NOTICE OF RACE

The 7th NDA Inland Enterprise Championship (NDA-IEC) will be held at the Khadakwasla
Lake under the burgee of the NDA Sailing Club from 05 to 09 Jun 23. NDA Sailing Club
is the Organising Authority (OA) in conjunction with National Enterprise Association.

1. Rules
1.1. The event will be governed by the rules as defined in The Racing Rules of
Sailing (RRS 2021-2024).
1.2. National authority prescriptions, if any, will apply.
1.3. In all rules governing this event, the notations
1.3.1 [DP] denotes a rule for which the penalty is at the discretion of the
Jury/Protest Committee and may be less than a disqualification.
1.3.2 [SP] denotes a rule for which a standard penalty may be applied
by the race committee or technical committee without a hearing or
a discretionary penalty applied by the Jury/Protest Committee with
a hearing. This changes RRS 63.1 and A5.1.
1.3.3 [NP] denotes a rule that shall not be grounds for protests by a boat.
This changes RRS 60.1(a).
1.4. All participants shall comply with the National Code against Age Fraud in
Sports (NCAAFS).
1.5. If there is a conflict between languages the English text will take
precedence.
1.6. The equipment Rules of Sailing and class rules will apply.
1.7. If there is a conflict between a rule in the Notice of Race and a rule in the
Sailing Instructions, the rule in the Sailing Instructions will take precedence.
This changes RRS 63.7.
1.8. [DP][NP] All prevailing central and state Government’s SOP and protocols
with regards to COVID19 shall strictly be adhered to by all personnel when
ashore. All such instructions will be prominently displayed on the Notice
Board.
1.9. Any changes in NOR will be intimated to all clubs, Participants and will be
posted on the official notice board.

2. Event Advertising
2.1. [DP] [NP] Boats may be required to display advertising chosen and supplied
by the organising authority.
2.2. All participants and their support teams automatically grant to the organising
authority, the right in perpetuity to make, use, and show at their discretion,
any photographs, audio and video recordings, and other reproductions of
them made at the venue, or on the water from the time of their arrival at the
venue, until their final departure, without compensation. Participants may be
required for media interviews during the period of the event.

3. Class and Equipment


3.1. Races will be conducted in the International Enterprise Class without
spinnakers.
3.2. Boats and equipment will be provided by the OA on the basis of Draw of
lots.
3.3. Only the Boats and Equipment provided by the OA shall be used for the
races.

4. Eligibility
4.1. Each participant should fulfil the following criteria to be eligible for
participation in the race:-

4.1.1
Be a member of a club which is affiliated to the National Enterprise Class
Association as on 04 Jun 23.
or
Be an individual member of the National Enterprise Class Association as on 04
Jun 23.

4.1.2 Hon Secretary, NEA may be contacted for clarifications on membership.


4.1.3 All participants must be Indian Nationals.

5. Schedule of Events
5.1. The Schedule of events is as follows:-

5.2 [DP] An Environment Drive will be organised on 05 Jun 23 on the occasion


of World environment Day. It is mandatory for all participants to participate
in the event.
5.3 Participants representing various clubs are required to bring to the venue
One Club Flag in approximate size 1.0 x 1.5 m.

6. Format
6.1. Format A - If the number of entries is less than the number of boats
available, boats will be allocated by draw of lots and a single series will be
held with 12 races scheduled. Six races will constitute a series. If 7-9 races
are sailed, one discard will be permitted. If more than 9 races are sailed, two
discards will be permitted.

6.2. Format B - In case the number of entries is greater than the number of
boats available, the format will be as follows:-
6.2.1 The fleet will be divided into two groups by a seeding committee
appointed by the OA.
6.2.2 Each group will initially sail three races after which regrouping will
take place on the basis of positions in the first three races.
6.2.3 The new groups will then sail three races each.
6.2.4 The fleet will then be split into Gold and Silver fleets. In case six
races are sailed before splitting into Gold and Silver fleets, one
discard will be permitted.
6.2.5 Two races are scheduled for the Silver Fleet.
6.2.6 Two races are scheduled for the Gold Fleet.
6.2.7 All races sailed will count for the overall series. Five races will
constitute a series. When six or more races are sailed one discard
will be permitted.

