TITLE: Pollution Control STANDARD: 400

Definitions (in relation to this Standard)

Pollution any uncontrolled discharge to land, air or water of any substance which may
give rise to harm

MajE Major Environmental Incident. An event causing environmental harm that


requires the assistance of external organizations, or a breach of Royal
Commission Environmental Legislation, standards or codes, or an oil or
chemical release over 50 liters.

MinE Minor Environmental Incident. A badly controlled emission to land,


atmosphere or aquatic resource that has the potential for environmental
harm, or a substantiated complaint by residents or general public, regarding
the possible environmental impact from construction activities.

Standard

1. Contractor shall comply with all Royal Commission Environmental Legislation, Standards
and Codes.

Land

2. Contractor shall establish a dedicated storage area for all fuels, oils, chemicals, paints,
lubricants and solvents etc.., including a dedicated hazardous waste storage area.

3. Storage areas shall be impermeable and sited a minimum of 10m away from all water
courses. All storage areas shall display suitable hazard warning signage.

4. All bulk fuels and oils shall be bunded (See Figure 1). Secondary containment structures
shall be designed by an engineer and built to contain 110% of the storage volume.

5. Contractor shall provide suitable refueling facilities for construction plant, vehicles and
equipments, and is to pay particular attention to the drainage of the refueling area.

6. All persons involved in refueling activities must receive specific training on refueling
practices and spill prevention.

7. There is to be an adequate supply of material to soak up all fuel/oil/lubricant spills.

8. Access & egress points from site that enter onto public roads shall be regularly cleaned.

9. All spillages of any material on public roads must be kept to a minimum. Specifically the load
carrier on haulage trucks carrying gravels and sands must be sheeted, and the rear gate
securely sealed.

10. Construction Plant that is to be located semi-permanently (i.e. generators, dewatering


pumps, compressors etc…) are to be equipped with drip trays to prevent soil contamination
through oil leaks. If drip trays are impracticable, a 6” deep (150mm) pit large enough for the
equipment is to be dug, sealed with a polythene sheet, and then covered in with sand, with
the equipment to be located over this pit.

Air

11. The burning of any material on site, including waste, is strictly prohibited.

12. Site haulage and access roads are to be dampened down, as and when required.

13. Haulage routes must be regularly inspected for integrity and repair.

14. Inspections, servicing and maintenance of all construction plant, vehicles and equipments
shall be carried out in accordance with the manufacturer's recommendations to reduce noise
& air pollution. All servicing and maintenance records shall be made available to the Royal
Commission for inspection.

15. Contractor must instruct employees to switch off engines when not in use.

16. Consideration must be given to the general public and adjacent traffic routes for all spray-
painting and sand-blasting facilities.

17. Contractor must conduct a noise level survey for any area using a calibrated noise/sound
level meter that is suspected of reaching 85 dB(A) where the general public may be
affected.

Water

18. Contractor shall seek prior approval and permit from Marafiq for any discharge to water

19. Contractor shall re-vegetate or seal completed earthworks as soon as possible to prevent
soil erosion and contamination of aquifers.

20. Toilet facilities are to be maintained and managed in such a way that effluent cannot
contaminate the local environment.

Incident Response

21. Contractor is to verbally report to Royal Commission Security Department, Royal


Commission Environmental Department and Royal Commission Construction (ES&H)
Department within 20 minutes of the occurrence of all Major Environmental (MajE)
categories of incidents.

22. Contractor is to verbally report to Royal Commission Construction (ES&H) Department


within 1 hour of the occurrence of all Minor Environmental (MinE) categories of incidents.
