Netball

History:
Netball originated from basketball in America. It was first played in 1895 at Madame
Ostenburg's college in the UK. It became very popular in the first half of the 20th century.
Teams started playing in various British Commonwealth countries. Initially, a netball team
had nine players. The rules and regulations were created by the International Netball
Association. Netball is played in all schools, colleges, and universities in Pakistan. New
Zealand is the current champion in the Netball World Championship. In Pakistan, WAPDA is
the current champion in netball competitions.
Characteristics of the Game:
Netball is a team sport. During a match, a team consists of seven players. Goals are scored by
throwing the ball into the ring. The goal post is placed in the center of the goal line in the
opposing court. Players can pass the ball to their teammates, but they cannot run while
holding it. Players are restricted to playing in specific areas of the court. Netball is mostly
played in the air.
(Short Question)
(First Long Question): Draw a diagram of a netball court. Write down its complete
measurements. Explain the names of the player positions according to the game and the
boundaries they play within. (This question has appeared in various exams in different years
and locations in Pakistan).
1. The Court:
The court will be rectangular, strong, solid, and smooth. The court floor is preferably made of
wood or may consist of any other material, provided it is safe to play on.
Netball Court Length: 30.5 meters (100 feet)
Netball Court Width: 15.25 meters (50 feet)
(1) The lines along the length of the court are called Side Lines.
(ii) The two lines parallel to the goal line divide the court into three equal sections. The
middle section is the Center Third, and the other two sections are called Goal Thirds.
(iii) A circle with a diameter of 0.9 meters (3 feet) is marked in the center of the court, called
the Center Circle.
(iv) In each Goal Third, a semicircle with a radius of 4.88 meters is drawn from the midpoint
of the goal line. The area enclosed by this semicircle is called the Shooting Circle.
(v) All court lines are 5 centimeters (2 inches) wide. These lines are preferably white and are
part of the court.
2. Court Surroundings (Court Surrounding):
The area around and outside the court has a rectangular shape, which surrounds the court.
The distance from the edge of the court to the surrounding area is up to 3.05 meters (10 feet)
from the goal lines and side lines.
3. Field of Play (Playing Area):
The playing court is rectangular and consists of the court itself and the surrounding area.
During the game, only the umpires are allowed to enter the court.
4. Playing Enclosure (Playing Enclosure):
(i) The Player's Bench Zone is located very close to the playing court. Officials, team
officials (manager, coach), match officials, umpires, match and team officials, and first aid
personnel (Primary Care Personnel) are all located in the Player's Bench Zone on one side of
the court.
(ii) The playing enclosure consists of the playing field and the Player's Bench Zone. During
the match, access to the playing enclosure is limited to those officials who have permission.
(iii) If needed, a level zone can be included in the playing enclosure on the opposite
sides/edges of the court. This zone can be used by media and other technical officials as
needed.
5. Goal Posts:
A goal post is placed in the center of each goal line and consists of the following:
(1) It consists of a general metal pole.
 Minimum diameter of the goal post pole: 65 millimeters (2.5 inches)
 Maximum diameter of the goal post pole: 100 millimeters (4 inches)
 Length of the goal post: 3.05 meters (10 feet)
(1) The pole is either embedded in the ground or attached below the floor so that it moves as
little as possible when hit (knocked) and remains strong/stable.
(2) The pole is placed so that the back of the pole is on the outer edge of the goal line.
(0) Padding used on the goal post should be transparent and cover the entire post from the
base to the full length.
 Maximum thickness of the padding ring: 50 millimeters (2 inches)
 Diameter of the horizontal metal ring (rod): 15 millimeters (5/8 inches)
 Inner diameter: 380 millimeters (15 inches)
(iii) (This section seems to be describing the ring's attachment, but it's a bit unclear from the
provided text. It mentions the ring being attached to the pole with a clear view and being
open at the top and bottom.)
(iv) The net (preferably white) is attached to it, which is clearly visible and open from top to
bottom.

