ACM OPERATIONS
MANUAL
FOR DESO TSS TRAINEE
PREPARED BY: ZYDITH P SUMANDE, MIT
ACM Hands-on Operational Proficiency Exercise
Objective: To enable participants to demonstrate hands-on proficiency in the operation of the
ACM.
Instructions: Participants are required to initial upon completion of each listed step.

1. ASSEMBLING THE ACM

1.1. Open the ballot box by pressing the


button on the side of the cover.

1.2. Remove the receipt bin from the box and


attach it to the side of the box.

1.3. Open the bin and remove the ballot


feeder.

1.4. Attach the ACM to the ballot box

Instructions: Participants are required to initial upon completion of each listed step.

1.5. Attach the privacy screen to the ACM.

1.6. Attach the ballot feeder.

1.7. Connect the power supply (battery and


power adapter).

Instructions: Participants are required to initial upon completion of each listed step.

1.8. Connect the battery to the ACM. (Note:


The power slot is at the back of the ACM,
beside the power button.)

1.9. Switch on the battery.

1.10. Power on the ACM.

1.11. Install the thermal paper:


1.11.1. Open the thermal slot by pressing the
red button.
1.11.2. Insert the thermal paper.

2. AUTHENTICATION
2.1. Prepare the EB SMART CARDS for the
following:
2.1.1. EB Chairperson
2.1.2. Poll Clerk
2.1.3. Member
2.1.4. Zero-out
2.1.5. (Note: Each card has a unique PIN.)

ACM.
Instructions: Participants are required to initial upon completion of each listed step.

2.2. Insert the SMART CARD and enter the PIN


of the Chairperson, then remove the card.
2.3. Insert the SMART CARD and enter the PIN
of the Poll Clerk, then remove the card.
2.4. Insert the SMART CARD and enter the PIN
of the Member, then remove the card.
3. ENROLLMENT OF EB MEMBERS
3.1. Press the "Chairperson" option on the
screen, insert the SMART CARD, and enter
the PIN.
3.1.1. Type the name and press the "Assign"
button.
3.1.2. Remove the Card
3.2. Press the "EB Poll Clerk" option on the
screen, insert the SMART CARD, and enter
the PIN.
3.2.1. Type the name and press the "Assign"
button.
3.2.2. Remove the card

3.3. Press the "EB Member" option on the


screen, insert the SMART CARD, and enter
the PIN.
3.3.1. Type the name and press the "Assign"
button.
3.3.2. Remove the card

4. DIAGNOSTICS

Objective: To enable participants to demonstrate hands-on proficiency in the operation of the
ACM.
Instructions: Participants are required to initial upon completion of each listed step.

4.1. Insert the SMART CARD for operations to


initialize the ACM.

4.2. Press the "Diagnostics" button.

4.3. Press the "Run All" button and review the


screen.

4.4. SCREEN: Follow the on-screen touch


instructions.

4.5. AUDIO: If sound is heard, press "YES."

ACM.
Instructions: Participants are required to initial upon completion of each listed step.

4.6. HEADPHONE: Plug the headphone jack


into the port at the back of the ACM. If
sound is heard, press "YES."

4.7. SKIP NETWORK DIAGNOSTICS by clicking


"X."

4.8. USB PORTS: If two USB ports are detected,


press "YES.”.

4.9. PRINTER: Press "Print." If the sample


prints correctly, press "YES." (Set aside the
printed copy for CAMERA diagnostics.)

4.10. SCANNER: Insert a ballot and verify if


the scanned and displayed information
match.

4.11. EB SMART CARDS: Insert the SMART


CARDS for the following:
4.11.1. EB Chairperson
4.11.2. EB Chairperson
4.11.3. Poll Clerk
4.11.4. Zero-out

4.12. CAMERA: Position the printed copy in


front of the camera lens and press "YES" if
the QR code is read.

4.13. SKIP KEYPAD DIAGNOSTICS by clicking


"X."

4.14. PRINT DIAGNOSTIC REPORT.

4.15. Press "X" to return to the HOME


SCREEN.

5. OPEN VOTING

Objective: To enable participants to demonstrate hands-on proficiency in the operation of the
ACM.
Instructions: Participants are required to initial upon completion of each listed step.

5.1. Press the "Open Voting" button.

5.2. Authenticate by inserting the SMART


CARD of the Chairperson and Poll Clerk or
Member, then enter the PIN.

5.3. Print the Initialization Report and verify


that the starting number of votes is zero
(0).

5.4. Conduct actual voting (insert the ballot).

5.5. Print the ballot receipt.

6. CLOSE VOTING

ACM.
Instructions: Participants are required to initial upon completion of each listed step.

6.1. Authentication:
6.1.1. Insert the SMART CARD and PIN of
the Chairperson, then remove It.
6.1.2. Insert the SMART CARD and PIN of
the Poll Clerk/Member, then remove it.
6.1.3. Press CLOSE VOTING

6.2 DIGITAL SIGNATURE


6.2.1 Select the role to digitally sign
election results (Chairperson,
Poll Clerk, Member).
6.2.2 Insert the SMART CARD and PIN
of the Chairperson, then
remove it.
6.2.3 Insert the SMART CARD and PIN
of the Poll Clerk, then remove it.
6.2.4 Insert the SMART CARD and PIN
of the Member, then remove it

6.3 Generate Election Returns and Printing


Report for both National and Local
Positions.

6.4 SKIP TRANSMISSION.

6.5 Print the Statistical Report.

7 AFTER CLOSE

7.1 On the HOME SCREEN, press the VVPAT Vote


Review button.

7.2 Insert the SMART CARD of the Member.

7.3 Scan the VVPAT QR Code.


7.3.1 Check for abstentions and press
"Confirm."

7.4 Review the VVPAT Vote Summary.

7.5 Check the Ballot Image.

8 UTILITIES

8.1 On the HOME SCREEN, press the Utilities


button.

8.2 Press Re-Zero.

8.3 Authentication
8.3.1 Insert the SMART CARD and PIN of
the Chairperson, then remove it.

8.4 Insert the Zero-Out SMART CARD
