Needs
Project Summery (VTESS-PSN)
The most unfortunates in the community are the people with special needs. They suffer
from different types of inabilities for life term being the victims of accident, social torcher
or by birth. They feel themselves shaky to mix with normal people and are ignored by most
people to engaged them taking part in development programmes. As a result this group of
people fails to establish socially and economically throughout their life.
DACT, Nigeria while addressing the poor and distressed children, youth and adolescent,
boys & girls through Vocational Training & Employment Support Service (VTESS)
for their Scio-economic development welcomes this vulnerable group within age 15+ to
25 years to participate with normal children. VTESS service for them in the past have
proved that a little extra care could turn them a progressive and productive man and that
they can socially and economically empowered by eliminating discrimination abuse and
violation against them. DACT believes that the social injustice can significantly be
reduced if the target beneficiaries can be empowered by providing development
opportunities together with capacity building training and post training support
services. The present project proposal for the person with special needs will definitely
make a remarkable change in their life and DACT VTESS has taken this training
program as a challenge to prove the only service provider of this type in the country. As the
other service providers do not intervene with similar care.
DACT expects that opportunities for participation of physically and socially vulnerable
people (special needs) in the socio-economic and development activities are essential.
They can contribute in the national development works through gainful earning enjoying
normal life style with dignity. The attitude to empower them and subsequent post training
follow-up has also been planned. With this end in view IRB has decided to provide training
for the persons with (special needs) making them competent in producing quality
products and services so that they can gainfully earn as self employed entrepreneurs or get
wage employment.

2. Context Analysis:
According to WHO report 10% of the total populations of the world are within the class of disability. Though in
Nigeria there is no such statistic available. But due to poverty, instability of socio-economic condition lack of
awareness about health and environment the number is increasing day by day. Besides this environment pollution,
accidents, inadequate health care, scarcity of vitamins, iodine, less nutritious foods, Wrong medical treatment, infrastructure
inadequacy the number of disabilities in Bangladesh are increasing.
On the other hand Nigeria constitution ensures equal right both for able and disables. Nigeria Govt. has kept 10%
employment quota reserved for the disabled and accordingly an action plan prepared in 1996. In 1999 Govt. prepared rules
of policy for the disabled and as a result the disabled welfare law 2003 has formulated from the social welfare ministry.
Now it appears that all over the world including N i g e r i a special facilities has been created by the Government to assist
the disabled to remove their helpless conditions and accordingly actions are in progress. But in reality this class of people
is still becoming neglected and deprived from equal right as a citizen. As a result a significant portion of people is
remaining outside the framework of national development activities. In Nigeria many parents try to hide their disabled
children. Because of that statistical bureau cannot make a real figure.

There are some organizations INGO’s and NGO’S level providing their development program addressing their specific
problem and needs. Among them Salvasion Armys, World Concern, Deaf and Dumb School at Ibadan and Hearing
disabilities at Aseese, Ogun State are mentionable. But their total coverage is negligible in comparison to the
beneficiaries’ numbers and needs.
According to WHO and survey report of different NGO’S 10 percent of population are disabled with different types of
inabilities. Accordingly in Nigeriah about 14 million people are suffering from disability. They could be turned as productive man
power (P.M.P) through proper Vocational Training and follow up for their socio-economic development. Thereby they
could be set in the mainstream of economic and social development.
3. Overall Objective:
To enable the children, youth and adolescent with special need to have gainful & Sustainable employment for an improved
Scio-economic condition & leading a normal life with enhance capacity & dignity following suitable education & need
based employable vocational training. 3
4. Specific objective:
1. Provide need based production & expertise service oriented vocational training to the person with special need on
different trade courses suitable to them.
2. Provide enhanced skill training for the person with special need targeting export quality products and services for
sustainable & gainful earning.
3. Initiate entrepreneurship through arranging Savings & Micro-Credit system.
4. Initiate establishing a Welfare Forum for the person with special needs.
5. Target Group:
Persons with disability (PWD) like Physical disability, Hearing disability, Leprosies disability, partial intellectual disability,
socially rejected, acid burned, sex worker, grass widow etc.

13. Outputs:
1. A total of 120 persons with special need will be trained on different trade courses every year.
2. 100% of targeted person with special need will be trained on vocational training.
3. 80% trained person with special need will be engaged in exportable production.
4. 50% graduate will be established as self entrepreneurs.
5. Special need group will be self reliant.
6. Exportable production will be increased which will contribute to IG.
7. Person with special need will establish an independent “Welfare Forum (WF)” which will be operated by them.
Vocational Training for the Person with Disability (VTPD) will be operated under Vocational Training & Education Program of DACT.
It will run direct supervision of Project Officer and overall supervision of Program Manager- VTEP.
Project Officer will responsible for giving all kinds of technical support and the administration of Vocational Training & Education
Programme. Project Officer will report to Programme Manager - VTEP and Programme Manager - VTEP will responsible to Head of
Program (HoP) - IRB. Key activities of the programme will be implemented by VTPD team under close supervision of Project
Officer. The team will make good linkage with community and guardians.
Total activities will be monitored through IRB monitoring and evaluation unit. Oth ers all activities will be regulated by IR rules and
regulations.