Question: Write notes on the following regarding the game of netball:

1. Umpires 2. Scorers 3. Timekeeper (All officials should be women)
1. Umpires (Umpires): The umpire blows the whistle in the following situations:
1. To start and stop the game.
2. At the end of each quarter of the game.
3. When any foul occurs.
4. When a goal is scored.
5. To signal the timekeeper to stop the clock.
Two umpires officiate a netball match. Both will have a uniform different from the players,
usually a white color. The umpires' decision will be final and no appeal can be made against
their decision. Umpires control the match according to the rules of the game and make
decisions according to the rules of the game. Their decision is final and made without any
appeal.
(1) After the captains' confirmation, the umpires toss a coin to decide the 'Goal End' (the end
of the court each team will shoot towards). The team that wins the toss controls the sideline
closest to the officials. Each umpire controls their designated half of the court, i.e., one
sideline and one end line, throughout the match. That is, they will not change their sideline at
halftime.
(ii) Umpires work together and can consult each other for decisions. The umpire should be
ready for such appeals at all times.
(iii) Each umpire controls and makes decisions in their half of the court, including the goal
line. For this purpose, the sideline (the length of the court) is divided by an imaginary line in
the center. For a successful goal signal, there is no need for the umpire to blow the whistle
again. Instead of the whistle, the umpire raises one arm upwards in the air as a signal.
(iv) Each umpire makes all decisions for a throw-in on one sideline, including irregularities
when the player is taking the throw-in or the opposing player is defending. If the violation is
in the other umpire's half, the other umpire takes control once it is set.
v) An umpire can stop the time for a player's injury, illness, bleeding, a foul, an unforeseen
situation, or other appropriate circumstances.
(vi) Umpires are not authorized to give instructions to players, coach them, or criticize their
play. In case of a violation, the umpire should delay blowing the whistle until they are
completely sure that the team committing the violation no longer has an advantage. They
should always be ready to consult with each other on matters requiring clarification.
(Diagram showing court areas of control for Umpires A and B)
Reserve Umpire:
(i) The reserve umpire substitutes for players who are ill/injured during the match.
(ii) The reserve umpire can assist the umpires in any way before or during the match.
(iii) During the match, the reserve umpire sits below the umpires.
(iv) The reserve umpire monitors suspended players during the suspension period.
Technical Officials:
Technical officials include two scorers, two timekeepers, and other officials specific to the
event. Only the scorers and timekeepers sit on the officials' bench.
2. Scorers:
The scorers are jointly responsible for keeping an accurate record of the score.
(i) Before the start of the game, the scorers record the names of all players (including their
positions) and team officials, and enter the players' names and numbers in the scoresheet.
(ii) During the match, the scorers:
(a) Keep a record of player or position changes. (b) Stop the time when instructed by the
umpire and restart it when the umpire signals the resumption of play. (c) Keep a record of
goals scored. (d) Keep a record of unsuccessful shots. (e) Keep a record of center passes for
each team. (f) Call "center pass" if the umpire appeals for it. (g) Immediately signal the
direction of a center pass after a temporary stoppage of play. (h) Confirm incorrect center
passes to the umpires. (i) Keep a record of any official warnings, player suspensions, or
expulsions from the game.
3. Timekeepers:
The timekeepers are jointly responsible for ensuring the correct length of playing time,
intervals, and game stoppages.
(i) 30 seconds and 10 seconds before the end of each quarter/half of the game, they notify the
umpires.
(ii) They record the start time of each half/quarter on the umpire's whistle.
(iii) When the specific time for a quarter/half has elapsed, they notify the umpire to blow the
whistle for the end of the play.
(iv) They stop the game clock when instructed by the umpire and restart the game clock when
the umpire signals the resumption of play.
(v) 16 seconds before the temporary stoppage/suspension of play due to injury/illness or
bleeding, they notify the umpires.
(Question: Write notes on the following regarding the game of netball:
(1) Toss Up Procedure (2) Method of Pass (3) Penalties (4) Start of Play (5) Penalty Pass
Situation (6) Center Pass
1. Toss Up Procedure (Match Procedures):
The toss-up is done before the start of each quarter/half of the game and after every goal.