7. Entry and Registration


7.1. A duly filled Entry form (Appendix ‘A’ of this NOR) is to be submitted/ posted
to the OA on or before 1200 h on 01 Jun 23 at the following address:-

7.2. Alternately, a scanned copy of the entry form may be submitted by e-mail to
the OA on email id – [email protected] (NDA-IEC-2023 entry form
is to be mentioned in the subject row of the e-mail) on or before 1200 hrs on
01 Jun 23.
7.3. No entry will be accepted after 1200 hrs on 01 Jun 23.
7.4. A composite Entry cum Charter fee of Rs.6500/- (Rupees Six Thousand five
hundred only) per Team, inclusive of Boat, refreshments and lunch at the
venue, shall be charged and is non-refundable.

7.5. A concession of 50 % per competitor is applicable to all Female competitors.


7.6. Payment of Entry cum Charter is to be made to the following bank account

7.7. An entry will only be confirmed once full payment has been received.
7.8. Fees shall be free of bank commissions. Any bank fee will be charged to the
participants.
7.9. Participants are to provide a confirmation of transfer by giving details of
Participants, Member Club (if representing a Club), Online Transfer ID and
date of transfer of funds along with the Entry Form or separately to email id
- [email protected].
7.10. Participants under 18 years of age shall present a signed and completed
parent (or guardian) consent and declaration form at registration (Format is
placed at Appendix ‘B’ to this NOR).
7.11. Entry fee, if paid after 1200 hrs on 01 Jun 23, is to be paid in cash at the
time of registration.
7.12. Registration will be open from 0900 h on 05 Jun 23 at NDA Sailing Club,
Peacock Bay, Khadakwasla. Registration will close at 1430 h on 05 Jun 23
and no registrations will be accepted thereafter.
7.13. Indemnity Declaration All participants will be required to sign an Indemnity
Declaration placed at Appendix ‘C’ at the time of registration. Alternatively,
a scanned copy of the same may be forwarded on email id
[email protected].

8. Sailing Instructions - The sailing instructions will be made available to participants


at the time of registration.

9. Venue
9.1. The regatta venue will be Watermanship Training Centre, NDA (K).

9.2. The racing areas will be the waters of Khadakwalsa Lake off Peacock Bay,
NDA(K).
10. Courses - The courses will be as described in the Sailing Instructions.

11. Penalty System - RRS Appendix P, Special Procedures for RRS 42, will apply.

12. Protest Committee - A protest committee will be appointed in accordance with


RRS 91 (a).

13. Scoring - Format ‘A’


13.1. The low point system of RRS Appendix 'A' will apply.
13.2. 6 races are required to be completed to constitute a series.
13.3. When 6 races have been completed, a boat’s series score will be the total
of her race scores.
13.4. When 7 to 9 races have been completed, a boat’s series score will be the
total of her race scores excluding her worst score.
13.5. When 10 or more races have been completed, a boat’s series score will be
the total of her race scores excluding her two worst scores.

14. Scoring – Format ‘B’


14.1. The low point system of RRS Appendix 'A' will apply.
14.2. 5 races are required to be completed to constitute a series.
14.3. When 5 races have been completed, a boat’s series score will be the total
of her race scores.
14.4. When 6 or more races have been completed, a boat’s series score will be
the total of her race scores excluding her worst score.

15. Personal Buoyancy and Safety


15.1. All participants shall wear adequate personal buoyancy.
15.2. [SP][NP] All participants shall ‘sign out’ and ‘sign in’ in the register kept with
the Beach Master before launching and on coming ashore. This is a
mandatory safety requirement.
15.3. Participants not complying with the above requirements will attract a penalty
of ‘Five’ points for each race in which they have failed to observe these
instructions.
15.4. All participants are requested to bring their own personal buoyancy kit. Life
jackets can also be hired from NDA Sailing Club on a first-come-first served
basis @ Rs. 100/- per life jacket per day on payment of a security deposit
of Rs. 500/- per life jacket.

