CONTROL PANELS

1- SCOPE

1- This specification mainly covers the design, manufacturing, factory


testing, inspection, delivery commissioning and guarantee for indoor
and outdoor control panels.

2- DEFINITIONS

2.1 CONTROL PANELS :

Control panels shall be any form of board , cabinet , panel , box , case ,
etc. , used for protection or to contain of group instrumentation ,
telemetering equipment , control equipment , annunciation and alarm
equipment or mimic diagrams for a system .

2.2 DEFINITIONS CONCERNING THE EXTERNAL DESIGN OF


ASSEMBLIES .

Each of the following assemblies shall have a degree of protection of at


least IP54

2.2.1 Enclosed Assembly

An assembly which is enclosed on all sides – with the possible


exception of its mounting surface .

2.2.2 Cubicle – type assembly – see figure 1

An enclosed assembly in principle of the floor –standing type


which may comprise several sections , sub-sections or
compartments .

2.2.3 Multi – cubicle type assembly – see figure 2

A combination of a number of mechanically joined cubicles .

2.2.4 Box – type assembly – see figure 3

An enclosed assembly in principle intended to be mounted on a


vertical plane .

2.2.5 Multi - box type assembly – see figure 3

A combination of boxes mechanically joined together , with or


without a common supporting frame , the electrical connections
passing between two adjacent boxes through openings in the
adjoining faces .

2.2.6 Duplex assembly – see figure 4

An enclosed assembly in principle of the floor – standing type


which may comprise several sections . Access doors shall be at
one or both ends . The clear space between panels back to back
and access at doors shall be wide enough to allow access for test
equipment .

3- CLASSIFICATION

3.1 TYPE OF ENCLOSURE

All control panels shall be metal enclosed on all sides .

3.2 TYPE OF ASSEMBLY

Control panels shall be classified as :


- Cubicle type ( single or multiple )
- Box type ( single or multiple )

3.3 TYPE OF ARRANGEMENT

Control panels shall be classified as :


- single ( one side only )
- Duplex (instrumentation on two sides )

3.4 LOCATION

Control panels shall be classified as :


- Indoor
- Outdoor

4- REQUIREMENTS

4.1 ENVIRONMENTAL PARAMETERS

4.1.1 Standard Environmental Conditions

All standard materials and equipment shall be designed and


constructed for satisfactory operation under the appropriate set of
environmental conditions listed hereunder . Where it is not
possible to use standard materials , non-standard materials of
higher rating may be used .

4.1.2 Standard Outdoor Conditions

Standard outdoor materials and equipment shall be suitable for


operation under the environmental conditions listed in table (1) .

4.1.3 Standard Indoor Conditions

Standard indoor materials and equipment shall be suitable for operation


under the service conditions listed in table 2 .

4.2.2 Low Voltage System

The low voltage systems 380/220V, 4-wire system with multiple


grounding of the neutral .

4.3 QUALITY ASSURANCE

4.3.1 Applicable Codes And Standards

All materials shall be manufactured and tested in accordance with the


latest editions of relevant publications of the international
Electrotechnical commission . Where no IEC publication has been
issued to cover a particular subject then a recognized national standard
shall be applied .

4.3.2 Alternative Codes And Standards

The tenderer may propose alternative codes and standards provided it is


demonstrated that they give an equivalent degree of quality as the
referenced codes and standards . Acceptability of any alternative code or
standard is at the discretion of EETC .

4.3.3 Precedence Of Codes And Standards

In cases of conflict between this specification and any of the referenced


codes and standards, then the following order of precedence shall apply :

- EUS
- IEC recommendations .
- Other referenced codes and standards .
- Acceptable alternative codes and standards .

