marshalling box drawing, 11kV & 33kV Switchgear drawings.
2. Layout drawing with clear identification of placement of generator, step down transformer & cable laid up
to the switchgear terminations shall be submitted along with the method statement. Please include.
3. On page no.7 of 67 of Roles & responsibility of contractor staff kindly include Lead engineer role to carry
out the final checking as per approved GA drawing and as per the manufacturer recommendation. Safety
officer shall verify all prerequisites as per AADC HSE requirement prior to stability test and issue
clearance to start the testing. Please confirm and same shall be included in the method statement.
4. Details of work procedure mentioned on Page no.8 of 67 related to method statement is without any
equipment ID/Feeder detail /CB ID /DS ID of 33kV & 11kV switchgears. Please note that method
statement cannot be generic one .Kindly submit station wise method statement with equipment
designations as per as built SLD.
5. Contractor shall confirm the presence of OEM relay (approved) Engineer, AADC & Elmec engineer during
the test.
6. Three phase line drawing shall be provided for both Diff & REF stability and sensitivity testing to know
the way of connection of power supply to transformer for testing as well as panel selection for shorting.
7. Point of isolation & primary earthing point shall be clearly mentioned in the method statement
8. 33kV side and 11kV side ammeter reading shall consider in the format.

9. 11kV injection point between CT & CB pole is not clear to us. Kindly elaborate further with proper method
statement showing physical arrangement of this connection details with photographs as per site condition to
avoid any consequences during execution at site.
10. Contractor shall take reading of REF as well as SBEF relay to ensure that there is no current flow to these
relays during transformer stability and sensitivity test.
11. Since transformer stability considering a primary injection of NCTs, the NCT terminals short and isolating
facility shall be verified during testing. Also WTI, REF & SBEF CT reading shall be included in the
format.
11. Measurement shall be taken from SWGR CT terminals as well as MK panel CT terminals. Kindly update
the test format for these reading in both REF & SBEF protection.
12. after transformer sensitivity test, stability test of the transformer as well as REF shall perform in all three
tap position (1st, 9th and 17th).please confirm.
13. Before proceeding this stability & sensitivity we have to complete Final Setting adaption & Testing.Please
confirm.
14. Kindly add OEM Engineer Signature in the footer of all pages of the document and ensure that OEM
engineer shall sign all document.

This method statement provides the required guidelines to perform Power Transformer differential
and REF stability, sensitivity test at AL AIN primary Substation under Contract A14235.2 with
necessary safety and controls that shall be identified in risk assessment for maximum personnel
safety.

Definitions
Lead Engineer
To allocate sufficient resources, manpower and equipment, for the execution of the work in
a safe manner and in accordance with all contract requirements. Report to the Project
Manager.
To carry out to carry out the final checking as per approved GA drawing and as per the
manufacturer recommendation.
Competent Person
Start the work only after read, understand, receiving the safety documents.
Supervise 100% all activities as per safety document
Ensuring all necessary documents to perform the work and follow the approved method
statement.
Plan the necessary personnel and material resources.
Present at site all time while work in progress under the permit.
In case if the CP must leave the site due to any urgency, he shall stop the work, clear the site
activities and inform the authorized person.
In case of any doubt on the work, he shall suspend the work until he gets clarified.
Before the start of work, he must carry out toolbox talk with the workmen the hazards,
precautions, and the adopted control measures.
Ensure proper PPE of the work men and communicates the emergency procedures.
Safety Officer.
Safety officer shall verify all prerequisites as per AADC HSE requirement prior to stability test
and issue clearance to start the testing
Workmen
Wearing appropriate PPEs.
Understanding and following the instructions given by line staff.
No horseplay and shortcuts.

