Local Development and Planning
History The Local Government code of 1991 (R.A. 7160) provided the mechanism for decentralization and local autonomy. The law was conceived for the following goals: - Develop a self-reliant and vibrant communities - Broaden the powers and authority of the Local Governments Units (LGU's) - Speed up development of the countryside To address these problems, the Department of Interior and Local Government (DILG) has developed a so called INTEGRATED CAPABILITY BUILDING PROGRAM (ICBP). It has five core components: - Management Systems - Development Planning - Local Legislation - Local Financial Management - Community Mobilization Objectives of the Study of Development Planning: - Learn the history and definition of Development Planning - Learn the legal basis for Local Development Planning - Identify the organizations directly responsible in Local Development Planning Definition of Development Planning - It is one of the core components of the ICBP to serve as an effective delivery tool and a strategy to provide direction for physical development and accelerating economic growth - It aims to capture the aspirations and desire of the citizenry on the type and level of development they want to attain at a certain time Purposes of Development Planning - To optimize the use of resources at the right time without sacrificing the environment - To provide direction in the execution of development programs/projects - To solicit and ensure citizens participation in decision making concerning social and economic development - To respond to the requirements of the Local Government Code Process of Development Planning - Development planning involves: o Gathering and processing of data about the community o Determining and prioritizing the needs and problems to be addressed o Identifying development opportunities which can be harnessed towards the realization of a better quality of life Major Features of ICBP - The ICBP assures: o Maximum LGU participation o Its outputs are specific o Sustainability at every level of the LGU - It is demand driven which means it is designed to respond, as much as possible to the specific needs of the partner Local Governments - ICBP is premised on the fundamental notion that the Local Governments are the center of all Local Development activities - The ICBP is designed with the principle that o The LGUs are the primary actors of the program with the DILG serving as facilitator, thus, the success of the program rests heavily on the degree of commitment and participation of the LGUs. The Main Feature of the ICBP - It is hands on - Onsite - Output oriented The Legal Bases of Local Development Planning A. The 1987 Philippine Constitution, Article 2. Declaration of Principles and State Policies Section 10, promotion of Social Justice in all phases of National Development Section 13. vital role of youth in nation building Section 14, role of woman in nation building Section 15, right to health of the people Section 16, right to a balance and healthful ecology Section 21. promotion of comprehensive Rural Development and Agrarian Reform Section 22, rights of indigenous cultural communities Section 23, involvement of NGO's community based or sectoral organization in public affairs Section 25, autonomy of local government

B. RA 7160: New Local Government Code of 1991
o It provided the mechanism for decentralization o It was conceived to develop a self-reliant and vibrant communities and to bring services closer to the people by speeding up development of the countryside Section 106, LGU's shall have a comprehensive multi-sectoral development plan Section 20, LGU's shall prepare comprehensive land-use plans C. Office of the President, Memorandum Circular No.2 dated July 17, 1992 o All government departments, offices and instrumentalities including the LGU's are directed to formulate their respective medium term plans and public investment programs
D. DILG memorandum circular 92-41 dated July 6, 1992 mandated the
Local Government Units to prepare, as a minimum requirement, their 1 year of annual investment programs
E. Malacañang Executive Order No. 72 issued on March 25, 1993
mandating the City/Municipal Development Council to initiate the formation/updating of its land use plan
LOCAL DEVELOPMENT PLANNING: Its Beginning
- Translating the code into reality could be possible by "broadening the powers and authority of the Local Government Units" - The expansion of LGU's concern led to DILG "to develop Integrated Capability Building Programs (ICBP)"

- Local Development Council (in the Barangay, it is called Barangay Development Council) - Local Planning and Development Office (Municipal and City) - The Local Sanggunian