4.4 DESIGN
4.4.1 GENERAL DESCRIPTION

4.4.1.1 The control panels shall be completely wired and assembled with
all instruments , devices and controls installed so that entire
assembly is an operatable unit ready for installation in the field .
The instruments , devices and controls required shall be detailed
by the purchaser under separate specification . The instrument
and control terminals (including all spare contacts) shall be wired
to terminal blocks for field connection in accordance with the
relevant loop and schematic diagrams . All accessories not herein
specified or mentioned, but which are required to complete the
control panels shall be supplied by the manufacturer .

Electrical operation and control wiring tests

The correction of the control wiring of a panel shall be verified


by either actual electrical operation of the component control
devices or individual circuit continuity checks by electrical
circuit testers .

- Polarity tests shall be made to ensure that connection


between instrument transformers and meters or relays etc.
are correctly connected for relative polarities .

- instruments shall be tested to ensure that pointers move in


the proper direction .

4.4.1.2 The various assemblies shall be as shown in :


- Figure 1 - Cubicle – type assembly
- Figure 2 - Multi - cubicle – type assembly
- Figure 3 - Multi – Box – type assembly
- Figure 4 - Duplex – type assembly

4.4.1.3 Design , material selection , and workmanship shall result in a


neat panel appearance outside and inside , with no welds , rivets
or bolts apparent on exterior surfaces . Where a panel is an
addition / extension to an existing panel line – up , exterior
surface , colour should match existing panels . Clause 4.4.9.2 of
this specification shall apply in all other aspects of paintwork .

To cater for future development , the internal layout of the


control panel and particularly the design and layout of the side
walls shall be such as to allow for addition of control panels to
the line – up .

4.4.1.4 The control panels shall be rigid , self – supporting structures ,


with suitable structural steel reinforcement , stiffening and
bracing . Cross stiffeners shall not impede access to the cubicle .
When the structures are assembled , the surfaces shall be flat and
smooth and shall have ample strength to withstand all stresses
encountered in shipping , installation and operation without
distortion , vibration or other damage . The structures shall be
complete with removable lifting lugs as required . The panel
construction shall be compliant with IEC publication 60439 – 1.

4.4.2 CABINETS

4-4-2-1 INDIVIDUAL CABINETS

Each cabinet shall take form of a complete enclosure and shall be


of folded metal construction with enamel finish . It shall have a
front panel suitable for flush mounting equipment such as control
switches, meters , relays, miniature circuit breakers , etc. and
shall be closed off by a door at the rear .

In the case where rackmounted equipment is required , a front


door shall be provided , fitted with a window of impact –
resistant material , to enable settings and indications to be
checked without opening the door . Rack – mounted equipment
shall comply with IEC publication 60297.

Cabinets shall not be less than 600mm wide and the depth shall
not exceed the width . The height shall not exceed 2300mm . The
width between apparatus mounted on the cabinet side walls shall
be sufficient to provide full and easy access to all terminals and
to apparatus mounted in the front panel . Relays and other
sensitive equipment shall not be fitted on hinged panels and

equipment shall be mounted on the rear access door . The rear


access door shall be close fitting and lockable . It shall be a lift –
off steel door and shall be hinged in such a manner that it can be
opened through 180° .

A lamp (AC power) shall be fitted inside each cabinet and shall
be so arranged that all wiring is illuminated evenly without
dazzle . The lamp shall be controlled by a door switch . A switch
for the purpose of isolation the supply to the lamp shall be
provided . In addition , when requested in the tender .

A separate DC supply for a lamp inside the panel shall be


supplied . The lamp (DC) shall be mounted and wired in a similar
manner to the above mentioned lamp (AC) .

Adequate single and three phase outlets for tools and testing
equipment shall be provided where necessary . Cabinets shall be
floor mounted and provision shall be made for bottom entry of
cables .Removable gland plates of an approved type, non-
flammable , insulating , vermin – proof material shall be
provided. The gland plates shall be drilled on site to suit the
cables . Blank glands for the number of cables required to enter
the cabinet in the ultimate development of the station shall be
provided . All cables shall enter vertically from below . The
cabinets shall be sealed at their point of entry . Panels shall be
ventilated (vermin proof) for cooling of internal components . A
built in fan may be used if necessary . However , failure of the
fan to operate should activate an alarm .

