APTRANSCO – Synchronization of wind and solar power projects (under PPA and
Open Access) with grid – Uniform procedures to be followed in APDISCOMs and
APTRANSCO – Instructions accorded – Regarding.

Read the following:

It is observed that uniform procedure is not being followed during the


synchronization of wind and solar power plants with reference to the regulations and
other standards.

It is necessary and important that all the technical (as per standards) and
regulatory requirements are invariably met before synchronization of the plant. This
will avoid disturbances in grid & connected equipment.

In view of the above, to have uniformity & grid safety, a procedure was
evolved from the regulations & other standard practices.

Synchronization of the project is divided in to four stages as given below.

i. Statutory Inspection of the power plant.


ii. Approaching the APSLDC by the project developer for getting
permission for synchronization.
iii. Issue of synchronization permission by APSLDC.
iv. Actual process of synchronization of the generator with grid which will
be supervised by a team of officers.

There are some aspects which are to be verified after synchronization viz.,
measurement of total harmonic distortion, DC injection, flicker etc. as per the
regulations & standards. These can be called as post synchronization tests.

1) The procedure to be followed during pre-synchronization, during synchronization


& post synchronization are given below.

A) Statutory inspection of the power plant:

The project developer has to approach the concerned CGMs of DISCOMs


(Generators connected to Discom SS) or CEs/Zone of TRANSCO
(Generators connected to Transco SS) for statutory inspection when the
project is ready for synchronization.

Accordingly the CGM/DISCOM or CE/Zone/APTRANSCO shall give
instructions to their concerned officers, within 2 days from the date of
receipt of request from developers.

If the generator is connected to substations of DISCOM,


DE/M&P/DISCOM in coordination with DE/MRT/TRANSCO shall
inspect the project &issue the statutory inspection report.

If the generator is connected to substations of TRANSCO,


DE/MRT/TRANSCO in coordination with DE/M&P/DISCOM shall
inspect the project & issue the statutory inspection report.

Statutory inspection & submission of report shall be completed within 10


working days from the date of receipt of instructions from the concerned
CGMs or CE/Zone.

The statutory inspection report should contain the compliance on the


documents & check points mentioned below and general remarks if any.

The statutory inspection report should contain the recommendation of the


inspecting officers, whether the generator can be synchronized to grid and
the same shall be submitted to all the concerned TRANSCO, DISCOM &
SLDC officials without fail.

The following are to be submitted by the Developer for the purpose of


statutory inspection.

a) Approval of the project from NREDCAP.


b) Approved electrical layout, single line diagram (SLD) approved by
TRANSCO/DISCOM.
c) Layout & list of the equipment of the project approved by the Chief
Electrical Inspector to Government (CEIG).
d) Documents with respect to ratings & number of various equipment /
components along with their test certificates & performance curves
wherever applicable.
i. Wind turbines
ii. Solar PV modules
iii. String Combining and Monitoring Boxes (SCMB)in case of
solar generators
iv. Power Conditioners (Inverters)

v. Generator transformers
vi. Auxiliary transformers
vii. Inverter Transformers
viii. Compatibility to LVRT, HVRT (in case of wind generators)
ix. Weather monitoring system
e) Certificate/Document related to the equipment /components
conforming to the relevant minimal technical requirements/standards
published by MNRE, Bureau of Indian Standards (IS) or International
Electro technical Commission (IEC), the Indian Electricity Grid
Code/State Electricity Grid Code whichever is in force and the
specifications of APTRANSCO / APDISCOM wherever applicable.

f) Certificate from the developer for compliance of the equipment to have


harmonic distortion, DC injection, flicker to be within limits as per the
Grid connectivity standards.

g) Documents/test certificates of the equipment for confirming the below.

i. The generating stations (wind and solar) shall be capable of


supplying dynamically varying reactive power support so as to
maintain power factor within limits of 0.95 lagging to 0.95
leading.
ii. The generating stations shall be capable of operating in the
frequency range of 47.5Hz to 52Hz and shall be able to deliver
rated output in the range of 49.5 Hz to 50.5 Hz.

h) Certificate from the developer regarding fulfillment of the terms and


conditions of agreements (PPA, OA etc.) entered into with
APTRANSCO/ APDISCOM including amendments if any.

i) Installation certificate of data transfer / communication system to


APSLDC as approved by APTRANSCO.

j) The factory acceptance and routine accuracy tests of all the metering
equipment at the manufacturer premises.

k) The certificates of metering CTs, PTs and energy meters for their
accuracy tested at NABL accredited lab.

l) Commissioning/Installation reports of the Main, Check & Standby


meters, any in-house meters (Energy accounting & audit meters) and
allied equipment.

m) Protection schemes & adopted relay settings as approved by the Power
Systems wing of APTransco if the generator is connected to
TRANSCO SS.

n) Sanction of estimate and payment of supervision charges if any.

