"Professional" is used. Add some more
Instances, if you can. As a group, explain what
the word "Professional" means in each case.
1. One night, cellphones were stolen right
there from your home while you were asleep.
There was no indication of forced entry, so
you claimed that the manner by which your
cellphone was stolen was highly professional.

to work on a newly constructed bathroom

Summary
Teaching is a profession. It requires:

2) the attainment of a college/university degree
recognized by a regulatory body, CHED
3) a licensure examination called the Licensure
Examination for Teachers (LET)
4) Continuing Professional Development, and
5) Adherence to the Code of Ethics for
Professional Teachers
Is professionalization synonymous to professionalism?
(Think of this: When teaching was professionalized with
the passing of RA 7836, did this mean all teachers
automatically demonstrated professionalism? Refer to
Appendix A for the full text of RA 7836.)
The Historical Development of
Teaching as a Profession in the
Philippines
Presidential Decree 1006, issued in 1976 by President
Ferdinand E. Marcos, professionalized teaching in the
Philippines. This decree aimed to ensure that the urgent
recruitment of teachers would not compromise qualitative
standards. It recognized teaching as a profession, highlighting
the importance of teachers in nation-building and emphasizing
the need for their professional status to boost morale and
acknowledge their vital role in society.
In 1994, the Philippine Teachers Professionalization Act aimed
to enhance education quality through proper supervision and
regulation of the teaching profession.

In the pre-Hispanic period, formal schooling and teacher


preparation were absent; education was carried out by parents
and tribal leaders.
Paz Ramos, former Dean of the College of Education at the
University of the Philippines, Diliman, notes that the roots of
teacher education in the Philippines can be traced back to the
Spanish government in the mid-eighteenth century. It began
with a Royal Decree in 1765 mandating each village to have a
teacher, and further regulations were put in place in 1772. It
wasn't until 1863 that a more comprehensive effort was made
to modernize teacher education in the country.
The Spanish period in the Philippines saw the establishment of
a free public school system in 1863, with separate schools for
boys and girls in each municipality. The Spanish missionaries
served as teachers, and a normal school run by Jesuits trained
male teachers. Schools for women were not established until
1875, making the Spaniards pioneers in teacher training.
At the end of Spanish rule, schools during the Spanish era were
closed for a time by Aguinaldo's government. So there was no
teacher preparation that took place.
AMERICAN REGIME
During the American regime,
American soldiers served as
the first teachers.
In 1901, the Philippine
Commission enacted into
law Act 74 which created
the Department of Public
Instruction.

The purpose of this law is to establish a
Department of Public Instruction in the
Philippine Islands.
It also appropriates funds for the
organization and maintenance of a
Normal School, a Trade School, and an
Agricultural School.

teachers. The Philippine
Commission authorized the
Secretary of Public Instruction to
bring to the Philippines 600
teachers from USA.
