Comprehensive Tender Synopsis

Tender Overview (Rs. 43.93 crores )

The tender is issued by the Jharkhand Renewable Energy Development Agency (JREDA) for the Design,
Engineering, Construction, Procurement & Commissioning Supply, and Comprehensive Operation &
Maintenance of a 5 MW (AC) Grid-Connected Ground-Mounted Solar Power Plant. The project will be
executed on government land in East Singhbhum District, Jharkhand, and will span a contract period of
26 years (1 year for construction and commissioning, followed by 25 years of comprehensive
maintenance).

Bid Submission Dates

• Date of Publication: 02.09.2024


• Pre-Bid Meeting Date: 06.09.2024 at 1:00 PM
• Last Date for Receipt of Online Bids: 23.09.2024 up to 05:00 PM
• Technical Bid Opening Date: 25.09.2024 at 03:00 PM

Fees and EMD

• Tender Document Fee: ₹11,800 (non-refundable)


• Earnest Money Deposit (EMD): ₹87,86,000 (refundable)
• EMD Validity: 180 days

Scope of Work

• Design, Engineering, Procurement, and Construction (EPC): Comprehensive EPC services for the solar
power plant, including all civil, electrical, and mechanical works.
• Commissioning: Successful commissioning of the 5 MW solar power plant, including grid synchronization
and performance testing.
• Operation & Maintenance (O&M): 25 years of O&M services, including routine maintenance, cleaning,
inspections, and performance guarantees.

Security Deposits

• Contract Security Deposit: 10% of the total contract value, to be submitted within 30 days from the
issuance of the Letter of Intent (LoI).
• O&M Performance Security Deposit: 5% of the O&M contract price, valid for 25 years.
Performance Bank Guarantees (PBGs)

• PBG Requirement: The successful bidder must provide a performance bank guarantee equivalent to 5%
of the total contract value, valid for 12 months after the successful completion of the operational
acceptance test or the commercial operation date, whichever is earlier.

Technical Specifications

• Solar Modules: Only indigenously manufactured mono PERC modules with a minimum capacity of 500
Wp are allowed. Modules must be listed on the Approved List of Models and Manufacturers (ALMM) or
have a pending application with MNRE.
• Certification: All components must meet the technical specifications outlined in Section 6 of the tender
document and be certified by the relevant authorities (IEC/BIS).

Compliance and Documentation

• Digital Submission: All bids must be submitted online through the Jharkhand Tenders portal. No physical
submission is allowed.
• Supporting Documents: Bidders must upload all required documents, including the technical bid,
financial bid, and scanned copies of the tender fee and EMD receipts.
• Contractor Registration: Bidders must be registered with JREDA to participate in the tender.

Eligibility Criteria

1. Nature of Bidding Entity:


o Eligible entities include registered companies (Pvt. Ltd., Proprietorship, Partnership, LLP,
Joint Venture, or Consortium of up to 3 companies) in India.
o Authorized dealers, sub-contractors, NGOs, charitable trusts, and educational societies
are not eligible.
o Bidders must provide copies of the Certificate of Incorporation (CoI), Article of
Association (AoA), and Memorandum of Association (MoA) along with the bid.
o Bidders must not be blacklisted or debarred by any Central or State Government, or
public authority. A declaration on non-judicial stamp paper is required.
2. Technical and Financial Eligibility Conditions:
o Technical Capability:
▪ Option I: Experience in the design, supply, installation, and commissioning of at
least one Ground Mounted/Floating solar photovoltaic power plant with a capacity
of 4 MW or above at a single location, operational for at least one year within the
last 7 years.
▪ Option II: Experience with at least two Ground Mounted/Floating solar
photovoltaic power plants, each with a capacity of 2.5 MW or above at two
different locations, operational for at least one year within the last 7 years.
▪ Option III: Experience with at least three Ground Mounted/Floating solar
photovoltaic power plants, each with a capacity of 2 MW or above at multiple
locations, operational for at least one year within the last 7 years.
o Financial Capability:
▪ Turnover Requirements: Average annual turnover of INR 13,17,90,000 (Thirteen
Crore Seventeen Lakh Ninety Thousand) during the last three financial years ending
March 31, 2023. This should be supported by audited annual accounts.
▪ Net Worth: Positive net worth as of March 31, 2023, certified by a CA.
3. Joint Venture & Consortium Conditions:
o The Lead Partner must meet 100% of the Technical Eligibility Conditions.
o There can be a maximum of three partners in a JV/Consortium.
o The Lead Partner must meet at least 50% of the Financial Eligibility Conditions, while all
partners must collectively meet 100% of the financial requirements. Each partner should
meet a minimum of 25% of the turnover requirement.
o Each partner must have a positive net worth.
o The JV/Consortium must be jointly and severally liable for the contract and nominate a
Lead Partner for the bidding and contract execution.
o A letter of intent to form a legally enforceable agreement in case of successful bid must
be submitted.
o Bid Securing Declaration and Performance Security must be in the name of the
JV/Consortium.

o The JV/Consortium agreement should clearly outline the responsibilities of all partners
and should not be modified without prior approval.

Technical and Financial Requirements for Bidders

• Technical Requirements:
o For single entities: Must meet the requirements outlined in Options I, II, or III.
o For Joint Ventures/Consortium:
▪ Lead Member: Must meet the technical requirements specified.
▪ Other Members: Must contribute collectively to meet the technical criteria.
• Financial Requirements:
o Average Annual Turnover:
▪ Single entities must meet the requirement.
▪ Joint Ventures/Consortium must meet the requirement collectively, with each
member meeting at least 25% of the turnover requirement and the Lead Member
meeting at least 50%.
o Net Worth:
▪ Each partner in the JV/Consortium must have a positive net worth.
Payment Term-

Part-I: Payment on Design, Supply, Testing, Installation, and Commissioning

1. 70% Payment (On Supply and Delivery of Goods):


o 40% on delivery of SPV modules.
o 15% on delivery of MMS Structure, Inverters, DC Cables, Junction boxes, and other BOS.
o 15% on delivery of Transformers, Balance of System, Monitoring System, and other items.
2. 20% Payment (On Complete Installation/Erection):
o Upon completion of module structure, inverter installation, PV modules setup, civil works, and
delivery of systems.
3. 10% Payment (On Achieving OAT & Commissioning):
o Upon achieving Operational Acceptance Test (OAT) and commissioning of the plant.

Part-II: Comprehensive Maintenance Contract (CMC) Service

• Annual Payment: Based on successful completion of CMC services.


• Required Documents: Annual invoice and CMC report.

Security and Performance Guarantees

1. Security Deposit:
o 10% of total contract value, valid for one year or till OAT/COD, refundable after 60 days from
successful OAT/COD.
2. Performance Security for CMC:
o 10% of O&M Contract Price, valid for 25 years, renewed every 5 years.