Apart from the verification of the documents submitted as mentioned


above, the following check points shall be verified invariably during the
statutory inspection.

a) Actual Installed capacity & installed capacity as per the approval.

b) In case of solar projects ,

i. Total no. of grid interactive solar PV modules.


ii. Installed capacity in terms of DC and AC Capacities. The DC
capacity shall not exceed the limits specified by the regulations
and Transco orders issued from time to time.
iii. Total no. of modules which are being operated in isolated mode to
meet the auxiliary loads if any.

c) Metering arrangement at the power plant end for measuring gross


generation, auxiliary consumption & net generation etc as per the
requirements.

d) Installation of the interface meters as per the approvals


(Transco/Discom) and in line with the respective agreement conditions
(PPAs/OA agreements).

e) Whether the interconnecting feeder between the project and the


TRANSCO/DISCOM sub-station is provided with appropriate
protection scheme at both ends. In case of generators connecting at 33
kv or below voltage level, Directional over current & Earth fault relays
shall be invariable provided at TRANSCO/DISCOM sub-station end.

f) Capability of the equipment,

to supply dynamically varying reactive power support, to operate in


the frequency range of 47.5Hz to 52Hz,
to deliver rated output in the range of 49.5 Hz to 50.5 Hz
(By verification of the equipment specification &test certificates)

g) Installation of LVRT & HVRT as per regulations (In case of wind


generators).

h) Commissioning of weather monitoring & fore casting mechanism.

i) Commissioning of communication systems for transfer of data to


SLDC.

B) Approaching APSLDC for synchronization permission:

The developer shall approach the APSLDC for getting permission for
synchronization of their plant with grid after statutory inspection. The
following documents are to be submitted by the developer to APSLDC.

a) Statutory inspection report.

b) Static Formats, SCADA, Forecasting & Scheduling as per the Annexure.

c) No dues certificate (In respect of Supervision charges & other charges if


any).

C) Issuance of Synchronization permission by APSLDC:

a) After getting the request from the project developer, the APSLDC shall
verify the statutory inspection reports and requirements as per the
regulations if any, and issue the synchronization permission within 3
working days.

b) The approval for the project synchronization shall be communicated to all


the concerned TRANSCO, DISCOM officials& Developer.

D) Actual process of Synchronization:

a) The synchronization process shall be carried out in the presence of the


following committee members within 4 working days after issuance of
permission by APSLDC.
The concerned CGMs of DISCOM & CE/Zone/TRANSCO shall issue
instructions to the members of the committee for synchronization of the
plant.

b) The coordinator for the synchronization process will be DE/OP/DISCOM,
if the generator is connected to substations of DISCOM and
DE/O&M/TRANSCO, if the generator is connected to substations of
TRANSCO.

c) It is to be ensured that the plant is synchronized with grid during the day
time only (in case of solar plants).

d) After synchronization of the plant, immediate intimation shall be given to


APSLDC and the report should be submitted to all the concerned with in
one week from the date of synchronization.

E) Post Synchronization Tests:

a) The measurement of total harmonic distortion, DC injection, flicker etc.


shall be carried out for the upcoming projects within one month from the
date of synchronization, there after once in every year periodically as per
the regulations.

b) The measurement shall be done at Point of Common Coupling (PCC). The


PCC is the emanating feeder point of the generator at Transco/Discom
substation.

c) The duration of the measurement shall be as follows.

d) In respect of the projects which were already commissioned, the


measurement of total harmonic distortion, DC injection, flicker etc. shall
be carried out within three months from the date of issue of these orders,
there after once in every year periodically.

2) The specified limits for total harmonic distortion, DC injection, flicker as per
regulations/standards are as follows.

a. Harmonic current injections from a generating station shall not exceed the
limits specified in IEEE Standard 519.

Recommended harmonic voltage limits:

99th percentile very short time (3 second) values should be less than 1.5 times
the values given in Table below.

95th percentile short time (10 minute) values should be less than the values
given in Table below.

Recommended harmonic current limits:

than 2.0 times the values given in Table below.

the values given in Table below.

b. The Generator shall not inject DC current greater than 0.5% of the full rated
output at the interconnection point.

Values of DC current injection at 33%, 66% and the maximum generation


shall be less than 0.5% of rated output current.

c. The Generating station shall not introduce flicker beyond the limits specified
in IEC61000.

3) The proposed schedule of measurement of total harmonic distortion, DC


injection, flicker etc. shall be informed to the MRT Vigilance wing & APSLDC.
MRT Vigilance wing may witness the tests randomly.

4) These orders are issued as per the note approved by the Chairman and Managing
Director on 23.02.2017.

The requester and user shall make

The requester and user shall prepare single
line schematic diagrams in respect of its
system facility and make the same available to
6 the Appropriate Transmission Utility or
licensee through which his system is
connected and the Appropriate Load Despatch
Centre.
Before connecting, the requester shall
complete all inspections and tests finalised in
consultation with the Appropriate
Transmission Utility or licensee or generating
station to which his equipment is connected.
7 The requester shall make available all
drawings, specifications and test records of
the project equipment pertaining to integrated
operation to the Appropriate Transmission
Utility or licensee or generating station as the
case may be.
Prior to synchronisation of the distributed
generation resource for the first time with
electricity system, the applicant and the
8 appropriate licensee shall agree on the
protection features and control diagrams as
per the provisions of CEA connectivity Regn,
CERC , APERC, IEGC and IEC Stds.
one copy each of the approved drawing and
diagrams showing important equipment,
protection and control features shall be signed

by representative of the applicant and the
licensee and shall be in possession of the
applicant and licensee.
