Empowering Rural Communities through Gram Sabha
Gram Sarona, a village in Tukbera Panchayat, faced significant challenges related to inadequate
ration distribution. The villagers, comprising 180 households, were receiving only 4.5 kg of
ration per unit, despite being eligible for 5 kg.
Under the Gram Swashasan Abhiyan, a Gram Sabha was organized in Gram Sarona. The
villagers raised their concerns about the inadequate ration distribution and decided to collectively
approach the Ministry Of consumer affairs to file a complaint. The villagers demanded that the
dealer should provide 5 kg of ration per unit.
The dealer initially refused to provide 5 kg of ration,
but eventually succumbed to the villagers’ pressure.
The villagers warned the dealer that if they continued to
provide inadequate ration, they would file a complaint
with the District Collecterate. As a result, the villagers
of Gram Sarona have been receiving their full
entitlement of 5 kg ration per unit for the past four
months.
This case study highlights the empowering impact of Gram Sabha in rural communities, enabling
them to collectively address their concerns and demand their rights.

A Village Transformed: The Power of Community Action

Deep within the rolling hills of Jharkhand, lies the small village of Sarona. Home to 180
families, this quaint village is a melting pot of cultures,
with residents from various castes living together in
harmony. However, despite its charm, Sarona faced
numerous challenges. The lack of proper infrastructure,
including a paved road and a bridge over a small
stream, made commuting a daunting task for residents.

In June 2022, a team of Gram SwashasanAbhiyan

campaign workers visited Sarona, bringing with them a
message of hope and empowerment. They encouraged
the residents to take charge of their own destiny by holding regular Gram Sabha meetings. These
meetings would provide a platform for the community to discuss their problems, and work
together to find solutions.
The villagers of Sarona took to the idea like fish to water. They organized their first Gram Sabha
meeting in July 2022, and from that day on, there was no looking back. The community came
together to discuss their most pressing concerns, including the issue of the bridge. With
newfound determination, they approached the Panchayat Samiti, which agreed to construct the
bridge using its funds.

By February 2023, the bridge was complete, and the villagers of Sarona could finally commute
with ease. The sense of pride and accomplishment was palpable, as the community realized that
they had the power to transform their own lives.
The story of Sarona village serves as a shining example of the empowering impact of Gram
Sabha in rural communities. By providing a platform for collective action, Gram Sabha has
enabled the residents of Sarona to demand their rights, and take charge of their own destiny. As
the villagers of Sarona look to the future, they do so with a renewed sense of hope, and a deep
understanding of the power of community action.

Recovering livelihood: The Story of Parvesh Kumar Mehta

Parvesh Kumar Mehta, a poor farmer from Sarona village,
had been struggling to irrigate his 1.5 acres of land. Without
access to proper irrigation, Parvesh found it challenging to
cultivate his land, making it difficult for him and his family
of four to make ends meet.

In June 2022, campaign workers from the Gram SwashasanAbhiyan visited Sarona village,
encouraging residents to hold regular Gram Sabha meetings
to discuss and resolve their problems. The villagers,
including Parvesh, began attending these meetings, which
empowered them to take charge of their own development.
During one of these meetings, Parvesh shared his struggles
with irrigation and proposed the construction of a irrigation
well. The Gram Sabha supported his proposal and
approached the local authorities, who approved the construction of the well under the Mahatma
Gandhi National Rural Employment Guarantee Act (MGNREGA) in December 2022.
With the help of the Gram Sabha, Parvesh began working on the irrigation well in February
2023. By June 2023, the well was completed, and Parvesh was finally able to irrigate his land.
The well not only benefited Parvesh but also the surrounding fields, bringing new life to the area.
Moreover, the well also benefited a nearby tola (hamlet) called BhalhiKhala, which is home to
around 100-170 people from the Dalit community
Community-Led Initiative for Access to Safe Drinking Water in Sarouna
Village
The village of Sarouna, located in the Tukbera panchayat, has 35 families belonging to the
Parhiya tribe, a primitive indigenous community. The primary occupation of these families is
labor and farming.

The village had a single water source, a defunct water tower, which led to a severe water crisis.
The villagers had to fetch water from a nearby
well, 500 meters away.
Intervention:-The villagers discussed the issue
with the workers of Vikas Sahyog Kendra, who
were implementing the Gram Swashasan Abhiyan
in the village. The workers advised the villagers to
submit an application to the concerned authorities.
The villagers collectively submitted a proposal to
the Gram Sabha on October 11, 2023, to construct
a new water tower. The Gram Sabha unanimously
decided to submit an application to the Block Development Officer. After six months, when no
action was taken, the villagers decided to meet the Block
Development Officer again and also inform the Deputy
Commissioner. Within two months of submitting the
application, the water tower was constructed

This case story highlights the importance of community-

led initiatives in addressing basic needs like access to safe
drinking water. The collective efforts of the villagers, with
the support of VikasSahyog Kendra, led to the successful
construction of a new water tower, improving the lives of
170-180 people.