(i) The umpires notify the teams 30 seconds and 10 seconds before the start of each
quarter/half.
(ii) The first center pass of each quarter/half is initiated by the umpire who controls the goal
end of the team that gets the toss. That team takes the center pass.
(iii) During each quarter/half, the center pass is initiated by the umpire who controls the goal
end of the team where the last goal was scored.
(iv) Immediately after signaling the goal, the umpires indicate the direction of the next center
pass.
(2) If their opinions differ, the umpires seek clarification from the scorer.
(b) In this event, if both umpires do not correctly indicate the direction/side of the center pass,
the scorer will clarify to the umpires.
(v) The third umpire controlling the center pass is responsible for penalizing any violation by
the team taking the center pass and the opponent defending the center pass.
Procedures During Play (Playing Procedure):
Umpires move behind the sideline and goal line to observe the game and make decisions.
They remain outside the court during the game, except for conducting the toss-up.
The Umpires:
(i) The umpire ensures that players are in their correct positions before the toss-up.
(ii) Before the toss-up, the umpire remains still for a moment and, holding the ball in the
palm of one hand, stands at shoulder height between the two players, with the shorter player's
shoulder as a guide for proper positioning.
(iv) The umpire generally does not throw the ball more than 600 millimeters (2 feet) high in
the air and blows the whistle at the same time.
Procedures for Stoppages (Stoppage Procedures):
Umpires:
(i) Signal to the timekeeper to stop the game clock when necessary.
(ii) Notify the teams 30 seconds and 10 seconds before the start of each quarter/half.
(iii) Signal to the timekeeper when the game restarts.
Procedures for Game Management (Game Management Procedures):
1. After signaling to the timekeeper to stop the game clock, the umpire uses specific
hand signals to indicate an official warning, suspension, or expulsion of a player to
the player.
2. The umpire consults with the other umpire regarding any official warning,
suspension, or expulsion of a player.
Team Official Procedures (Team Official Procedures):
(a) Team officials can coach and instruct players sitting on the bench.
(b) They can encourage the players during the game while sitting on the bench.
(c) During temporary stoppages of the game, they can be on the team bench or around the
court, but they cannot enter the court (except for the primary medical personnel who can
enter the court).
During Intervals (During Intervals):
(c) Team officials and players on the bench will not use aggressive behavior, abusive
language, or gestures.
Procedure for Toss Up (Toss-Up Procedure):
(1) Umpires enter the court to conduct the toss-up, which is as follows:
(2) In the goal circle, the umpires receive the ball for the toss-up from the umpire who
controls the goal end.
(3) The nearest umpire outside the goal circle conducts the toss-up and controls all related
procedures/actions.
(ii) The umpire ensures that, before the toss-up, players are standing in their correct positions,
facing each other.
(iii) Before the toss-up, the umpire remains still for a moment. Holding the ball in the palm of
one hand, the umpire stands at shoulder height between the two players at the midpoint
between them. The umpire uses the shoulder of the shorter player as a guide for proper
positioning.
(iv) The umpire will generally not throw the ball more than 600 millimeters (2 feet) high in
the air and blows the whistle at the same time.
Sanctions (Types of Sanctions):
During the game, umpires can penalize any violation/infringement. The following are given
to the non-offending team:
(1) Free Pass: Awarded for minor infringements.
(ii) Penalty Pass: Awarded for major infringements.
Conditions for all Sanctions:
A sanction is awarded to one team and can be taken by any permitted player in that area.
The player will take the pass according to the rules/laws.
(1) Takes the following position as indicated by the umpire:
(a) For a free pass, where the infringement occurred, the free pass is whistled.
(b) For a penalty pass, this position is where the infringing player stood, unless this would
disadvantage the non-offending team.
(ii) Follow the footwork rule.
(iii) Throw the ball within 3 seconds of receiving it.
Conditions for Free Pass (Free Pass Rules):
The player taking a free pass cannot directly shoot a goal. If a goal is scored from a free pass,
it is not counted.
Conditions for Penalty Pass (Penalty Pass Rules):
(i) The player who committed the violation will stand out of the court.
