Non-Metallic Fiber Optic Cables (UGNFOC)
1.0 Scope:

This scope provide the guideline and requirements governing the


installation of underground non-metallic optical fiber
cables(UGNFOC), subducts for underground optical fiber cables
and how to place subduct for optical fiber cable in conduit
between manholes and through manhole for the Reinforcement
of Sarat Obeidah 132kV S/S (Conversion from Tap S/S to
Conventional “LILO” Connection).

This outlines the procedures for laying optical fiber cables in


duct/subduct, and the basic tools/equipment that may be used in
performing this work. It provides the precautionary measures to
be taken when working with underground optical fiber cables, the
installation practices for placing optical fiber cable in manholes
as part of an underground cable duct system. Also it provides the
installation practices for placing underground optical fiber cables
alongside of underground power transmission cable.

2.0 Reference:

The Procurement Personnel are response for Quality, Quantity &
Supply of the UGNFOC and joint box at jobsite.

The QA/QC Personnel is response for Quality of the UGNFOC and


joint box received at jobsite stores and for maintaining up to date
records on the material receipts & issues.

The Stores in Charge is response to maintain records with to &


fro material movements at job site.

The Security Personnel are response for the material placed at


stores & jobsite during off days and night times, where ever
necessary.

The Project Engineer is response for the monitoring and issuing


of required material at stores & jobsite.

The Project Engineer and Foremen are response for the


installation of UGNFOC and joint box as per approved drawing
and specification.

The Safety Officer is response for the men & material involved in
the installation activities and has control on installation activities
with respect to atmosphere and weather conditions.

4.0 Safety Procedures:

Avoid damaging the cable during handling and placing, making


sharp bends and crushing the cable during the placing operation.
Any damage may change the transmission characteristics to the
extent that the cable section must be replaced. Avoid using
excessive pulling tension.

Observe all safe practices for work location set up, placing
warning signs, and all other safety devices.

Take care when spotting trailers, stanchions, or multiple


stanchions trailers. The increased area may need added safety
accommodations for vehicle and pedestrian traffic, parkways and
private property.

Provide a dependable communications system to ensure safety


and prevent damage to the cable. When laying cable on public
roadways or exposing it to vehicular traffic, adequate warning
signs, barricades and flagman shall be provided.

5.0 Transportation and Storage:

5.1 Transportation:

UGNFOC can be transported just as copper wire cable. However,


some problems can be encountered due to its light weight. It is
not advisable to throw optical fiber cable directly on the ground.
Tangling of the coils is sometimes the cause of unexpected
damage. Details are available in TCS-T-111.04.

5.2 Storage

Storage is the same as for copper wire cable. However, the ends
of the cable shall be tightly sealed with a cap to protect them
from moisture. Details are available in TCS-T-111.04.

6.0 Setting up Cable Reel:


The location for setting up a reel of cable at manholes or in
buildings depends largely on the tension limitations and options
available for pulling the cable.

If possible, set up the reel on the same side of the manhole as


the duct into which the cable will be pulled.

Positioning the reel is often dictated by 1. Number of 90° turns 2.


Change in duct level 3. Terrain conditions in the span.

The pulling tensions can be reduced by placing a reel at a


strategic location and using the split-pull method. If difficulties
are encountered during a pull, introduce additional lubricant at
cut subducts as necessary and/or provide assistance to help
reduce tension by hand-pulling in intermediate manholes.

To decrease cable tension 1. Position the pulling truck toward the


reel at the manhole closest to the cable end 2. Pull the remaining
cable out of the manhole and place it on the ground next to the
manhole in zigzag pattern 3. Turn over the cable and 4. Continue
the pull manhole –to-manhole up to the end of the section.

7.0 Pulling Procedure:

The pulling procedures mechanical, manual, or a combination


depend on the design of the underground duct system and
manhole conditions.

In all underground Optical Fiber Cable pulls, the cable shall be


launched with an approved lubricant throughout the duration of
pull. A generous amount of lubricant shall be applied at the
feeding end at each pull-through location.

Before starting the pull, test the pulling device equipped with
preset load cut-off to ensure they are operating properly. Cable
pulling device equipped with preset load cut-off shall be used
when pulling in underground fiber optic cables to prevent
exceeding the cable maximum pulling tension. One alternative
permitted is the use of a Dynamometer to monitor the cable
pulling tension.

Have additional personnel at the reel location during pulling


activities to maintain proper reel rotation.

8.0 Installation of UGNFOC:


8.1 General Requirements:

 PVC conduit shall be installed through the entire cable run for
all underground installation of optical fiber cable. Conduit
routed under road crossing or under heavy traffic area shall be
encased with reinforced concrete.
 Unless otherwise specified, separate handholes /manholes
shall be provided for the underground optical fiber cables for
pulling and splicing activity of underground optical fiber
cables. Handholes /manholes shall be spaced approximately
every 300 meters.
 Cable trenching and cable installation shall be in accordance
with TCS-P-104.03.
 Unless otherwise specified, the entire routing for the
underground optical fiber cables shall comprise of two (2) 100
mm (4’’) PVC conduits with pull ropes installed. In one conduit,
the pull rope shall be utilized for optical fiber cable
installation. The other conduit with pull rope shall remain
vacant for further use or spare.
 Handholes/manholes and conduit used for the optical fiber
cable installation shall be dedicated for use of underground
communications cables.
 Handholes/manholes used for the underground optical fiber
cable installation shall conform to SEC standards for
telecommunications manholes/handholes.
 Subduct shall be installed in conduit when required.

8.2 Installation of Fiber Optic Cable Route inside the


Substation:

The part of the fiber optic cable inside the substations shall be
installed as per the following requirements:

 The fiber optic cable shall be routed directly to


telecommunication room in a dedicated conduit separate and

far enough from the power cable route in order to avoid any
risk of being damaged due to power faults.
 It shall not be allowed to route fiber optic cable through
substation basement.
 Manholes shall be used at the sharp turns/bends of the cable
route even if the separation between succeeding manholes
shall be less than 300 meters.
 The route shall be arranged to avoid crossing points with other
cables. However in case crossing points are not available
then, cable conduit shall be encased with reinforced concrete
for protection.

9.0 Testing and Inspection

Optical Fiber Cable installations shall be tested for fiber


continuity (end-to-end) and for splice loss according to the
applicable standard. The cable shall be visually inspected before,
during and after installation for physical damage to the cable.
Cable pulling tensions and bending radius shall be monitored and
maintained within the limits of this standard. Acceptance testing
shall confirm that the installed facility meets its design/specified
transmission loss criterion.
