolidate
is not anticipated but will be stipulated in the Logistics Plan and implemented where
practicable.

Vehicle Control
The specifications of worksite access/egress points and the capacity of the worksite to
receive vehicle movements, lorry movements and routes will be developed and outlined.

Vehicle safety equipment check sheets, vehicle safety checks monthly report and example
vehicle safety signage will be included.

Vehicle Security
Site and lorries holding area security will be outlined.

Vehicle Driver Safety Management


Site based drivers will be given a Site Induction and their licensing information will be
checked and verified. Visiting vehicles will not be admitted onto site if the driver is not in
possession of the appropriate protection personal equipment. The vehicle driver safety
management methodology will be outlined.

Review Schedule
The Logistics Plan will be reviewed and updated quarterly by the Logistics Manager or
sooner if there is a substantial change to the information
