Delgating guide for MUN:

Basic Rules:
-The delegates must avoid to use personal pronoun. They
must use “we” instead.
-Rise to state their point and remain standing for respons.
-Yielding, unrespectful phrases and referrings, delegate’s
personal problems and such things are not allowed.
-Encourge all delegates to participate.
-During the community, not any of delegates can enter or
leave the hall unless it is an emergency. (Medical diseases and
such things..)
-Roll call at the beginning of debate to make sure everyone is
in committee (those arriving late or skipping the comittee can
be subject to punishment)

The General Proceed:


Right after the chair checks fort he first timers and encourges
them, like a chit chatting in english, they will basically eplain
the rules; The topic, general proceed of comittee and else.
They will introduce theirselves as they are the current chairs.

After the general explain and chair intorduce, chair starts the
Roll Call. Roll Call: chair checks the delegates of countries
whether they are absent or present. At this point, delegates
must below if they are “present” or “present and voting”. The
ones said present and voting must vote for everything.
After taking the roll cal chair belos the count of current
delegates.

Formal Debate:
Right after the roll call, Delegates will starts their 30sec
opening speech. They must start their speeches with
“Honorable Chair(s), fellow delegtes” . Opening speeches are
obligated and delegates must have writed them before the
comittee.

Moderated Caucus:
Chair opens the floor by saying: “Are there any motions for the
floor?” Delegates must below their motions and must be writed 3
motions at least. And then there will be a voting what motion will go
on during the first part of comittee. , the delegates that have said
present and voting have to raise their pancarts. According to votes of
the motions, motions will pass or fails. After the motion voting, the
chair will say “This is in order(the voted motion) we shall now open a
primary speakers list to discuss whether delegates are in favor or
against setting the agenda topic X, Delegate(the owner of the motion)
would you like to be added first or least to this speakers list?” to open
General Speaker’s list. For other delegates to participate “All those
wishing to be added to the General Speaker’s list, raise your placards
After getting delegates on the list “First we will have the delegate of X
speak, delegate of X now the floor is yours.”
After the list has been emptied, “Seeing that the primary speakers list has been
exhausted, we will automaticlly close the debate on setting the agenda to topic
X and move the voting procedure. All those in favor adopting topic x before
moving onto topic Y please raise your placards now” vote passes and topic x is
adopted. If there will be a secondary speakers list “The floor is now open to
motions” “Thank you, delegate of x, would you likse to be added first or least to
do list?” answers. “All the other delegates wishing to be added to list please
raise your placards now.”

Responding to Yields:
“Delegate of Y, the delegate of x has yielded to you, do you accept?”
If they say yes; “You have the floor for the remaining time”
If they say no; “Delegate Y has rejected to take the remaining time,
Therefore the time is automtatically assumed for the chairs.”

If the delegates speaks overtime “Delegate, please retrun to your


seat, your time has elapsed.” Will be said by the chair.
