conferred by Section l5 of the Punjab Privately Managed Recognized Schools
Employees (Security of Service) Act, 1979 (Puniab Act No. l8 of 1979), and
all other powers enabling hirn in this behalf, the Governorof Punjab is pleased
to make the tbllowing rules f'urther to amend the Punjab Privately Managed
Recognized Schools Ernployees (Security of Service) Rules, 1981, namely:-

RULES
l. (l) These rules may be called the Punjab Privately Managed
Recognized Schools Ernployees (Security of Service) (F-irst amendment)
Rules.20l5.
(2) They shall corne into force on and with effect frorn the date of
their publication in the Official Gazette.

2. ln the Punjab Privately Managed Recognized Schools Ernployees

(Security of Service) Rules. 1981, (hereinafter referred to as the said
rules), for rule 6. the following rule shall be substituted namely:-
"6. Qualifications.- No person shall be appointed to an aided post,
unless he possesses the qualifications and experience as specilied
against that post in the Appendix. appended to the said rules:

Provided that any person having higher qualification in the sarne

line, or otherwise, without having acquired the rninimum
qualifications and experience. as specified in these rules, shall not
be held eligible tbr the said post:

Provided further that the Teachers' Eligibility Test, wherever

applicable as per guidelines framed by tlre National Council of
Teachers Education, Governrnent of lndia, shall also be one ofthe
essential qualificatiotrs fbrthe recruitment in the Service:

Provided furtlrer that the method of recruitment of Principals and

lleadmasters shall be the same as in Government Schools under

the School Education Departnrent and for lhat purpose the scltools/
institution/ managerlrent shall be treated as one unit."
i. In the said rulc's. alier rule 6. the lbllorving rule shatl be added
narttely:-

" 6-A. Age.- ( l) No person shall be appointed to an aided post

recruited by direct appointment. if he is less than eighteen years or'
is rnore than thirty seven years of age on I st day of January of the
year imrnediately preceding the last date fixed lbr submission of
applications by the appointing authority:

Provided that the minirnum and upper age linrit for direct recruitment
in the service shall be such, as may be tixed by the State Covernrnent
tbr the direct recruitment in connection with the af'tairs of State of
Punjab from time to time:

Provided funher that the upper age limit may be relaxed up to tbrty
five years in the case of persons already in the employment of the
Punjab Govenrment, other State Governments or the Government
of India:
Provided firfther that in the case of candidates belonging to the
Scheduied Castes and other Backward Classes, the upperage limit
shall be such, as may be fixed by the State Government for direct
recruritment in connection with the affairs of State of Punjab from
time to tirne.

(2) In the case of ex-servicernen. the upper age lirnit shall be

such. as has been prescribed in the Punjab Recruitrnent of
Ex-servicemen Rules. 1982. as amended from time to tirne".

4. ln the said rules, forthe existingAppendix, the following appendix

shall be substituted. namely:-

(iv) In the case of B.A or B.Sc or B.Conr with M.Ed. seven
vears.
J. Lecturer
i. Ettglish M.A English with atleast 507o nrarks and B.Ed tlom recognised
university
ii. Punjabi M.A Punjabi with atleast 50olo rnarks and B.Ed from recognised
unlverslty
iii. Hindi M.A Hindi with atleast 500/o rnarks and B.Ed from recosnised
university
iv. History M.A History with atleast 50olo marks and B.Ed from recognised

(ii) B.Ed. with teaching subject of Hindi.
iii. Sanskrit (i) Graduate from a recognized university with Sanskrit as
one of the subjects in 3 year of Graduation or M.A. in

iv. Urdu (i) Graduate from a recognized university with Urdu as one
of the subjects in 3 years Craduation or M.A. in Urdu and
(ii) B.Ed. with teaching subject ol'Urdu.
Science (i) B.Sc. from a recognised university rvith either of the
following two subjects studied in 3 years of Graduarion,
narnely: Physics, Chemistry, Botany and Zoology and
(ii) B.Ed. with teaching subject of Science.
Mathematics (i) Graduate from a recognized university with Maths and
Physics studied in 3 years of Graduation and
(iD B.Ed. with teaching subject ol'Mathematics.
vii. SocialStudies (i) Craduate l'rom a recogniseduniversity with either of the
following two subjects studied in 3 years of Graduation,
narnely: History Political Science, PublicAdministration,
Psycho logy, Soc iology, Econo rn ics, Geography, Electi ve
l3nglish, Philosophy, Defbnce Studies and lteligious Studies
and
(ii) B.Ed. with teaching sub.iect of Social Science.
viii. Agricultule (i) B.Sc. (Agriculture) fronr a recognised university and

x. Physical Education l. Candidate should have possessed four years integrated
(DPE) course of Bachelor of Physical Education fi-om a recognised

2. Candidate should have acquired one year course of B.P.Ed.

lnstructor (P'l'l) board alongwith two years certiticate course in Physical
Education frorn a recognised University with the exception that
no rveiglrtage of higher qualification in the same line or otherwise
shall be given unless an aspirant does firlfill the minimum
qualification prescribed fbr a particular post.
iii. Drarving Teacher Matriculates wlto have passed three years Intermediate Diploma
Course in any of theArt and Cralt from the Government Schools
of afts, Punjab and furtlrer course of one year teaclrer training'
tv. Sewing Teaclrer Graduate fronr recognised University with two year industrial
Training along with one yearTeaclrerTraining Course from the
t, Punjab or its equivalent.

Tabla Teacher Diploma in Sangeet Prabhakar or Sangeet Rattan or Sangeet

Visharad Tabala Playing from any Institution recognised by the
State GovernmenV Un iversitv.

6. J.B.T Teacher (i) l0+2 with 507o marks and

(ii) Training/ Elementary Teacher Training two years course
of Punjab State or from any other State or Union Territory
declared equivalent and recogtrised by the Punjab
Covernment

- Clerk l) i) Possesses the Bachelor's Degree from a recognised
universigr or institution; and
iD Possesses at least one hundred and twenty hours course
with hands on experience in the use of Personal Computer
or Information Technology in Office Productivity
applications or Desktop Publishing applications from a
Government recognized institution or a reputed institution,
which is ISO 9001, certified.
OR
Possesses a Computer information Technology course
equivalent to 'O' level certificate of Department of
Electronics Accreditation oI Conrputer Courses
(DOEACC) of Government of India;
2) The person should have, before his appoirrtment qualitied
a test in Punjabi Typewriting either on computer or on
manual or electtonic typewriter, to be conducted by the
the appointing authority or the Departrnent of Infbrmation
Technology, as the case may be, at a speed of tlrirty words
per nrinute.
8. Junior Librarian Matric with Certificate/Diplorna in Library Science fronr a
recognised U niversity/ Board/ Institution.
9. Librarian B.A./ B.Sc. with Degree in Library Science from any recognised
University.
10. TypeShorthand B.A./B.Com/B.Sc., M.A./M.Sc. with one year course of
Instructor Stenography from the l.T.l or 5 years minimum experience in
Stenography and typing.