(ii) The player taking the penalty pass must:
(a) Move quickly to the designated position. (b) Be standing closer than 0.9 meters (3 feet) to
the player taking the penalty pass, so as not to obstruct the pass. (c) Remain still in that
position and cannot move or participate in the game until the ball has left the player's hand.
Sanction:
Another penalty pass is awarded.
(i) The opposing player cannot interfere with the penalty pass until the ball leaves the player's
hand.
(ii) The penalty pass is taken from where the second violation occurred.
(ii) If the player taking the penalty pass moves to the correct position, it is up to them whether
they immediately play the ball or wait for the player who committed the violation to leave the
court. If the player plays the ball immediately:
(2) The player who committed the violation cannot participate in the game until the ball
leaves the hand or the player taking the penalty pass catches the ball in transit.
(1) The penalty pass will be retaken if the player who committed the violation interferes.
(0) If the player who committed the violation changes or changes position before the penalty
pass is taken, then the player who replaces the player who committed the violation is the
player who stands out of the court.
Advantage:
The umpire should refrain from blowing the whistle for a violation if doing so would
disadvantage the non-offending team.
(1) The umpire indicates that advantage is being played.
(a) Calls "advantage" and confirms the violation.
(b) Uses a hand signal to indicate advantage.
(2) If the whistle is blown for a violation, a free pass or penalty pass is awarded, unless a goal
is scored. If a goal is scored that benefits the team that committed the violation, the umpire
will award the goal.
4. Starting of Play (Starting of Play):
For each quarter/half:
(i) Ten (10) seconds before the start of the game, the umpires will instruct the players to come
onto the court.
(ii) When the game is about to start, the players' initial positions should be in the Goal Third.
(iii) When the team enters the court, it is necessary for the team to have at least five players
present on the court, one of whom will play in the Center position.
Failure to take the court (Failure to take the court):
(i) In each quarter/half of the game, if a team does not have players on the court, the umpires
will wait for thirty (30) seconds for the arrival of additional players.
(a) If the team arrives on the court within 30 seconds, the offending team will be penalized
with a free pass and the whistle will be blown for the center pass.
(b) If the team does not arrive on the court within 30 seconds, the umpire will award a free
pass to the opposing team.
(ii) If a team delays entering the court after a temporary stoppage of play at the request of the
umpires, the umpires will penalize the team for the delay and the game will be restarted
immediately.
(c) If one umpire blows the whistle for a penalty and the other umpire signals "advantage,"
the decision of the umpire who awarded the penalty will prevail.
Controlling the Center Pass (Controlling the Center Pass):
(i) When the whistle is blown to start play, the center player who has possession of the ball
can step outside the center circle, but they must follow the footwork rule. If, when the whistle
was blown:
(a) Only one foot was fully inside the center circle, and this foot is considered the landing
foot.
(b) Both feet were fully inside the center circle, the foot that was not previously moving is
considered the landing foot.
(ii) The center player must throw the ball within three seconds.
Sanction: Free Pass.
(iii) The center pass must be thrown or caught by a player who:
(a) Is fully within the center third, or
(b) Lands with one or both feet fully within the center third.
Sanction: Free Pass.
(iv) If the ball from the center pass goes out of bounds on the sideline without being touched,
or bounces in the center third, the opposing team is awarded a throw-in from where the ball
crossed the sideline.
(v) The player whose team is taking the center pass:
(a) Cannot jump or catch the ball in the air and land with both feet simultaneously on or
across the transverse line (the line dividing the center third from the goal third), or
(b) Cannot throw or catch the ball in the goal third until the ball has been touched by another
player in the center third.
Sanction:
A free pass is awarded in the goal third where the ball crossed the transverse line.
(vi) The umpire can apply the advantage rule and allow play to continue, even if a violation
has occurred, if it benefits the non-offending team. The umpire signals "advantage" and
indicates the type of violation.
(b) The ball is out of bounds when it touches the ground or any object/person outside the
court.
(Transverse Line): The line dividing the center third from the goal third.
