Introduction
The regulation aims at organizing the activity of transporting male and female students of
governmental and private educational institutions as well as the employees of those entities from
the educational and administrative staff and the like; including nurseries, kindergartens, schools
of all educational stages, colleges and institutes, centers for memorization of the Glorious Quran,
universities and the like, aiming at raising the levels of quality of transport service provided to
passengers, and creating an appropriate environment for investment in accordance with the
highest standards and safety requirements.
REGULATIONS FOR ORGANIZING THE EDUCATION TRANSPORT
ACTIVITY
Article One
The following terms and phrases, wherever stated in these Regulations, must have the
meanings set forth therein unless the context requires otherwise:
1. Authority Transport General Authority
2. Board Board of Directors of the Authority
3. President The President of the Transport General Authority
4. Activity Education Transport Activity (transporting male and female students of
governmental and private educational institutions as well as the
employees of those entities from the educational and administrative staff
and the like; including nurseries, kindergartens, schools of all educational
stages, colleges , institutes and centers for memorization of
the Glorious Quran, universities and the like in vehicles prepared for that
5. Passenger The ultimate beneficiaries of the activity services as male and female
students of governmental and private educational institutions, and the
employees of those entities from the educational and administrative staff
and the like
6. Establishment Each character has a legal entity such as institutions and companies
7. Individual Any natural person
8. Licensing A document issued by the Authority of approval for the establishment to
practice the activity in accordance with the provisions of this Regulation .
9. Permit A document issued by the Authority of approval for an individual to
practice the activity in accordance with the provisions of this Regulation
10. The licensed The establishment authorized to practice the activity in accordance with

11. The licensed Individual The person authorized to practice in accordance with the provisions of
this Regulation
12. Carrier The establishment or the person authorized to practice the activity
13. The city where the Cities, governorates, and centers in which the carrier has been licensed
license / permit issued to practice the activity
14. Head office Headquarters of the establishment from which it practices the activity
and supervises its branches.
15. Branch A branch of the establishment to practice the activity and works
under the supervision of the head office.
16. Vehicle A means of transport that is driven on wheels and automatic power
to transport passengers and their supplies
17. Car A vehicle whose number of seats is not less than seven (7) and no more
than nine (9) seats

18. Bus The vehicle whose capacity is ten (10) seats or more
19. Operation card A document issued by the authority approving the operation of the
vehicle in the activity.
20. Driver The natural person authorized to drive the vehicle in accordance with the
provisions of this regulation.
21. Escort The natural person appointed by the carrier or the educational authority
to accompany the driver throughout the transport process in
accordance with the provisions of this regulation
22. Driver card A document issued by the Authority approving the driver to drive a
car or bus after passing the professional competence test
23. Professional A test that the driver undergoes to ensure his ability to drive in
competence test high efficiency, and to deal with passengers in all circumstances in
a professional manner
24. Periodical technical Full inspection of the vehicle at one of the approved technical
inspection inspection centers.
25. Technical equipment Approved devices and tools that must be available in the vehicle
26. Technical equipment Those qualified by the Authority to install technical equipment in
providers the vehicle
27. Service observer The one entrusted to inspect and control the system to ensure
compliance with the provisions of this Regulation and take the
necessary procedure in the event of the breach of any of them.
28. Financial penalties Penalty of violation of any of the provisions of this Regulation or
other Regulations of Public Transport Law
29. Control record A paper or electronic form includes violations of the provisions of
these this Regulation.
30. Cash Equivalent The financial resources allocated to the authority in return for
issuing / renewing the license or permit, operating cards, driver
cards, or any of the other services provided by the authority
31. Violator Anyone who performs an act or actions that violate the provisions
of this regulation
32. Public transport law Public transport law on roads in the Kingdom of Saudi Arabia
issued by Royal Decree No. (M/25) dated 21/06/1397 H
(08/06/1977 G).
33. Traffic Law and its Traffic Law issued by Royal Decree No. (M/85) dated 26/10/1428 H
executive as amended by Royal Decree No. (M / 70) and dated 6/11/1437AH
Regulations amended by Royal Decree No. (M / 73) dated 18/7/1439AH, as
amended by Royal Decree No. (M/115) dated 5/12/1439AH and its
implementing regulations and any amendments thereto.
34. State revenue system State revenue system issued by Royal Decree No. (M / 86) dated
and executive 18/11/1431AH and its implementing regulations amended by the
regulations Minister of Finance Decision No. (901) dated 24/2/1439AH and the
amendments thereto.
REGULATIONS FOR ORGANIZING THE EDUCATION TRANSPORT
ACTIVITY
Article Two
The provisions of this regulation must be applied to the practitioners of the education
transport activity, and it is considered one of the regulations of the Public transport law.
Article Three
The activity is practiced by the establishments and individuals after obtaining the license /
permit.