16. Risk Management


16.1. Participants and support team shall participate in the championships entirely
at their own risk (See RRS 3, Decision to Race). The OA will not accept any
liability for material damage or personal injury or death sustained in
conjunction with or prior to, during, or after the Regatta. Sailing is by its
nature an unpredictable sport and therefore involves an element of risk. By
taking part in the event, each participant agrees and acknowledges that:
16.1.1 The designated adult who has been entrusted by the parents or
legal guardians of the participants is responsible for the safety of
each sailor of his/her team. It is the sole responsibility of this adult
to decide, if the sailor should sail in the weather and conditions that
might arise during the event. The adults supervising the
participants are totally responsible for the risks of the sailor.
16.1.2 They are aware of the inherent element of risk involved in the sport
and accept responsibility for the exposure of themselves, their crew
and their boat to such inherent risk whilst taking part in the event.
16.1.3 They are responsible for the safety of themselves, their crew, their
boat and their other property whether afloat or ashore.

16.1.4 They accept responsibility for any injury, damage or loss to the
extent caused by their own actions or omissions.
16.1.5 By participating in any race, they are satisfied that the boat
provided by the OA is in good order, equipped to sail in the event
and they are fit to participate.
16.1.6 The provision of a race management team, patrol boats, umpires
and other officials and volunteers by the organiser does not relieve
them of their own responsibilities.
16.1.7 The provision of rescue boat cover is limited to such assistance,
particularly in extreme weather conditions, as can be practically
provided in the circumstances.
16.1.8 They will familiarize themselves with any venue/event specific
risks, adhere to rules and information produced for the venue/event
and attend any venue/event safety briefings.
16.2. Participants and Coaches/ Team Leaders are responsible for arranging their
own private medical and travel insurance. The Organizing Authority is not
responsible for verifying the status or validity of insurance certificates.
16.3. Each participating Club shall designate a person to be the point of contact
with the organising authority and shall provide an e-mail address.

17. Radio Communication - A boat shall neither make radio transmissions while racing
nor receive radio communications not available to all boats, except in an emergency
or when using equipment provided by the race committee. This restriction also
applies to mobile telephones.

19. Additional Information


19.1. Behaviour - Participants shall observe the regulations of the host club
and shall always behave correctly and follow all COVID protocols as
applicable by local administration. Conduct unbecoming, at any time,
whether on shore or afloat; with or without any damage to the facilities, may
be investigated by the Jury/ Protest Committee/ OA who may (with or
without a hearing) impose a scoring penalty/ removal of person from regatta
site.
19.2. Lodging - Lodging for all participants and team leaders will be provided on
a first-come-first-serve basis. An amount of Rs. 800.00 (Rupees Eight
hundred only) per person per day will be charged towards allied charges.
The participants will be provided lodging with common washroom/ toilet
facility. It is recommended that service Officers participating in the event
draw hotel TA/DA for their stay. The accommodation for PBORs will be
provided on as required basis. Service Establishments may contact O i/C
NTT separately for arranging the same.
19.3. The OA will provide only lunch, water and refreshments at the venue.
However, for serving military personnel, all meals may be provided against
Genform/ LRC. Messing, if provided by OA, will be charged extra.

19.4. Out of Bound Areas - All places other than the sailing venue and
accommodation area are strictly out of bound for participants. OA reserves
full right to disqualify any team found in Out of Bound Areas. Any team so
disqualified will be required to immediately vacate the premises of NDA.
19.5. Security Passes - Security passes will be issued by the OA on arrival only
to valid entries. The passes are to be returned to the OA on completion of
the event. All participants are requested to carry two passport size
photographs and valid photo ID for the same. Entry into NDA is only for
Indian nationals. No person whose entry into the event has been denied is
to approach the security staff at any of NDA gates for entry into NDA or
Peacock Bay.
19.6. Vehicle Passes - All participants desirous of utilising their private vehicles
inside the NDA premises are to give details of the vehicles for issue of
vehicle passes, by 30 May 23. Delayed requests will be levied an additional
charge of Rs.500/-.

20. Prizes
20.1. Championship and Race Trophies shall be awarded in accordance with the
norms of the National Enterprise Association.
20.2. NDA-IEC Trophy, Junior Shield, Youngest Helmsman Trophy, Best Woman
Helm and other suitable prizes shall be awarded.
20.3. In order to encourage greater participation by women in the event, an
additional award for the best All Women Team shall be awarded.
20.4. Replica - Replica of NDA IEC Trophy and Junior Shield shall be awarded
to the awardees.

21. NDA Tour Participants will be provided with a guided tour of the NDA campus
during non racing period. Details and timing will be available at the time of registration.