Identification labels shall be provided and fixed by screws on the


front and rear of each cabinet . The label on the rear shall be
placed so that it is visible whether the door is opened or closed .
A label shall also be provided on the outside of the door so that
on removal from the cabinet it can be identified . Inscriptions
shall be clearly legible from the operating distance and marked in
English .

4.4.2.2 Duplex Cabinets

Each cabinet shall take form of a complete enclosure and shall be


of folded metal construction with enamel finish . It shall have a
front panel and a rear panel , each of which shall be suitable for
flush mounting equipment such as control switches, meters ,

relays , miniature circuit breakers , etc. In general , several


cabinets will be connected to form a row . In this case there shall
be a clear space between the panels fitted back – to – back . This
clear space shall extend for the full length of the row , and shall
not be less than 1.0m wide . An access door shall be provided at
each end . These doors shall be close fitting and wide enough to
allow access for relay test equipment . It shall be possible to open
either access door from the inside without a key , even if the door
is locked from the outside .
In the case where rackmounted equipment is required , a front
door shall be provided , fitted with a window of impact resistant
material , to enable settings and indications to be checked without
opening the door . Rack – mounted equipment shall comply with
IEC publication 60297 .

Cabinets shall have adequate space (wide & depth) , measured


from the front to the central , clear space , shall not exceed the
width .

The total depth of the duplex assembly shall , therefore , be made


up as following :

Depth of one panel


Plus
Central clear space (no less than 1. 0m)
Plus
Depth of one panel

The height shall be 2200mm. The width between apparatus


mounted on the cabinet side walls shall be sufficient to provide
full and easy access to all terminals and to apparatus mounted in
the front panel . Electromechanical relays and other sensitive
equipment shall be mounted on the rear access door .

4.4.3 Condensation

All enclosures shall be provided with anti-condensation space heater.


They shall be automatically controlled by a humidistat , the operating
range of which shall be adjustable . It shall also be possible to switch the
heater on and off manually . A space heater test circuit shall be installed
in each enclosure with a test push button and associated lamp . A switch
for the purpose of isolating the power supply to the heater circuit shall
be provided at each enclosure .

All enclosures shall be designed to minimise condensation , with


provision for ventilation and drainage as appropriate .

4.4.4 Degree of protection provided by enclosure for LV equipment .

All terminal boxes , mechanism boxes , kiosks , cabinets and equipment


enclosures shall have degrees of protection provided by enclosure
according to IEC 60529 as following :

Outdoor IP54 (minimum)

Indoor IP51 (minimum)

4.4.5 Panel Wiring

4.4.5.1 General

Control panel and cabinet wiring shall be PVC insulate


stranded copper conductor rated at 600/1000 volts . The
minimum conductor sizes shall be not less than 2.5mm²
for voltage and all DC circuits and 4mm² for metering and
protection current circuits . For solid state relays the
corresponding minimum conductor sizes shall be not less
than 1.5mm² for voltage and all DC circuits and 2.5mm²
for metering and protection current circuits .

4.4.5.2 When wiring extends from a stationary to a hinged part of


a structure , e.g. console swing-up horizontal sections , it
shall be accomplished by grouping and forming the wires
into a loop , adequately supported at each end and of
sufficient length so that the wires in the loop will be
subjected to torsional strain only , but not to bending ,
tension or compression when the hinged part is moved to
the full open position .

4.4.5.3 Horizontal and vertical wiring between terminal blocks


and devices shall be enclosed in plastic ducts with
removable covers . Wire fill in ducts shall not exceed 25%
capacity .

4.4.5.4 Wiring between ducts and devices


may run exposed for
distances not exceeding 150 mm .