Provided that the establishment must fulfill all the conditions and requirements for issuing the license
within a period of at most (90) ninety days from the date of submitting the application. otherwise, the
request will be considered null
Article Five:
Subject to the provisions of Article (Four), the main license must be issued in the name of the
establishment, for a period of (3) three years, and the activity may not be practiced after its termination,
cancellation, or during its suspension.

ACTIVITY
Article six :
Without prejudice to the provisions of Article (4), a subsidiary license must be obtained for each
branch through which the activity is practiced, with the minimum number of vehicles necessary
to practice the activity registered on the main license. The validity of the subsidiary license is
linked to the validity of the main license.
Article Seven:
1. The conditions of the license mentioned in paragraph (1 / b) and paragraph (2. 3. 4) of
Article Four (4) are bound to its validity, and in the event of a breach of any of these
conditions, the license must be suspended. The licensed individual must not practice the
activity until the condition is fulfilled, without prejudice to the authority's right to impose
the financial penalty prescribed for that condition
2. If there is a shortage in the minimum number of vehicles required to practice the activity
as a result of accidents or disasters beyond the control of the licensed individual,and the
shortage has not been fulfilled within one hundred and eighty (180 )days from the date
of the shortage, the license must be suspended, without prejudice to the authority's right
to impose the prescribed financial penalty in this regard.
Article Eight:
Subject to the provisions of Article (4), the license must be renewed at the request of the licensee
for a similar period, and according to the following controls:
1. Submission of a renewal application and fulfillment of all its conditions during one
hundred and eighty (180)days, the period prior to the license expiration date , otherwise
the application must be considered null
2. Compliance of the vehicle with the approved technical specifications, conditions and
equipment
3. Submission of a valid Saudization certificate
4. Payment of financial penalties (if any)
5. Payment of cash equivalent (if any).
Article Nine :
Subject to the provisions of Article 4), the licensed individual may assign the license under the
same number and date of validity, according to the following controls:
1. The authority's prior approval of the assignment request
2. The validity of the zakat and tax certificate
3. The assignee must fulfill all the necessary conditions for issuing the license

4. The license must be valid upon submitting the application and until completion of
transferring the license to the name of the assignee
5. The responsibility of the licensee who assigns the license must continue before the Authority
until the transfer of the license is completed in the name of the assignee
6. The existing equipment must comply with the provisions of this regulation, as well as
therelevant instructions
7. Not to practice the activity by the assignee until the license is issued in his name
8. Fulfilling all the conditions for assignment within a period of (90) ninety days from the date of
the approval of the authority and before the expiry date of the license validity, otherwise the
application must be considered void
9. Payment of financial penalties (if any)
10. Payment of cash equivalent (if any).
Article Ten :
The licensee may submit a request to cancel the license, according to the following controls:
1. The license is cancelled after paying the financial penalties - if any, in the following cases:
a) Expiry of license without renewal
b) Liquidation of the company whether by the partners' agreement or for the expiry of its term
or by a judicial ruling
c) Death of the individual sole corporation owner
2. The licensed individual must cancel or write off the activity from the commercial registration after
the license is cancelled
3. Subject to the provisions of Paragraph (1 / c) of this Article, the heirs of the sole corporation owner
who dies may request to correct the statutory status of the establishment to continue in
exercising practicing the activity within ninety (90) days from the date of death, provided that the
legal attorney of the heirs must undertake to comply with the provisions of these Regulations
during the period of correction.

