Bangui, a progressive agro-industrial trading center, sustainable clean energy provider and

MISSION
The Local Government commits to provide the people adequate basic and quality social
and economic services through dynamic, responsive and transparent governance.

PRIORITY DEVELOPMENT THRUSTS
1. Human Resource Management
Enhancement of our present staffing pattern for a more responsive, efficient and effective
delivery of services to our constituents.
Provision of adequate and competent human resources to perform other vital administrative
functions through creation of necessary positions, hiring and other personnel actions, and
provision of internal capability program.
2. Customer Service
Improvement of services to the public through value orientation workshops, anti-red tape
procedures, full integration of information technology into the systems, and adoption of
international standard system in public transactions.
3. Vigorous Revenue Generation
Increase financial capability of the local government though improvement of local public
enterprises like public market, abattoir, and public utilities;
Intensive real property assessments and tax campaign, and adoption of new revenue
generation measures
4. Good governance and the rule of law.
The administration shall be guided by the principles of good governance: Financial
Accountability, Transparency and People’s participation in governance.
5. Adequate and quality healthcare services
Provide comprehensive healthcare services, adequate health personnel from municipal
down to barangay level, medical supplies and equipment, and improved infrastructure and
facilities.
6. Enhanced Social Welfare Services
Provide social protection and promote the rights and welfare of the poor, vulnerable and
disadvantaged individuals and families that will contribute to poverty alleviation and
empowerment through social welfare policies, programs, projects and services; Livelihood
projects, other anti-poverty projects.
7. Peace and order
Intensive campaign against lawless elements and illegal activities
Enhance protective services in coordination with the PNP and BFP
Conduct anti-drug campaign
8. Disaster resiliency
Responsive local disaster risk reduction and management organization, through allocation
of adequate and competent personnel, systems, procedures, trainings and simulation
exercises, facilities and equipage
9. Competitive Agriculture and Fishery Sector
Construction and improvement of irrigation systems, farm-to-market roads, provision of farm
and fishery inputs, equipment and post-harvest facilities
10. Sustainable eco-tourism sector
Develop and maintain potential tourist destinations and improve access roads.
Construction and improvement of tourism facilities and amenities.
11. Accelerate infrastructure development and promotion of investment
Construction of necessary facilities that satisfy the demands of the municipality for a better
social infrastructure support facilities:
Public school buildings and facilities; Evacuation centers and multi-purpose buildings; Farm
to market roads, flood control and other infrastructures.
12. Conservation, protection, and rehabilitation of the environment and natural resources
Implementation of solid waste management program, coastal resources management
program and activities consistent with ecological balance.