4.4.5.5 All exposed wiring shall be formed


neatly with wires
grouped in pack . Each pack shall be bound with plastic
ties and shall be substantially supported throughout the
panel and ducts . Multi-conductor cable is not acceptable
inside the panel .

4.4.6 Grounding Of Panels

4.4.6.1 The cases of all panel or console mounted devices shall be


grounded effectively through the steel structure or
supplementary ground straps .

4.4.6.2 Each panel shall be equipped with a copper ground bus


not less than 6 mm X 25 mm extending its entire length ,
installed inside , near the bottom , bolted to , but insulated
from the structure . The ground bus shall be used for all
cable shields and instrument ground applications , and for
power ground applications . A solderless clamp-type
terminal lug shall be provided at each end of the ground
bus for connection of 95mm² bare stranded copper ground
cable . Means shall be provided for coupling the ground
bars of adjacent units . The joints shall be brazed , welded
or tinned and bolted . Doors , removable panels , gland
plates , covers shall be bonded to ground . Each control
panel section shall have a stud bolt and flying lead
connection to the ground bus .

4.4.6.3 Whenever the schematics or loop


diagrams indicate a
definite ground for a circuit at the structure , a single wire
for each circuit shall be run independently from the circuit
grounded point to the ground bus and fastened with a
drilled and tapped connection .

4.4.6.4 All panel wiring operating at a


voltage greater than 60V
shall be coloured black . For voltages less than 60V it shall
be coloured grey . Grounding wire insulation shall be
coloured yellow with green trace colour

4.4.7 Panel Wire Identification

Panel wire shall be fitted with numbered identification tags at


termination points . All internal wires in cabinets , kiosks , panels, etc. ,
shall be identified at each end by means of a sleeve indelibly marked
with an identification number which shall be readily visible . Sleeves at
ends of wires shall be marked with the terminal numbers and device
number of the items of equipment to which they are connected . The
sleeves shall be such that they remain fixed to the wires when the wires
are removed from their terminals . The sleeves on all wires directly
connected to circuit breaker trip coils shall be red , and marked , trip .

4.4.8 Auxiliary Relays And Terminals

4.4.8.1 In the case of low voltage circuits operating at nominal


voltage of 60V or less , equipment (including terminals)
shall be rated to withstand 1.000V , 50HZ , to

ground for one minute . Equipment for circuits operating


at nominal voltage greater than 60V shall be rated to
withstand 2000V , 50HZ , to ground for one minute .

4.4.8.2 Auxiliary relays shall be dust-proof and so constructed and


fitted , that the coils and contacts can easily be replaced ,
preferably without removing the relay unless it is of the
plug – in type . It is desirable that , where feasible , all
coils be continuously rated . All switched contacts shall
have a self – cleaning action . Alternatively , solid state
relays may be used .

4.4.8.3 Terminals for cables and wires with

sectional area 2.5 sq.mm or greater shall be of the
clamping type , screw tightened by screw driver , where
the screw dose not bear directly on the wire . For
terminations at panels , kiosks , cabinets , etc. , Universal
DIN rail mounted terminals shall be used and these shall
be arranged in rows on a mounting rail . The universal
DIN rail mounted terminals shall be spring loaded for
clipping into position . Means for isolating circuits , such

as “ drop – link ” type universal DIN rail mounted


terminals shall be provided on all AC and DC supply
circuits . Universal DIN rail mounted terminals on current
transformer secondary circuits shall be provided with short

circuiting devices and with devices for plugging in


ammeters and test equipment . A minimum of 10% spare
terminals shall be provided on each universal DIN rail
mounted terminal rack .

4.4.8.4 Wires shall not be tee – connected or


jointed between
terminal points . All stranded or flexible wires shall have
crimped connectors fitted at terminal points .