ACTIVITY
Article Twelve:
The individual may operate one vehicle in the activity after obtaining the operating card, and the
card is considered a permit for him to practice the activity
Article Thirteen:
In order for an individual to obtain the permit, the following is required:
1) To be a Saudi national
2) To have a valid driving license of the category appropriate to the type and size of the
vehicle in accordance with the Traffic Law and its implementing regulations
3) The vehicle must be owned directly by him, or through one of the approved financing
programs, provided that he is the actual user of it
4) The vehicle must comply with the provisions of these regulations, specifications,
conditions and approved technical equipment
5) Linking to the electronic systems of the Authority that you specify
6) Linking with the regulations stipulated in any other system
7) Payment of financial penalties (if any)
8) Payment of cash equivalent (if any).
Article Fourteen:
The individual must complete all the conditions and requirements for issuing the permit within a
period of ninety (90) days at most from the date of submitting the application, otherwise the
application must be considered null.
Article Fifteen:
Subject to the provisions of Article (thirteen), the permit must be issued in the name of the
individual for a period of one year, and it is not permissible to practice the activity after its expiry
date, or its cancellation, or during the period of its suspension.
Article Sixteen:
Subject to the provisions of Article (thirteen), the permit is renewed at the request of the
authorized individual for a similar period, according to the following controls:

1. Submission of a renewal application and fulfillment of all its conditions during one
hundred and thirty (30)days, the period prior to the license expiration date , otherwise
the application must be considered null
2. Compliance of the vehicle with the approved technical specifications, conditions and
equipment
3. Payment of financial penalties (if any)
4. Payment of cash equivalent (if any).
Article Seventeen:
The conditions of the license mentioned in paragraph (1,2. 3. 4,5,6) of Article (13) are bound to
its validity, and in the event of a breach of any of these conditions, the license must be
suspended. The licensed individual must not practice the activity until the condition is fulfilled,
without prejudice to the authority's right to impose the financial penalty prescribed for that
condition
Article Eighteen:
The licensed individual may submit a request to cancel the license, according to the following
controls:
1. Amending the type of vehicle registration in accordance with the Traffic Law and its
implementing regulations
2. Payment of financial penalties (if any)
3. Payment of cash equivalent (if any).
Article Nineteen :
It is not permissible for the authorized person to assign the permit, and the permit must be
considered void in the following cases:
1. The death of the licensed individual
2. Transferring vehicle ownership, modifying its type of registration, replacing or dropping
its license plates
3. The vehicle exceeds the approved service life
4. According to a request from the licensed individual after paying the penalties and the cash
equivalent (if any). As well as completing the procedures for amending the type of vehicle
registration in accordance with the Traffic Law and its implementing regulations.

