WHAT IS A DISASTER?

A disaster is a critical disturbance in the daily


operations of a community or a society that may
involve damages to physical, material, and
econome resources. It may also involve widespread
death or injuries of persons (IFRC 2020). Moreover, it
may result to environmental degradation like
destruction d ecosystems and decrease in wildlife
(Tyagi, Garg, & Paudel, 2014).
The Coronavirus disease (COVID-19) is the
single worst disaster the whole world is still
facing as of the writing of this book. Former
President Rodrigo Duterte issued the first
"community quarantine" in Luzon on March 15,
2020, and so began a drastic change in the
lives of Filipinos.

Quarantine passes then were issued to only


one member of each household. The typica
normal way of going outside without a mask
was prohibited; mask and ever face shield
should be worn at all times. Mass
transportation had to lessen ther load to
practice social distancing. Children and elders
had to remain at home at all times for they
are considered most susceptible to the virus.
Whenever disasters occur, the Philippine
government makes the best effort to respond
effectively for the safety and welfare of all Filipino
citizens. When COVID-19 hit our country early 2020,
the Inter-Agency Task Force for the Management of
Emerging Infectious Diseases (IATFEID) was
immediately deployed, with the President of the
Philippines and the head of the agency. Ten years
earlier in 2010, Inter-Age Diseases (IAT) of the
Philippines reduction a 2010, disaster risk reduction
and management in the country is strengthened
by the release of Republic Act No. 10121 or the
"Philippine Disaster Risk Reduction and
Management Act of 2010."

DRRM FRAMEWORK

The Philippine DRRM Act of 2010 is the primary
law on disaster management that guides all
DRRM-related decisions and activities from the
national up to the barangay levels. One of its
salient points is on the creation of the National
Disaster Risk Reduction and Management
Council (NDRRMG).
The NDRRMC is composed of various government agencies, with
Cabinet secretaries as heads. The Secretary of National Defense
acts as its chairperson.

The council is also composed of four Vice Chairpersons:


a. the Secretary of Interior and Local Government (Vice
Chairperson for Disaster Preparedness);
b. the Secretary of Social Welfare and Development (Vice
Chairperson for Disaster Response);
c. the Secretary of Science and Technology (Vice Chairperson
for Disaster Prevention and Mitigation); and
d. the Director-General of the National Economic and
Development Authority (Vice Chairperson for Disaster
Rehabilitation and Recovery).

Along with other numerous government agencies, four


representatives from civil society organizations (COs) and one
representative from the private sector make up the NDRRMC.
Local Disaster Risk Reduction
The Baragay Disaster Risk Reduction
Management Councils Management Committees is headed by
(LDRRMCs) heades by the the Punong Barangay or the Barangay
Chairperson, who will facilitate at least
local chief executives are
two CSO representatives and an active

Sanguniang Kabataan (SK) Council

KEY POINTS
•Disaster Risk Reduction and Management - comprises
all activities aimed at increasing the strengths of
communities and the environment and decreasing their
vulnerabilities to mitigate the potential impacts of
hazardous events

•It is more effective to prepare for and to lessen the


impacts of hazards and disasters rather than to merely
implement response activities after they happen, as
highlighted in the NDRRM Framework.

•The NDRRMC is typically comprised by the Department


of National Defense (DND), the Department of Interior
and Local Government (DILG). the Department of Social
Welfare and Development (DSWD), and the National
Economic and Development Authority (NEDA).