4.4.9 Painting

4.4.9.1 General

All metallic surfaces subject to corrosion shall be


protected by suitable coatings applied in the shop .
Surfaces which will be inaccessible after assembly shall be
protected for the life of the equipment . The surfaces shall
be cleaned and prepared in the shop . All mill scale ,
oxides , and other coatings shall be removed . Use of sand
or grit on these surfaces is not acceptable . Exposed
surfaces shall be finished smooth , thoroughly cleaned ,
and filled as necessary to provide a smooth uniform base
for painting . Surfaces to be finish painted after
installation, or requiring paint for corrosion protection
until installation , shall be shop painted with one or more
coats of primer as hereinafter specified .

4.4.9.2 Painting

Electrical equipment shall be shop finished with one or


more coats of primer and two coats of high grade oil
resistant enamel .

The finish colour shall closely match RAL 7032 light


grey, or RAL – F2 of colour register , RAL 840 HR of
German organization for specifications and certification ,
for all equipment .

The interior of all panels and switchgear shall be finished


with gloss white enamel .

Shop primer for electrical equipment shall be the


manufacturer’s standard , unless otherwise specified , and
shall be compatible with the finish enamel .

4.4.9.3 The supplier shall furnish sufficient


touch up paint for one
complete finish coat on all exterior factory painted
surfaces of each item of equipment . The touch up paint
shall be the same type and colour as the factory applied
paint and shall be carefully packed to avoid damage during
shipment . Complete painting instructions shall be
furnished .

4.4.9.4 Shop primers used on steel and iron


surfaces shall be suitable for the
continuous operating temperature .

4.4.9.5 Panels for outdoor installations shall


be galvanized in accordance with
specification (Galvanizing ) before
painting

4.4.10 Flame Retardance

4.4.10.1 All panel and console materials used ,


including terminal
blocks , ducts wire cleats , cable ties , and receptacles ,
shall be non-flammable .

5- MARKING

Each control panel shall be provided with one or more nameplates


marked in a durable manner and located such that they are visible and
legible .

The following information shall be given on the nameplate :-

* manufacturer’s name or trademark .

* Type designation or identification number making it possible to


get relevant information from the manufacturer .

* Type of current – AC / DC ( and frequency in the case of AC ) .

* Rated operational voltages .

* Dimensions .

* Weight .

6- TESTING AND INSPECTION

6.1 Testing
6.1.1 General

All material shall be tested in accordance with the latest standards and as
specified herein .

The supplier shall provide acceptable type test certificates for his
material .

If the supplier has carried out type tests on the offered equipment in the
last ten years according to the relevant standard then the supplier shall
provide type test certificates for the approval of the purchases, other
wise type tests have to be carried out .

The purchaser , at its discretion, may wish to have additional / repeat


type tests carried out . The supplier shall , therefore include a price list
for type tests in his tender .

6.1.2 Location Of Tests

Routine and / or sample tests shall be carried out at the supplier’s


factory .

Type tests shall be carried out at an independent testing laboratory or at


the supplier’s laboratory and be witnessed by a representative of an
independent testing laboratory or other representative acceptable to the
purchaser .

6.2 Inspection :

The purchaser has the right to witness tests or to visit the factory during
manufacture of any or all items covered by this specification .
Accordingly , the supplier shall give the purchaser adequate notice of
manufacturing and test schedules .

6.3 Type Tests :

Type tests shall be in accordance with IEC 62271-200 , IEC 60529.

6.4 Routine Tests :

Routine tests shall be accordance with IEC 62271-200 .

6.5 Sample Tests

Sample tests are not required .

7- SAMPLING

7.1 Type Tests

One unit of each different design shall be subjected to the type testing

9- ACCEPTANCE AND REJECTION

9.1 Type Tests :

Any item not meeting the type test requirements shall result in rejection
of all units on order .

In case of rejection , the purchaser shall not be liable for the cost of type
tests .
The purchaser , at his discretion , may allow the supplier to carry out
repeat type tests to prove his design , but any such repeat tests shall be at
the supplier’s expense .