ACTIVITY
10) Assisting passengers with disabilities when embarking or disembarking the bus in the
absence of the escort
11) Maintaining the safety of the passengers , making sure that they sit on their seats in the event
that the escort is not there
12) Speed in securing the safety of male and female students in emergency situations in the absence
of the escort
13) Speed in informing the concerned authorities in emergency situations to take the necessary
measures in the absence of the escort
14) Providing the necessary first aids to passengers when needed, in the absence of escort
15) Not to smoke inside the vehicle, or to allow passengers to do so
16) Maintaining the cleanliness of the vehicle
17) Attention to appearance and personal hygiene
18) Maintaining public morals and good handling of passengers
19) Wearing the national dress or the uniform approved by the authority
20) Familiarity with the operational systems inside the vehicle
21) Save lost items that may be left by passengers inside the vehicle, submitting them to the
contractor which provides the transport service.
22) Not to disembark passengers at locations other than the educational institution’s or the
residence
23) Not leaving before school students enter the headquarters of the educational institution or the
residence
24) Ensuring that the bus is empty of all passengers after the completion of the transfer process
25) Showing the driver’s card upon request from the service supervisor or whoever is authorized
by regulations to have the authority to control and inspect
26) Submitting a medical report every two years confirming that it is free from epilepsy and
syncopal attacks
27) Any other obligations or requirements specified by the Authority.
REGULATIONS FOR ORGANIZING THE EDUCATION TRANSPORT
ACTIVITY
Subject to the provisions of the Traffic Law and its implementing regulations, and the conformity
procedures based on the standard specifications related to the vehicles approved by the Saudi
Organization for Standardization, Metrology and Quality, and the provisions of this regulation,
the President must approve by a decision that he issues the specifications, conditions and
technical equipment of the vehicle used in the activity, and the necessary safety requirements
Article Twenty-Six:
The type of registration of the bus or vehicle used in the activity must be public transport or
public bus and in accordance with the Traffic Law and its implementing regulations. The vehicle
used by the licensee whose authorized to practice transport activity in the government education
sector is exempted from the type of registration requirement.
Article Twenty Seven:
The approval of the authority must be obtained when registering a vehicle, a public transport or
a public bus ,or renewing its driving license, transferring its ownership, modifying its type of
registration, replacing its license plates, or dropping them.
Article twenty-eight:
The operational life of the bus must not exceed ten (10) years, and the operational life of the
vehicle five (5) five years from the year of manufacture, taking into consideration the relevant
decisions issued in relation to the transport activity in the government education sector.
Article twenty-nine:
The vehicle must be subjected to, for the entire period of operation in the activity, the periodic
technical inspection in one of the approved periodic technical inspection centers, and to a valid
insurance coverage
Article thirty:
The carrier must obtain an operating card for each vehicle before operating it in the activity,
according to the following controls:

2. The vehicle registration type must be in accordance with the approved type
3. The vehicle's driving license must be valid
4. The periodic technical inspection certificate is valid
5. The vehicle insurance policy is valid
6. The bus must comply with the approved technical specifications, conditions and
equipment
7. Payment of financial penalties (if any)
8. Payment of cash equivalent (if any).
The card is issued for a period of one year, provided that its validity does not exceed the date of
the end of the license, the operational life of the vehicle, or the expiration of the vehicle's driving
license or the license of the licensed driver, whichever is earlier
Article Thirty-One :
1. The vehicle operation card is renewed at the request of the carrier, and in compliance
with the same conditions and controls that were initially issued. It is allowed to submit
the request 30 days prior to the expiration date of the card, provided that the vehicle
must not be operated after the expiry of the operating card
2. At the request of the carrier, and after paying the delay fine: the operation card may be
renewed after its validity period has expired.
Article Thirty Two:
The operation card will be canceled in the following cases:
1- Transferring vehicle ownership, modifying its registration type, replacing or dropping its
license plates
2- The vehicle exceeds the approved service life
3- At the request of the carrier after paying the penalties and the cash equivalent (if any),
and to amend the type of vehicle registration in accordance with the Traffic Law and its
implementing regulations, taking into consideration that the number of vehicles does not
decrease from the minimum necessary to practice the activity of the licensed individual

ACTIVITY
The practice of activity is restricted to the city in which the license/ permit is issued or from it
to a final destination (educational point, or residence) for passengers in another city, and back to
it.
Article Thirty-Four:
The carrier must conclude a transport contract with the passenger or his guardian, the
educational authority, or the authority supervising the transport in the government education
sector before practicing the activity, to determine the scope of the benefit, obligations and rights
between the parties.
Article Thirty-Five:
The licensed individual must have the right to operate a rental vehicle in the activity that exceeds
the minimum number of vehicles necessary to practice the activity, provided that its ownership
belongs to another carrier or establishment licensed by the authority to practice bus rental
activity, as long as the vehicle has all the approved specifications, conditions and technical
equipment , this is done by concluding the necessary contracts with them and the responsibility
for the operation lies on that person alone.
Article thirty-six:
The licensed individual must be bound by the following:
1. Operating a vehicle that conforms to the approved technical specifications, conditions
and equipment
2. Equipping the vehicle with the technical equipment approved by one of the technical
equipment suppliers qualified by the authority
3. Taking full care of the vehicle's maintenance and technical condition
4. Maintaining the appearance of the vehicle, and its cleanliness from the inside and
outside
5. Securing a seat for each passenger in the vehicle, and not removing the seats
6. Providing alternative vehicles to transport passengers to their destination in the event
that the vehicle breaks down within a period not exceeding one hour in the event that