Trained person should perform testing as per AADC SSR
Supervision – all work will be carried out under supervision of competent person with site
representative.
The below steps are Mandatory to follow daily on basis before starting any work,
Obtain the approval from the DMS and SFT for work.
Conduct the toolbox talk to the people involved in the work.
Before entering the room, change the CO2 switch control to manual mode
Barricade the safe work area and fix warning signs as applicable
The work shall be carried out by Competent Person approved by AADC
Inform DMS with valid permit number before start the work.
Check all Existing alarm and condition of S/S before starting any work.
AADC Operation Engineer shall confirm isolation of bay.
Obtain Transformer feeder 33kV and 11kV switchgear shutdown with test Permit (SFT) in PY
Substation.
SWITCHING SEQUENCE:
Confirm 11kV side Bay K06 Incomer Feeder Q0 (CB) is withdrawn and kept in rack out
position.
Ensure all the CT secondary circuits are closed and there is no open circuit in CT for 11kV side
K06 Incomer Feeder.
Test setup Establishment and Transformer Differential and REF Stability sensitivity test:
1. Connect the 3 Phase 415 V AC Generator supply through step down transformer to 11kV
side K06 Incomer switchgear cable compartment (as per Test setup SLD and layout drawing).
2. While connecting the generator cable (for 220V LV Supply) proper clearance distance to be
maintained and insulated tools and hand glove to be used.
3. 33kV BB protection will be blocked by AADC during stability sensitivity test.
4. Switch on the Injection & Apply the 400 V AC supply in 11kV side K06 Incomer Feeder to
33kV side H03 Transformer as per test setup SLD
5. Measure the Differential CT circuits Secondary current in the Relay Terminal at 11kv & 33kv
side as per the SAT & Record the Value.
6. Record the Relay primary current, Differential & Restraining Current as per the SAT Report.
7. Now Reverse the 33kV R PH CT in the Terminal block & Record all the Measurement as per
the SAT Report.

Keep Q0, Q1& Q5 Open position in 33kV side H03 Transformer Feeder & Ensure there is no open
circuit in CT.
Rack out the 11kV CB and Open the Earth switch in 11 kV K06 Incomer Feeder; ensure there is
no open circuit in CT.
Connect the 1 Phase 230V AC supply to 11kV side K06 Incomer switchgear cable compartment as
per test setup SLD.
Short 3 Ø in 33kV side through Earth switch via CB(Q0) in 33kV H03 Transformer feeder as per
attached SLD.
Keep the Tap Position 9 (Normal Tap) in the 15 MVA Transformer.
8. Risk Assessment
The Risks for the described job are the specific risks of the 33kV/11kV Switchgears and with Low
Voltage equipment
There is no risk of trip as the corresponding feeders are under shutdown and there is no risk
of disturbance to Protection relays, device or control circuit under work.
9. Emergency Procedures
In case of major Injuries
Do not panic. Call ambulance and notify emergency team at site.
Do not move the injured unless he is in danger.
If danger exists, he shall be assessed by a trained and qualified first aider before moving. Use
a stretcher
Do not crowd around the victim. Do not give anything to eat or drink. Ensure adequate air
and lighting.
Only trained and qualified first aider shall treat the victim and ensure that his airway is kept
clear.
Victim shall be transported to hospital in an ambulance.
Preserve the accident scene for further investigation.
In case of fire
Follow AADC’s approved emergency procedure as per HSE Plan.

1. Introduction
This method statement provides the required guidelines to perform Power Transformer differential
and REF stability, sensitivity test at AL AIN Package Unit Substation under Contract A14235.2 with
necessary safety and controls that shall be identified in risk assessment for maximum personnel
safety.

Power Transformer (H02 – represent 33 kV Transformer Feeder & M04 – represent 11 kV Incoming
Feeder) Differential and REF stability, sensitivity test.

Definitions
Lead Engineer
To allocate sufficient resources, manpower and equipment, for the execution of the work in
a safe manner and in accordance with all contract requirements. Report to the Project
Manager.
To carry out to carry out the final checking as per approved GA drawing and as per the
manufacturer recommendation.
Competent Person
Start the work only after read, understand, receiving the safety documents.
Supervise 100% all activities as per safety document
Ensuring all necessary documents to perform the work and follow the approved method
statement.
Plan the necessary personnel and material resources.
Present at site all time while work in progress under the permit.
In case if the CP must leave the site due to any urgency, he shall stop the work, clear the site
activities and inform the authorized person.
In case of any doubt on the work, he shall suspend the work until he gets clarified.
Before the start of work, he must carry out toolbox talk with the workmen the hazards,
precautions, and the adopted control measures.
Ensure proper PPE of the work men and communicates the emergency procedures.
Safety Officer.
Safety officer shall verify all prerequisites as per AADC HSE requirement prior to stability test
and issue clearance to start the testing
Workmen
Wearing appropriate PPEs.
Understanding and following the instructions given by line staff.
No horseplay and shortcuts.