9.2 Routing Tests :

Any item not meeting the routine test requirements shall be rejection .

10- DELIVERY

10.1.1 This specification covers the minimum packing requirements . In any


event , The best packing practice shall be followed . Delivery time to
site shall start from the date of placing an order for the equipment .
10.1.2 Prior to packing , the equipment shall be cleaned to remove all dirt and
waste material left from fabrication . The front of each panel shall be
covered with a plastic that can remain in place during installation .
The supplier shall include guaranteed delivery time from the date of
receipt of the official order to the arrival in the designated stores .
10.1.3 The top , back , front , ends , and bottom of the panels . Shall be
provided with a temporary enclosure , tightly sealed to prevent entry of
foreign matter during delivery and storage at the jobsite . The entire
panel shall be adequately protected to prevent damage to components
during handling delivery .

Boxes , crates or packages containing individual instruments or devices


too heavy or fragile to be delivery with the panels shall be clearly
labeled with the name of the equipment contained therein , instrument
tag number , purchase order number and other pertinent information that
may be required to properly identify and handle the items . Each
delivery crate shall be marked with the weight in 75mm high painted
letters .

Interior packing devices must be provided to adequately protect against


damage to material packed in containers .

If supplies are subject to damage or deterioration caused by temperature


conditions in transportation , the supplier shall advise in writing of the
requirements to adequately protect the supplies .

Waterproof caseliners ( in bag from , or an overwrap constructed of


asphalt laminated kraft paper and sealed with waterproof adhesive )
shall be used if the goods are susceptible to damage from moisture .

In order to minimise weakness , all goods shall be packed to reduce


waste space as mush as possible . Fragile goods shall be wrapped in
crepe – cellulose wadding or an equally efficient cushioning material .

Panels shall be skid mounted for shipping . Panels and all other
equipment shall be packaged so that it will arrive at the site undamaged
by handling or weather . Temporary wood or steel braces , guides ,
skids, crates or other shipping devices necessary for transporting the
finished panels shall be furnished by the manufacturer . Lifting lugs
shall be provided .

The manufacturer shall be responsible for , and shall repair or replace at


his own expense , any and all damaged equipment where damage was
due to improper preparation for shipment .

10.2 Delivery

10.2.1 The tender shall include a guaranteed delivery time from


the date of receipt of the official order .

10.2.2 Equipment supplied from outside A.R.E shall be delivered


cost , Insurance and freight , “CIF” through the designated
port of entry to designated stores .

10.2.3 Equipment supplied from within A.R.E shall be delivered


to the designated stores .

10.2.4 Boxes , crates or packages containing


individual
instruments or devices too heavy or fragile to ship with the
panels shall be clearly labeled with the name of the
equipment contained therein , instrument tag number ,

Arrangement drawings showing physical arrangement of


all panel mounted devices shall be furnished for each
panel before manufacture can commence . The function of
each panel mounted device shall shown on these drawings.

13.2.2 Preliminary operation and


maintenance manuals .

14- SITE ERECTION AND ASSEMBLY

14.1 The control panels shall be completely wired and assembled , with all
instruments , devices and controls installed so that the entire assembly is
an operable unit ready for installation in the field .

14.2 However , if a control panel line – up has to be divided into manageable


sections for handling and delivery to site , than all materials required
shall be provided by the manufacturer to bolt the panel sections together
on site . If cables are interconnected between two panels , then they shall
be connected through cable terminals . All additional drawings and
information required for this purpose shall be provided by the
manufacturer .

15. REFERENCE LIST

15.1 Tenderer shall submit a reference list that the proposed equipment have
been in successful operation in an integrated system for a period of three
years minimum on three different substations of same or higher capacity
outside country of manufacture and / or in EEHC network for a period
not less than three years during the last ten years .The experience of
manufacturer and the submanufacturers shall be evaluated on the above
basis .