the vehicle is inside the city in which the main or subsidiary license is issued, and a
period not exceeding two hours if it is outside it
7. Providing an escort on the bus that transport students in primary schools and below
8. Providing a system and a special contact number, to report missing items or complaints
9. Return lost items to passengers
10. Not to install decorative tools or place unapproved stickers inside or outside the vehicle
11. Notifying the Authority when the location of the head office or any of the branches
changes
12. Notifying the Authority if there are any amendments entered into the legal entity
13. Put a copy of the license in a place visible to all in the head office and branches
14. All correspondence must be on publications clearly bearing: the name of the
establishment, the type of activity, the license number, the city in which the license is
issued, the postal and telephone address
15. Updating information on the means of communication and the national address in the
authority in case of changing it
16. Providing the Authority with the required data and information related to the activity, if
requested
17. Enabling the service observer to view the records, and provide him with information or
documents related to the activity
18. The driver's compliance with all the obligations imposed on in accordance with the
provisions of this regulation
19. The escort must comply with all the obligations imposed on in accordance with the
provisions of this regulation
20. Any other obligations or requirements specified by the Authority.
Article Thirty-Seven
The licensed individual must comply with the following:
1. Driving the vehicle is limited to him alone
2. Operating a vehicle that conforms to the approved technical specifications, conditions
and equipment
3. Equipping the vehicle with the technical equipment approved by one of the technical
equipment providers qualified by the authority
4. Taking full care of the vehicle's maintenance and technical condition
5. Maintaining the appearance of the vehicle, and its cleanliness from the inside and
outside
6. Securing a seat for each passenger in the vehicle, and not removing the seats
7. Providing facilities on the bus that transport students in primary schools and below
8. Returning lost items to passengers
9. Not to install decorative tools or place unapproved stickers inside or outside the vehicle

ACTIVITY
10. Updating information on the means of communication and the national address of the
authority in case of changing it
11. Providing the Authority with the required data and information related to the activity, if
requested
12. Enabling the service observer to view the records, and provide him with information or
documents related to the activity
13. Complying with all obligations of the driver in accordance with the provisions of this
regulation
14. The companion must comply with all the obligations imposed on in accordance with
theprovisions of this regulation
15. Any other obligations or requirements specified by the Authority.
Article Thirty-Eight:
The escort must be as follows:
1. Age must not be less than (18) eighteen years
2. Have a free-of-precedent certificate
3. Have a certified first aid course
4. Passing the medical examination specified by the authority
5. Passing the test of other training courses specified by the Authority
Article 39:
The escort must comply with the following:
1) Helping male and female students to get on and off the bus
2) Accompanying male and female students and secure their entry to and from the
educational institution’s headquarters and residency
3) Helping male and female students with disabilities when embarking and disembarking
the bus
4) Ensuring that the bus passage and exits are clear of any obstacles
5) Maintaining the safety of male and female students, and organizing their sitting on the
seats while they are on the bus, not allowing them to stand while the bus is moving
6) Speed in securing the safety of male and female students in emergency situations
7) Speed in informing the concerned authorities in emergency situations to take the
necessary measures
8) Providing the necessary first aids to passengers when needed
9) Not to smoke inside the bus, or allow male and female students to do so
10) Attention to appearance and personal hygiene
11) Preserving public morals, and good dealing with male and female students