Trained person should perform testing as per AADC SSR
Supervision – all work will be carried out under supervision of competent person with site
representative.
The below steps are Mandatory to follow daily on basis before starting any work,
Obtain the approval from the DMS and SFT for work.
Conduct the toolbox talk to the people involved in the work.
Before entering the room, change the CO2 switch control to manual mode
Barricade the safe work area and fix warning signs as applicable
The work shall be carried out by Competent Person approved by AADC
Inform DMS with valid permit number before start the work.
Check all Existing alarm and condition of S/S before starting any work.
AADC Operation Engineer shall confirm isolation of bay.
Obtain Transformer feeder 33kV and 11kV switchgear shutdown with test Permit (SFT) in PU
Substation.
SWITCHING SEQUENCE:
Confirm 11kV side Bay M04 Incomer Feeder Q0 (CB) is withdrawn and kept in rack out
position
Ensure all the CT secondary circuits are closed and there is no open circuit in CT for 11kV side
M04 Incomer Feeder.
External Primary Earth to be provided from cable compartment R,Y,B shown as per test setup
SLD.
Test setup Establishment and Transformer Differential and REF Stability sensitivity test:
1. Connect the 3 Phase 415 V AC Generator supply through step down transformer to 33kV
side H02 switchgear cable compartment (as per Test setup SLD).
2. Switch on the Injection & Apply the 400 V AC supply in 33kV side Transformer H02 Feeder to
11kV side Incomer feeder M04 as per test setup SLD
3. While connecting the generator cable proper clearance distance to be maintained and
insulated tools and hand glove to be used.
4. Measure the Differential CT circuits Secondary current in the Relay Terminal at 11kv & 33kv
side as per the SAT & Record the Value.
5. Record the Relay primary current, Differential & Restraining Current as per the SAT Report.
6. Now Reverse the 33KV R PH CT in the Terminal block & Record all the Measurement as per
the SAT Report.
7. Normalize the 33KV R PH CT.
8. Now Reverse the 11KV R PH CT in the Terminal block & Record all the Measurement as per
the SAT Report.
9. Normalize the 11KV R PH CT.
10. Take the Final reading for R phase Transformer Stability.
11. Switch OFF the AC power supply in Generator.
12. Repeat the Same point- 6 to point -14 for Y ph & B Ph Stability
8. Risk Assessment
The Risks for the described job are the specific risks of the 33kV/11kV Switchgears and with Low
Voltage equipment
There is no risk of trip as the corresponding feeders are under shutdown and there is no risk
of disturbance to Protection relays, device or control circuit under work.
9. Emergency Procedures
In case of major Injuries
Do not panic. Call ambulance and notify emergency team at site.
Do not move the injured unless he is in danger.
If danger exists, he shall be assessed by a trained and qualified first aider before moving. Use
a stretcher
Do not crowd around the victim. Do not give anything to eat or drink. Ensure adequate air
and lighting.
Only trained and qualified first aider shall treat the victim and ensure that his airway is kept
clear.
Victim shall be transported to hospital in an ambulance.
Preserve the accident scene for further investigation.
In case of fire
Follow AADC’s approved emergency procedure as per HSE Plan.

Test procedure:
1. Normalize all the CT secondary circuit terminals & confirm, there is no open circuit in the CT secondary circuit.
2. Inject a small current from R-E and confirm, corresponding secondary current appears for OC/EF CT91 T1
core.
3. Increase the primary current to the required level – minimum 10% of the CT rated current, measure the
secondary currents at various points for OC/EF CT91 T1 core and record the readings.
