Role of the United Nation in Promoting Human Rights

The United Nations (UN) plays a crucial role in promoting and protecting human
rights worldwide. Since its creation in 1945, the UN has worked to ensure that the
fundamental rights and freedoms of all individuals are respected, regardless of their
nationality, race, gender, or religion. The UN’s approach to human rights involves a range
of activities, frameworks, and agencies that help monitor, enforce, and promote these
rights globally.

 Key Functions of the UN in Human Rights Promotion

1.Creation of Human Rights Frameworks:


One of the most important contributions of the UN to human rights is the creation of
international standards and guidelines. The Universal Declaration of Human Rights
(UDHR), adopted in 1948, is a foundational document that outlines the basic rights and
freedoms every person should enjoy. It has been a guide for many countries in developing
their national laws and constitutions.
2.Human Rights Monitoring:
The UN monitors human rights situations in different countries through various
agencies and bodies. The UN Human Rights Council (HRC) is one of the key bodies that
oversees human rights violations, discusses global issues, and makes recommendations. It
conducts periodic reviews of member states’ human rights practices through the Universal
Periodic Review (UPR) process, where countries report on their human rights records.
3.Human Rights Enforcement:
The UN has mechanisms to address human rights violations. For example, the UN
Security Council can take action in cases of severe human rights abuses, such as through
sanctions or peacekeeping operations. The International Criminal Court (ICC), though not
part of the UN, works closely with it to prosecute individuals for crimes like genocide, war
crimes, and crimes against humanity.
4.Promotion and Advocacy:
The UN promotes human rights through advocacy, education, and raising awareness.
It encourages governments to adopt policies that protect human rights and works with
civil society organizations to bring attention to human rights issues. The UN High
Commissioner for Human Rights leads efforts to advocate for human rights, provide
technical assistance, and mobilize international support.
5.Humanitarian Aid and Development:
The UN also plays a significant role in providing humanitarian aid to populations
affected by conflict, disasters, and poverty. Many UN agencies, such as the UNHCR
(United Nations High Commissioner for Refugees) and UNICEF (United Nations

 Challenges and Limitations

While the UN has made significant progress in promoting human rights, there are
challenges. The UN’s ability to enforce human rights is sometimes limited by the political
interests of its member states, especially those with veto power in the Security Council.
Additionally, some countries may not fully cooperate with UN resolutions or human rights
investigations.

ROLE OF THE MINORITIES COMMISSION

Role of the Minorities Commission in Protecting Human Rights

The National Commission for Minorities (NCM) is an important body in India that works
to protect and promote the rights of minorities. It was established in 1992 under the
National Commission for Minorities Act. The commission plays a key role in ensuring that
minority groups—such as religious, linguistic, and ethnic minorities—are treated fairly
and their rights are safeguarded in accordance with the Constitution of India.

 Key Roles and Functions of the Minorities Commission:

1.Protection of Minority Rights:


The commission’s primary role is to protect the rights of minorities. It ensures that the
government and other institutions do not discriminate against minorities based on their
religion, language, or ethnicity. It works to make sure that minorities have equal access to
education, employment, and other opportunities.
2.Monitoring and Investigating Issues:
The Minorities Commission investigates complaints of discrimination or violations of
the rights of minorities. If a minority group faces injustice, the commission can step in,
investigate the matter, and recommend corrective action. It helps create a platform for
minorities to voice their concerns and seek justice.
3.Advisory Role to Government:
The commission advises the government on issues related to minorities and provides
recommendations on policies that can help improve the living conditions and status of
minorities. It helps the government design policies and schemes aimed at empowering
minority communities.
4.Promotion of Social and Economic Development:
The commission works on promoting the social, economic, and educational
development of minorities. It helps in the implementation of government schemes aimed
at improving the quality of life for minority communities, ensuring they have access to
benefits such as reservations in education and jobs.
5.Research and Awareness:
The commission conducts research on issues affecting minorities, including social,
cultural, and economic challenges. It also spreads awareness about the rights of minorities
and works to eliminate prejudices and stereotypes about them.

 Challenges Faced by the Commission