12) Preserving the lost items that male and female students may leave inside the bus, and
handing them over to the contractor to provide the transport service
13) Not to leave the bus before all male and female students disembark, ensuring that it is
empty
14) Any other obligations or requirements specified by the Authority.
REGULATIONS FOR ORGANIZING THE EDUCATION TRANSPORT
ACTIVITY
The authority and whoever is assigned statutory must be responsible for following up the carrier
and verifying his commitment to the provisions of the public transport law on roads and this
regulation, as well as applying and controlling the penalties on a human and automated basis
for any violation of the provisions of the law and the regulation according to the schedule of
violations and penalties attached to this regulation
Article Forty-One :
Within (14) fourteen days from the date of the violation seizure, each interested party may object
before "The Committee of consideration of objections to violations of land transport". In all cases,
the resolution of the Committee may be appealed before the Board of Grievances within (30)
thirty days from the date of its approval.
Article Forty-Two:
The authority informs the violator after (60) sixty days from the date of notification of the
violation that he must pay the penalty, the authority and whoever is statutory assigned are
entitled to take the necessary measures before the competent court to seize the violator’s funds
within the limits of the value of the violation in accordance with the state revenue system and its
implementing regulations.
Article Forty Three:
The service observer must adhere to the following:
1. Show his identification card issued by the Authority before carrying out the tasks assigned
to him
2. Editing the control record in the event of a violation of any of the provisions of these
regulations , the control record must include; the violator name and information, the
place and date of the violation, a description of the violations seized, and the amount of
the penalty determined for each violation
3. Notifying the violator of the violation committed to the provisions of these regulations
4. If the notice is on paper, the service observer must deliver a notice of the violation
committed by the violator and take his signature, and if he refuses to sign, this must be

proved. The notice includes (the name of the violator, the identification number, the bill
of the violation payment account).
Article Forty-Four:
The application of the provisions of this regulation must not prejudice the obligations imposed
on the carrier in accordance with other regulations in force in the Kingdom of Saudi Arabia.
Article Forty Five:
The carrier must provide buses to the authority or the concerned government agencies ,enabling
them whenever required to cope with emergencies or natural disasters that require the
evacuation of those affected.
Article Forty Six:
It is not permitted to contract with a non-carrier to obtain the transport services
Article Forty Seven:
The authority must have the right to request that any vehicle belonging to the carrier besubjected
to a periodic technical examination before the expiry of its validity period in the following cases:
1. An accident affects key safety-related components and parts of the vehicle
2. The odometer of vehicle reaches (25,000) km and its multiples
3. Any other situation considered by the authority with the aim of raising the level of road
safety.
Article Forty Eight:
The authority may subject any vehicle belonging to the carrier to a sudden technical inspection
in a safe area on the side of the road with the help of the security authorities through the use of
mobile technical inspection units: to ensure the safety of the transport process and the regularity
of the vehicle and the driver's work, and according to the results of the inspection, it may take
measures to preserve the safety of passengers and their security regarding thecarrier, the vehicle
and the driver.

ACTIVITY
Article Fifty:
The carrier must abide by the passenger rights approved by the authority.
Article Fifty One:
The carrier must follow the matter in the Authority within a period not exceeding (10) ten days
from the date of the summons.
Article Fifty Two:
The carrier must fulfill all its obligations towards third parties, and the Authority is not considered
a public or private successor in this, whether during the period of validity of the license / permit
or after its cancellation, suspension or expiry, and in the event of a dispute between the carrier
and the parties contracting with him , this must be referred to the competent authorities
Article Fifty Three:
The carrier is obligated to pay material and moral compensation for the damages that others
incur as a result of his mistakes and the mistakes of his subordinates if the damage is caused by
an error that occurred during or because of the activity.
Article Fifty-Four:
Subject to the rules governing advertising boards issued by the concerned authority, the carrier
is allowed to advertise inside the vehicle, provided that the advertising material or the electronic
screen is in a place that does not attract the attention of the driver and does not affect the safety
and comfort of passengers.
Article Fifty-Five:
The carrier must comply with the instructions issued by the Authority or other relevant
authorities , such as the requirements of saudization, municipal, traffic, security and other
requirements.
REGULATIONS FOR ORGANIZING THE EDUCATION TRANSPORT
ACTIVITY
Article Fifty-Six:
This regulation replaces( the procedures and conditions for granting licenses to practice
education transport activity) issued by a decision of the Minister of Transport No.(15) dated
20/7/1413AH as amended by decision No.(35) dated 28/12/1414AH as well as the conditions
for the license to practice the activity of teacher transport, and cancels all the previous
instructions inconsistent with it
Article Fifty-Seven:
This Regulation must be published in the Official Gazette, and must be enforced after ninety (90)
days from the date of its publication
